The Middle East has historically been known for many things — sustainability not being one of them. The clash of Western values with the harshness of the local climate can often wedge sustainability between a lot of sand and a hard place. Though there is a broad critique of the unsustainable attributes of the region’s development path, for years there has been a shining exception: Masdar City in the United Arab Emirates, seventeen kilometers east-south-east from the city of Abu Dhabi. 

Masdar City exists as an urban development project run by the renewable energy company Masdar, who has committed $15 billion to making Masdar City the planet’s most sustainable new city. Unlike Abu Dhabi , a city which unthinkingly follows antiquated models and Western building principles, Masdar City has a wealth of potential to offer the world of green urban planning - something the world sorely needs.

But Masdar City is certainly not without its share of critics. On first approach, the concentrated development, located in the center of six square kilometers of empty space, does little to awe, especially in comparison to the sprawling wave that is Abu Dhabi . Thanks largely to the global financial recession, buildings currently comprise less than 10% of the area committed to the urban experiment. Even today there is a group of onlookers that suggest Masdar City may just be a mirage after all.

However, this broader view is not necessarily synonymous with the bigger picture.

Designing the Oasis

Since its inception, the city's master plan has been shepherded by Foster + Partners , who have also designed all of the buildings to date (except the most recently completed Siemens Building). Nothing in the city appears to have been conceived without thoughtful intention. The face of every building, the end of every street and the layout of every public space is part of a balanced composition. Nothing looks to be out of place or extraneous. One could argue that having a single hand behind the design effort has compromised the opportunity for the random urban event, the unintended residual condition, the undesigned happenstance that so often defines the urban spaces we love. At the same time, what exists now is only a fraction of the city’s intended fabric, anticipated to house 40,000 residents in addition to 50,000 daily commuters.

Walking through the city, Masdar’s City Design Manager, Chris Wan, shows me the various components of each building that work towards creating a sustainable urban environment in one of the world’s least hospitable climates. Some structures are clad in terracotta panels that serve as private balconies, others in delicate metal screens, and some test air-filled reflective wall panels (used to lower the thermal mass of the exterior wall while simultaneously reflecting sunlight away from it). Chris points out that “Like all good sustainable architecture, all these features do more than one thing at the same time.”

The buildings of the existing core top out around 4 or 5 stories above street level. The absence of cars allows the main circulation to be narrower, bringing the added benefit of passive solar shading to the street surface. According to Wan, the streets get only 30-45 minutes of direct sunlight a day in the desert climate, contributing to the fact that temperatures are reportedly 10-15 degrees lower inside Masdar City than Abu Dhabi (a testament to the power that heat islands have in manipulating local climates).

Big Results from Simple Moves

Coupled with the PVs on the tops of many of the buildings themselves, an impressive 10 MW solar facility sits on the edge of the development area, producing more clean power than the city uses on a daily basis. The main axis of the city is rotated to align the grid with the prevailing wind. In the end, Wan suggests that the passive design strategies might contribute most to the city's long term success: “A lot of the savings come from good and simple architecture,” Wan insisted. Things like building orientation, solar shading and materiality go a long way for the heavy lifting without an army of gizmos and doodads.

Functionality is designed into the entirety of the plan throughout its many phases and iterations. When London-based firm Sheppard Robson proposed their design for Siemens' new Middle Eastern Headquarters they elected to lift their building a story off the ground to harness the natural breeze and circulate it through the structure with the help of the Venturi Effect. In the process they also created a shaded, public space at street level with expansive views out over the rest of the site. It all sounds good as a sound bite, but when you stand beneath the building and hold your arms out with the breeze moving over you, there is no denying it actually works. Wan was right when he proudly stated, “You don’t see the masterplan, you feel the masterplan. No drawing can substitute that.”

Despite the fact that the Siemen’s building is the first LEED Platinum building in Abu Dhabi — not a small achievement in the middle of the desert — Wan doesn’t see it as the finish line. Regarding future buildings to come, Wan exclaimed, “Let’s blow LEED Platinum out of the water.”

Still, those that come to the site looking for some technological breakthrough that can’t be found anywhere else in the world may be disappointed. But, the fact is that not only is there no silver bullet, but we don’t need one for progress, lots of progress. Masdar City embodies that reality and therein lies its greatest value. Its physical conception separates it from the countless number of theoretical (well-intentioned) urban models that wait to be constructed.

A Sustainable Standard, Slow & Steady

Masdar City is one of the most impressive and successful proactively sustainable urban spaces yet to be built. City officials hope to have the majority of the work done by the year 2030. However, within its promise for rapid growth may lie the greatest risk to its authenticity: expanding too quickly.

Some people may poke at Masdar for downshifting in response to the world’s financial crisis, but that slowed pace may very well have been a boon to the budding cityscape, allowing more time to study the effects of the city’s incremental growth. While everyone would like to see the city finished, having the project grow too fast could be the quickest route to compromising its values, turning it into more of a theme park than an authentic urban environment. The project will do more for the world of sustainability by being a better home rather than a better Epcot Center; a better place to live rather than a better place to "come and see.” If it continues to slowly and steadily grow and learn, Masdar City will one day become a model for replication — or else quickly become a mere exhibit of good intentions.

Masdar City: The eco-oasis blueprint for sustainable cities

Masdar City has hosted many ‘firsts’ for innovation since it was founded in 2006. This urban community acts as an incubator for the development of clean technologies and low-carbon buildings in Abu Dhabi and the wider region.

Welcome to Masdar City, one of the most eco-friendly cities with a state-of-the-art community in Abu Dhabi, the capital of the United Arab Emirates. This pioneer of low-carbon living and urban development was devised by renewable-energy company Masdar and funded by the Abu Dhabi government. It represents a milestone in the UAE’s long-term plan to achieve net zero by 2050 and diversify the economy beyond oil.

The city is a site for innovation and home to a rapidly growing clean-technology cluster, including Siemens, the International Renewable Energy Agency (IRENA), GE and the Advanced Technology Research Council (ATRC). More than 1,000 public and private-sector organisations are now based in the city, which covers 6 sq km and is also an economic free zone.

Masdar City today has more than 4,000 residents, but its ultimate future capacity is estimated close to 50,000. The community is powered partly by on-site renewable energy and constructed using sustainable materials. Its eco-friendly buildings are designed to reduce energy and water consumption by at least 40% 1 — although some have surpassed this figure. Three net zero energy buildings, which will produce as much energy as they consume, are currently under construction. Could this be a viable model for urban living in a low-carbon future?

Ahmed Baghoum, Masdar City’s CEO, believes this to be the case. Baghoum joined the company in 2009 as director of the Masdar City Free Zone and is now responsible for driving Masdar City’s sustainable growth strategy.

‘We're accelerating the transition to net zero by creating buildings, infrastructure and systems that reduce energy use, produce clean energy, and offset emissions,’ he says. ‘The faster we can get there, the closer we are to a full transition.’

Building for the future

Despite the arid climate, Masdar City is designed for pedestrians, oriented to channel prevailing winds and designed with narrow, shaded streets that help the city feel 5 to 10 degrees Celsius cooler than the surrounding area. Residents can take advantage of several electric transportation options, including autonomous underground vehicles and above-ground buses.

The principles of designing urban architecture with minimal environmental impact are reflected throughout Masdar City. It hosts one of the world’s largest clusters of LEED platinum buildings, which are constructed with low-carbon cement, recycled aluminium, and other sustainable materials. Windows are angled and shaded to minimise direct sunlight, and exterior walls are airtight, with high-quality insulation.

‘Now most of our buildings are, at a bare minimum, LEED gold or platinum. There’s a lot of design, a lot of engineering, really a lot of granularity in terms of how you achieve net zero energy buildings—particularly in a climate like Abu Dhabi’s,’ he says.

An existing net zero energy prototype, the 405-sq-metre Eco Villa, completed in 2017, is designed to use 72% less energy and 35% less water than a home of a similar size, 2 owing to a suite of ‘passive’ design features, including insulated concrete walls and a rainwater-harvesting system. Its 87 rooftop solar panels also produce up to 40,000 kWh of electricity per year. 3 Any energy not needed to power the Eco Villa is fed back into the local grid.

As host of COP28, the UAE has an opportunity to showcase Masdar City as a blueprint for other developers. The event will also be a chance for Masdar City to debut Abu Dhabi’s first net zero energy office building, to be followed by another two net zero energy commercial and residential buildings in 2024 and 2025.

‘We’re trying to export the model to the wider UAE, creating pilots within Abu Dhabi and beyond,’ Baghoum says. ‘The aim is to support the UAE government’s net zero targets.’

Stepping up solar power

Masdar City’s aim is to meet all its energy needs from renewable sources. While currently, some power is still drawn from the national grid, a large portion is generated by 11 MW of solar panels located on building roofs and an on-site solar photovoltaic plant. This offsets more than 15,000 tonnes of carbon emissions per year.

When Masdar opened the solar facility in 2009, it was the first grid-connected renewable-energy project in the UAE and the largest in the Middle East, 4 but, at 40 US cents per kWh, the energy it produced was among the most expensive in the world. As solar electricity became more economically viable, however, the investment paid off: today, Masdar’s solar power costs as little as 1.35 US cents per kWh, making it some of the cheapest solar energy globally. 5

Circular solutions

Masdar City is also incubating solutions for waste disposal. One of its start-ups, Circa Biotech, has developed the region’s first project to upcycle organic waste into animal feed, fertilisers and oils. 6 When the project reaches full industrial scale, Circa Biotech plans to treat 200 tonnes of food waste per day, diverting it away from landfill and reducing methane emissions.

By acting as an incubator for such projects, Masdar City can support the development and scaling of sustainable technology across the wider region.

‘Making sustainable technologies commercially viable is a challenge we need to overcome,’ Baghoum says. ‘We’re solving that through innovation, partnership, and investment, and the free zone is playing an instrumental role in that. And of course, as the ecosystem grows, it attracts more of what we need. It’s a snowball effect.’

‘We also want to share what we’ve learned with others,’ he continues. ‘It’s not a competition. Ultimately, what is important to us is sustainability. It’s a global challenge.’

Masdar City

Masdar City is a sustainable development on the outskirts of Abu Dhabi in the UAE.

It is located six kilometres away from Abu Dhabi airport.

Construction began in 2008. It is still not finished, although around 6,000 people currently live there, and many businesses have offices there.

As Masdar is in the desert it needed careful design to keep it cool and ensure that it is energy efficient. The buildings take a lot of inspiration from traditional Arab designs.

Masdar is designed mostly for pedestrians and cyclists, it also has its own transport system called the PRT, but this is limited.

The Kingdom of Saudi Arabia (KSA) is situated in an arid region and faces a chronic challenge to meet its increasing water demand. Riyadh is the capital of KSA and home to about six million people. The water demand is mostly met by groundwater resources (up to 48%), while the desalination plants cover the rest of the water supply requirements. There is a potential risk of a significant gap in water demand–supply due to the retirement of old desalination plants. This study, therefore, developed a probabilistic model to forecast desalinated water demand in Riyadh for domestic purposes up to the year 2040 based on three scenarios: low growth, the most likely (mean), and high growth scenario. The results showed that an investment of about US$6.24, 11.59, and 16.04 billion is required to meet the future domestic water demand of the city for the next 25 years based on low, mean, and high growth scenarios, respectively. Moreover, a strong commitment to public–private partnership is required to remove the fiscal budget burden related to the desalination along with public awareness campaigns to reduce per capita water consumption, upgrading the water tariff system and using renewable energy to run desalination plants.

An ambitious programme of 100 smart cities has been announced by government of India. A speedy upgrade in infrastructure and online services that too enabled by Information Technology is expected to be witnessed by the state capitals, tourists and heritage cities. Frameworks would be developed in consultation with a wide cross section of industry members and Government stakeholders and its partners. As a step towards building a digital India, the NDA government has proposed (in the latest budget) to earmark Rs. 7,060 Crores towards building of 100 smart cities across the country. These 100 smart cities are expected to provide sustainable and healthy living spaces in order to deliver greater efficient basic infrastructure services along with highly efficient environmental and economic resource use. One vital concern is the provision and usage of water. This paper argues that an integral role will be played by the energy efficient decentralised wastewater treatment facilities in coming years in smart cities. In particular, it focuses on two main points. First, there will be huge increase in use of waste water treatment for recycling and reuse of water streams so as to meet increasing water demands. Second, decentralised approach will be strongly favoured over centralised approach of waste water infrastructure due to the need of recycling and reuse at the point of usage. A case study of Pune city sewage disposal scheme is presented in this paper. Analysis of different types of energy associated with such system is done.

SMART URBAN RETROFITS FOR AN UNSMART CITY – BANGALORE ​ i​s a citizen’s initiative to make the city a SMART CITY with a mix of implementable policy initiatives and projects. I have presented it in Smart Cities India 2015 exhibition and conference on 22nd May,2015, New Delhi. ​​This work introduces the smartness characteristics expected from a metropolis like Bangalore, details the reasons for its UN SMARTNESS as on date and SMART URBAN RETROFITS - Policy initiatives and projects includes (1) Green TDR; (2) Solar Green House and Green Retrofits for existing PV Power Plant; (3) Solar Human Resource Capacity Building; (4) Neighborhood Solid waste to power plant; (5) Solar PV Modules globally competitive made @ India; (6) Smart City Investment Trust (SMIT); (7) Urban Morphology Studies for planned future; (8) Energy Smartness and (9) Smart Urban System – Virtual Health City and Smart City broadband network. The highlighted projects are high impact, high revenue and revenue positive projects. These projects CANNOT BE EXECUTED by conventional BOOT CONTRACT as they need to be bundled by the SMIT as all components are not expected to have lucrative revenue stream even though it may have positive revenue stream. Bundling is required to execute priority sector with low revenue before the lucrative one with less priority. Smart City Investment Trust is a SEBI compliant Infrastructure Investment Trust (In-IT) that will act as a NODAL AGENCY (NA), co-ordinating with different departments. SMIT will be functionally a drawing and disbursement body for grants and subsidy channelled through the Central Govt to execute the projects.

Understanding energy-water system interactions is critical to the effective management of urban infrastructure. This paper explores the potential for hydropower as a co-benefit in a novel operating regime for Sydney’s main water reservoir (Warragamba Dam). Hydropower could be generated as part of storage level management in the reservoir aimed at introducing flood retention ‘airspace’ (to mitigate downstream flood risk from extreme rainfall) whilst augmenting the use of installed desalination capacity to maintain secure supplies of water. A purpose-built systems dynamics model provides the mechanism for evaluating and comparing future operating scenarios over a 25 year period (i.e. until 2040). Importantly, the findings reveal the potential for desalination plants, integrated into a populous city’s water supply network, to satisfy a much broader planning agenda. Specifically, the study provides evidence that Sydney’s interdependent goals of deferring capital intensive flood storage works, maintaining water security, better utilising existing desalination and hydropower assets, and increasing renewable energy generation can be achieved through applying systems thinking to a complex citywide water planning problem. The work also makes a valuable contribution to the energy-water nexus literature at the under-explored city-scale

Local News | Decision on Warren Van Dyke corridor plan on hold due to presentation mix-up

Council members received a paper copy of the presentation but no one was prepared to give a live presentation similar to the one given at a public hearing held at the March 25 Planning Commission meeting.

Because the item was on the May 28 City Council agenda, a public hearing was held so that residents could voice their opinions, but the Council will not vote on the proposal until the PowerPoint presentation is shown to both residents and Council members.

The Van Dyke Corridor Plan is an addendum to the city’s 2021 Master Plan and encompasses the area between Eight Mile and Stephens roads.

“A lot of work has gone into this,” said Planning Director Ronald Wuerth. “It is a document that could change the face of the south end with the improvements suggested and the implementation strategy.”

Beckett & Raeder, Inc. — the same company that developed the city’s Master Plan — conducted a preliminary study of the area and sought input from area stakeholders including residents and business owners. With that information, a plan was developed.

A representative from Beckett & Raeder attended Tuesday’s meeting, but was not told he was to give a presentation. Wuerth said he did not have the PowerPoint presentation and Economic Development Director Tom Bommarito was not in attendance.

“It was my understanding there would be a presentation given for the public which is why this is a public hearing,” said Council Secretary Mindy Moore. “I think there was a miscommunication somewhere along the line.”

Council President Angela Rogensues suggested tabling a decision on the plan until a future meeting at which time the presentation could be shown. The slide presentation was shown during the March 25 Planning Commission meeting. Rogensues acknowledged council members had received a paper copy, but said it was necessary for residents to have access to it.

Wuerth explained where the disconnect may have occurred: “It was my understanding that Beckett & Raeder was told not to bring the presentation because you already had the paper copies in front of you; that’s what happened here.”

There will be another public hearing at the meeting when the presentation is given, which could be as soon as June 11.

“I’m very disappointed information wasn’t available for citizens to look at because this is kind of a big deal,” said resident Lori Harris, who spoke during Tuesday’s public hearing.
