Our Ph.D. program is shaped by commitments to individual mentoring and intellectual community. We invite applications from scholars who hope to pursue their most urgent analytical and ethical priorities, and who wish to sharpen those priorities through engagements with diverse methodologies, disciplines, histories, and geographies. We take it as our goal to foster the development of flexible, focused, and ambitious thinkers as they become experts in their fields. We sustain this ethos by admitting small cohorts of doctoral candidates, who pursue intensive, strongly individuated work with the support of their mentors and colleagues.

Ph.D. Application Components

  • Statement of Purpose: No more than 1,500 words.
  • Writing Sample: No more than 25 pages. No creative writing. If uploading more than one piece, please combine into one PDF file.
  • Three letters of recommendation and up to five letters permitted.
  • Unofficial college transcript(s) uploaded to the application, with official transcript required upon admittance. Upon admittance, official transcripts may be sent either via the postal service of via secure electronic delivery. In order to be considered official, transcripts and other documents must come directly from the institution attended. Some institutions provide secure electronic delivery of transcripts. What Is a PhD in English?

A PhD in English is a terminal degree, meaning it’s the highest you can get in any given subject. While concentrations and programs of study differ, three parts of an English PhD are certain:

  • qualifying exams
  • a dissertation

Coursework typically includes various literature classes to provide a strong breadth of English language and literature knowledge. The Exceptional Learning Ph.D. (ELPhD) program focuses on the characteristics, strengths, and educational needs of individuals and groups whose learning potential and opportunities for success are frequently unrealized. Exceptional Learning Ph.D. Admission Requirements A multifaceted approach is taken in the application and admissions decision process.  The applicant will be evaluated on the criteria listed below in order to determine the applicant's overall potential for success in the ELPhD program.  Please note, however, that fulfillment of the minimum requirements does not guarantee admission.

  • GPA : Consideration for admission to the program is based on the applicant's grade point average (GPA) in the last graduate degree or the last sixty hours of undergraduate work if no graduate degree has been completed. An average of 3.0 (on a 4.0 scale) or above from a recognized baccalaureate, graduate, or professional degree from a regionally accredited (e.g. SACS) college or university, or an international equivalent based on a four-year curriculum is required for admission.
  • GRE : Valid GRE scores (score date within 5 years of application) must be submitted as part of the ELPhD application.
  • Scholarly Writing :  Students must demonstrate scholarly writing skill and mastery by submitting a reference-based paper, thesis, or other written document in which information from various sources has been synthesized. The applicant must be the sole author.
  • Statement of Intent : One to two pages that address the following: intended enrollment (semester and year), intended concentration, autobiographical statement, educational and professional goals, and area of interest for future research.  Applicants to the ABA concentration must indicate the strand in which they wish to enroll: School-Aged and Adult Populations (ABAS) or Young Children & Families (YCF).
  • Three Letters of Recommendation :  Recommendation letters should be from individuals, preferably professors, who are able to comment on the student's qualifications and scholarly aptitude for doctoral study.  The letters should also address characteristics that will contribute to the student's success as a doctoral student should you be accepted in the ELPhD program.  Consideration will be made based upon the content of the letters.  Please make certain the recommenders know they must submit a letter as well as evaluate the applicant on a series of qualities (done when submitting the letter).  Applications without three letters may not receive full considerations.
  • Professional Curriculum Vitae (CV)/Resume
  • Interviews with Ph.D. Doctoral Program Faculty Applicants who pass the initial evaluation will be required to have an interview with the ELPhD program faculty and director of graduate programs.

Counseling and Supervision

The Counseling and Supervision, Ph.D. is designed to Meet CACREP Standards with an Emphasis on Rural Mental Health Issues.

Features of the Degree include:  The Ph.D. consists of a minimum of 48 credit hours of advanced coursework, a 100-hour clinical practicum, a 600-hour internship, and dissertation research. The program is offered as an annual fall admission cohort.

Counseling and Supervision Admissions Requirements

The Ph.D. in Counseling and Supervision is a terminal degree.  The department offers admission to applicants who appear to have the highest potential for success and the appropriate disposition for counseling and supervision in the Ph.D. program.

The recommended admission requirements are:

  • A 3.5 grade point average (GPA) from an accredited Master's level program in counseling or closely related program. Preference will be given to individuals who graduated from a CACREP-accredited program.
  • Official transcripts from an accredited undergraduate and graduate institution, as well as transcripts from any additional institutions of higher education attended.
  • Three acceptable letters of recommendation for graduate study from either former faculty members or other persons with adequate knowledge of the applicant's professional qualities and/or potential for success in a Ph.D. program (faculty review committee reserves the right to determine suitability of the letters).
  • While not required, an applicant may submit GRE General Test (GRE) scores for consideration to address their aptitude for graduate-level academic work.
  • An English proficiency equivalent of Level 18 in FLS (applicable to those applicants from countries in which the official language is other than English).
  • Successful interview with the faculty review committee with a focus on dis-positional congruence, personal intent, and professional aspirations.

Doctoral Program Overview

A graduate program leading to a Doctor of Philosophy (Ph.D.) in Engineering is offered by the College of Engineering with several distinct concentrations. Currently, the departments of Chemical Engineering, Civil and Environmental Engineering, Computer Science, Electrical and Computer Engineering, and Mechanical Engineering offer concentrations in their respective fields. The general requirements for a Ph.D. in Engineering are the same for all departments. The admission requirements, application procedures, admission to candidacy, degree requirements, and other such details may be found in the Graduate Catalog.

Engineering Ph.D. Admission Requirements   A graduate program leading to a Doctor of Philosophy (Ph.D.) degree in Engineering is offered by the College of Engineering. When applying for admission, a student must state on the application the major area of study for which admission is requested.  The following concentrations are available in the Engineering Ph.D.: Civil Engineering Chemical Engineering Computer Science Electrical and Computer Engineering Mechanical Engineering

The basic admission standards for the Ph.D. program are: The basic admission standards for the Ph.D. program are the same as for the MS programs , except that, additionally, an applicant is expected to have completed an MS degree in an academic area appropriate to the proposed area of study and to have earned an MS GPA of at least 3.5 on a 4.0 scale. In addition, a GRE score is not required for applicants to the PhD in Engineering with a Computer Science concentration if an applicant's undergraduate degree or Master's degree is from a U.S.-based institution.

Though the general requirement for admission to the Ph.D. program is a master's degree in an appropriate discipline, students with a bachelor's degree may be admitted to the Ph.D. program directly on exceptional basis, provided the applicant has a record of excellent academic performance in an appropriate engineering program undergraduate program. The applicant's test scores, personal recommendations, and relevant work experience must indicate a high potential for success in doctoral studies and research. In addition, factors such as appropriateness of the applicant's research objectives to the research interests of the program faculty, availability of faculty to supervise the applicant's research, and prior research accomplishments of the applicant will also influence the admission decision.

Fulfilling the minimum requirement does not guarantee admission; an applicant who does not meet the above minimum, but appears to have reasonable potential for success as a Ph.D. student, may be admitted to provisional standing. His/her status may be changed to full standing after satisfying requirements specified by the Associate Dean of Engineering for Graduate Studies and Research, in consultation with the appropriate departmental chairperson, at the time of admission.

If admitted in provisional standing at either the MS or Ph.D. level, the student must remove all deficiencies and apply for reclassification to full standing prior to the completion of 15 graduate hours.

Sometimes a master's-level student takes more graduate-level courses than are required for the degree because the student is expecting to continue on to the Ph.D. program and hopes to use the extra courses to satisfy the Ph.D. coursework requirement. When this is the case, the student can request when registering for the course(s) that the course(s) be "banked" for the Ph.D. program. If the student lacks no more than 12 semester hours on the master's degree, he/she may accumulate a maximum of nine (9) semester hours which may be applied toward the Ph.D. When this is the case, the student's advisory committee must initiate approval via memo with consensus of the departmental chairperson, dean of the college, and the Director of Graduate Studies. Banked courses then show up on the student's transcript as courses taken for the Ph.D. rather than being shown as a part of his/her M.S. program. Banking course does not guarantee admission to the Ph.D. program, or, if admitted, that the student's Ph.D. advisory committee will approve the course as part of the student's Ph.D. program of study.

Degree Requirements for the Ph.D. Degree in Engineering The Ph.D. is a research degree. The minimum requirements for a Ph.D. degree in Engineering are the same for all departments.  Each department may include additional stricter degree requirements for students pursuing specialization in that department. 

Students Admitted with a Master's Degree

  • A minimum of 18 semester credits of course work beyond the master’s degree, acceptable to the student's advisory committee. Additional six semester credits of either graduate level course work or research experience as per the policy of the student's major department. No 5000-level courses are to be used to meet the minimum requirements of course work.
  • The equivalent of 24 semester credits of doctoral research and dissertation built upon the student’s course of study and making a significant contribution to the state of knowledge or to the art of the engineering profession is required; not more than 9 credits may be earned in a particular semester.
  • Residence of four (4) semesters beyond the master’s degree, with at least two semesters in continuous residence, is required. All requirements, including the dissertation, must be completed within a period of eight consecutive years.
  • Maintenance of a minimum quality point average of 3.0 and adherence to the general regulations of the Graduate School are expected.

All students in the program must follow a plan of study and research developed in conjunction with an advisory committee, satisfactorily complete a comprehensive examination, achieve candidacy, and satisfactorily defend the dissertation.

Students Admitted Directly from the Bachelor's Degree A student admitted with a bachelor's degree on exceptional basis, must successfully complete a qualifying examination based mostly on undergraduate materials before the end of the second semester of enrollment. This examination will be aimed at determining the student's mastery of the basic concepts in the discipline and the potential for successfully conducting research at the doctoral level. Based on the student's performance on the qualifying examination, the student may be (i) permitted to continue in the Doctoral Program, or (ii) advised to transfer to a MS Degree program in an appropriate discipline in the College, or (iii) recommended for termination from the graduate program of the College.

If permitted to continue in the doctoral program, the student, as described elsewhere in the catalog, will select a research advisor, form an advisory committee, and submit a program of study satisfying the following requirements.

The program of study should have a minimum total of 72 semester credit hours of academic work, consisting of course work and dissertation work, beyond baccalaureate work, subject to the following:

  • The program of study should include a minimum of 42 semester credits of appropriate graduate level course work consisting of a maximum of 9 semester credits at the 5000-level, acceptable to the student's advisory committee.
  • It should also include an additional 6 semester credits of either graduate level course work or research experience as per the policy of the student's major department.
  • A minimum of 24 semester credit hours of doctoral research and dissertation, built upon the student's course of study and making significant contribution to the state of knowledge and the art of the engineering profession, is required; no more than nine credit hours may be earned in a particular semester.

The other requirements, such as residency, grade point average, comprehensive exam, and dissertation are the same as those for students admitted with a master's degree , as described in the catalog.

There are different levels of admission depending upon prior credentials of applicants and whether or not they hold a BSN, MSN, or a BSN and a master’s in another discipline. Additional requirements for admission to the DNP program include:

  • A bachelor's degree in nursing is required;
  • For international applicants, a bachelor's degree in nursing or equivalency (for BSN to DNP applicants), or a non-nursing master's degree or equivalency (for MSN to DNP applicants) from a nationally accredited nursing program or comparably recognized non-U.S. institution, with a cumulative grade point average of at least 3.0 on a 4-point scale;
  • Certification in the selected nursing specialty for the concentration. For example: Certified FNP for FNP concentration, Certified WHNP in the WHNP concentration, etc.; OR
  • Master’s in Nursing in a specialty different than the intended concentrations (WHNP, PNP, ACNP, PMHNP, FNP, Nursing and Healthcare Leadership) will require a longer program of study adapted to the previous Master’s specialty and nursing experience; OR
  • Non-nursing master’s with a BSN from a nationally accredited nursing program will require a longer program of study adapted to the previous Master’s specialty and nursing experience; OR
  • For the General (No Concentration) MSN-DNP, Master’s in Nursing with advanced practice registered nurse (APRN) certification (Nurse Practitioner, Clinical Nurse Specialist, Nurse Midwife, or Nurse Anesthetist) or master’s level nursing administration/ healthcare systems leadership concentration;
  • NOTE: All four MSN options for the Nursing and Healthcare Leadership concentration require at least one year of experience in a nursing administration role.
  • Nursing and Healthcare Leadership applicants must have an MSN or a BSN and a Master's in a non-nursing business or health related field (MBA, MPH, MHA, MMCH, etc.); 
  • Licensure as a Registered Nurse in the United States and eligibility for licensure in Tennessee or equivalency for international students;
  • All applicants are required to have at least two years of full-time work experience (or equivalent) in nursing as a registered nurse;
  • Three letters of recommendation are required: one from the applicant’s current (most recent) supervisor, one from a faculty member who has worked directly with the applicant during previous academic study, and one from an individual selected by the applicant;
  • All applicants will be required to complete a writing sample describing a problem the applicant has identified in clinical practice, whether as a student or a practicing RN, and what steps were taken to resolve or improve the situation; 
  • All applicants will participate in an interview;
  • All applicants must submit a cover letter expressing the applicant’s personal goals for doctoral study; and
  • All applicants must submit a current resume or vita.

Nursing and Healthcare Leadership Admissions Requirements:

Applicants seeking admission to the DNP program must fulfill all the requirements for admission to the Graduate School.

Unencumbered licensure as a Registered Nurse in the United States and eligibility for licensure in Tennessee or equivalency for lnternational students; 4.  Three letters of recommendation are required: one from the applicant's current (most recent) supervisor, one from a faculty member who has worked directly with the applicant during previous academic study, and one from aln individual selected by the applicant;

5. All applicants will participate in an interview;

6. All applicants will be required to complete a writing sample describing a problem the applicant has identified in practice that the applicant might explore In the DNP program; 7.  All applicants must submit a cover letter expressing the applicant's personal goals for doctoral study; and 8. All applicants must submit a current resume or vita.

The completed application form and fee, transcripts of all previous undergraduate and graduate work, essay, documentation of nursing licensure In the United States, MSN certification (where applicable), letters of recommendation and resume or vita must be submitted to the ETSU College of Graduate and Continuing Studies or the TTU Graduate College, depending upon the applicant's choice. International students must also forward the additionally required documentation to the appropriate school.  Factors given consideration in the admission decision include: previous grade point average (GPA), clarity of the applicant's selected problem as stated in the writing sample and during the interview, writing ability, professional work experience and achievements, professional honors and awards, Interest In rural and underserved population groups, and quality of references/recommendations. The ETSU-TTU DNP Program Admission Committee may recommend admission to a promising applicant who has not met all the admission standards on a conditional or provisional basis. The completed application form and fee, official transcripts of all previous undergraduate and graduate work, essay, documentation of nursing licensure in the United States, MSN certification(where applicable), letters of recommendation and resume or vita must be submitted to the ETSU School of Graduate Studies or the Tennessee Tech Graduate College, depending upon the applicant’s home school. International students must also forward the additionally required documentation to the appropriate home school.

Job Summary

Reporting to the Dean of Humanities, the Instructor of English is responsible for teaching a full range of college-level English classes, including teaching at off-campus sites, high schools (dual enrollment/Middle College), or online as assigned. The instructor will teach and develop traditional, online, and hybrid courses, as needed; be responsible for ordering equipment; help recruit and advise for the department; and perform all duties associated with community college faculty.

• Technology Skills: MS Office Suite; videoconferencing software; digital records management systems; general operating systems and data information systems • Ability to work with students who represent a wide range of academic ability. Each year, the university enrolls approximately 1,700 international students. We are proud to offer extensive support and services to our international population. International applicants should plan to apply early so they have ample time to obtain their immigration documents and make living arrangements in the U.S. Any F-1/J-1 students planning to obtain their I-20/DS-2019 should contact the Center for Global Engagement at [email protected] . International Admissions Requirements

In addition to meeting graduate university admissions requirements, international applicants must also meet the following University requirements to be considered for admission. 

English Language Proficiency Requirement

Official English Language Proficiency results are required of all international applicants whose native language is not English. The following are the minimum scores required for admission to the University, although some departments require higher scores at the graduate level: 

Internet based TOEFL ( IBTOEFL ): 80 

Paper based TOEFL ( TOEFL ): 550 

International English Language Testing System ( Academic IELTS ): 6.5 

Pearson Test of English ( PTE ): 55 

Duolingo : 120 (Summer 2022 and Forward)

Cambridge C1 Advanced Level : 180  (Fall 2022 and Forward)

Michigan Language Assessment : 55  (Fall 2022 and Forward)

Although official scores are required, most departments will begin to review your application with self-reported scores, while they are waiting for the official scores to arrive. You can self-report your scores on your Online Status Page, after you submit your application. 

The English Language Proficiency requirement can be waived, at the University-level, for applicants who have earned a minimum of a BA or higher in the US or in an English-Speaking Country. Please note, your department may still require proof of English-Language proficiency. *A variety of countries are exempt from the English language proficiency requirement.

Transcript and Credential Evaluation Requirements

All transcripts/academic records that are not in English must be accompanied by certified English translations. 

To be considered "certified," documents should be true copies that are signed and dated by an educational official familiar with academic records. Any translated record should be literal and not an interpretive translation. Documents signed by a notary or other public official with no educational affiliation will not be accepted. 

If the transcript/academic record does not indicate the degree earned and date the degree was awarded, separate proof of degree is required. 

International applicants or degrees earned from international institutions must submit their official transcripts through the SpanTran pathway portal, or from another NACES approved evaluator. SpanTran has created a custom application for Florida State University that will make sure you select the right kind of evaluation at a discounted rate. Florida State University recommends SpanTran as our preferred credential evaluation because it offers an easy way to streamline the application process.

International Transfer Credit

International transfer credit is awarded for coursework completed at an accredited (recognized) institution of higher learning. No credit is awarded for technical, vocational, or below-college-level coursework, or courses completed with grades below "D-." An official course-by-course evaluation is required for all academic records from non-U.S. institutions. We recommend the evaluation be done by a member of the  National Association of Credential Evaluation Services .

Florida State University is required by U.S. federal regulations to verify the financial resources of each applicant prior to issuing the Form I-20. If granted admission to the University, an email with instructions on how to complete the I-20 will be sent from the Center for Global Engagement (CGE). You will provide information verifying your financial support (bank statements, award letters, scholarships, etc.) through the I-20 application. FSU requires proof of financial support for the first year of study and demonstrated availability of funds for the length of your academic program

I-20 Application

Shortly after admission, students will receive an email with instructions for completing the online I-20 application to demonstrate proof of adequate funding. Florida State University is required by U.S. federal regulations to verify the financial resources of each applicant prior to issuing the Form I-20. Applicants must show proof of financial support for the first year of study and confirm availability of funds for the length of the academic program.

US Federal Grants and Loans are not Awarded to International Students

Graduate students may apply to their respective departments for assistantships or fellowships, although funds are very limited. For further information, please contact your academic department directly. 

SPEAK (Speaking Proficiency English Assessment Kit) is a test for evaluating the English speaking ability of non-native speakers of English. At FSU, the SPEAK test is administered by the Center for Intensive English Studies to international students who have been appointed or will be appointed as teaching assistants in an academic department at Florida State University.

May the TOEFL be waived?

The TOEFL may only be waived as a test requirement if the student has received a bachelor's or master's degree from a U.S. institution.

Can you review my documents prior to applying?

Students must submit the application, application fee, and any required departmental materials for application materials to be reviewed.

Can the application fee be waived?

Unfortunately, the Office of Admissions is unable to waive the application fee payment for graduate applicants.  In order to complete your application for review, you must submit the application fee payment by logging in to your Application Status Check ,  along with any other documents required by the department. 

When will I receive a decision?

Applications are reviewed holistically by each graduate department. Please contact your department for information about decision timelines. Please note that the application must first be completed before it can be reviewed. Contact your department for more information.

Can the GRE be waived?

FSU is currently waiving the GRE requirement for most master’s and specialist programs through Fall 2026*. For more information on whether the requirement can be waived, please contact your graduate department.

What if I don’t meet the English Language Proficiency score requirements?

​​​​​​ The FSU Center of Intensive English Studies (CIES) offers comprehensive courses to help students improve their English skills. Students who complete the top-level of the CIES program will not have to take an English Language Proficiency test.

University housing costs are not included in the tuition and fees at Florida State University. Marie Feagins, a longtime student advocate, faces new tests as Memphis superintendent

To dig in to her new job as superintendent of Memphis-Shelby County Schools, Marie Feagins took her seat at a desk.

Not her own desk at district headquarters, but a student desk in a classroom. She sat amid Northaven Elementary School students learning how to put together and define compound words like “horsefly” and “blackbird,” and later with Grandview Heights Middle School seventh graders solving math word problems about super-cold temperatures.

“I really want to see — and feel, more importantly — what the experience is like for you all,” she told a group of Grandview Heights students in April.

It wasn’t all just for the cameras. Feagins, 42 years old, came to Memphis having established a long record as an advocate for students, starting with an internship in Alabama serving youth entering the workforce and more recently as a top academic official in Detroit’s public school district working to boost high-school graduation rates.

She’s putting that record to the test in a district that needs to boost stagnating academic outcomes for students and restore the trust that has been eroded by scandals and school board discord.

Feagins has officially been superintendent for only about two months, but has been gearing up for this role for a long time. She published a doctoral dissertation in 2020 that examined challenges for Black women in getting hired and succeeding as superintendents. She secured her Tennessee teaching license before returning for the second round of interviews for the MSCS job, and arrived in Memphis within weeks after her selection, even before she had a final contract.

She began her official term with a nine-day school and community tour, seeking to build relationships and trust as the first outsider to run the merged district since it was formed a decade ago. She has chronicled her experiences in social media posts and comments, even responding to others’ posts about her.

She has called upon a team of current and former superintendents to guide her through the transition, and assembled a much larger group of local stakeholders to help develop a long-awaited strategic plan for the district. And she has a team of about 100 students advocating for their 100,000 classmates across the district.

Between her school visits, community meetings, and the early teambuilding, Memphians are beginning to learn more about how the new leader will exercise her power over Tennessee’s largest school district, how she will build bridges in a community where she has never worked before, and how she will turn research and vision into action and change.

Michelle McKissack, the school board member who nominated Feagins for the job, took early note of the new superintendent’s intensity.

“I felt that she captured having vision for this district, and for our children, and bringing people together. I think what she has already done in just a few weeks’ time, before she even started officially, that is exactly what I was looking for,” McKissack told Chalkbeat in early April.

Feagins is already being tested. She started three months earlier than the board initially planned. So her first month coincided with a last-minute announcement of a school closure and a contentious Tennessee legislative session that heaped new measures on Memphis. She’s shaking up top leadership with open applications for new job titles and is the face of hundreds of expected position cuts and realignments needed to reduce spending by $150 million.

Though Feagins has had some wins, such as increased teacher pay, building her own leadership team could be a chance to quell early concerns from some school board members that her leadership style was based more on theory than evidence. Her district administration experience is limited to a recent three years in Detroit, where she held four different roles.

Supporters from throughout her career said Feagins’ strengths are her communication and people skills. She celebrated her most recent birthday — her fifth day as superintendent — by organizing a Habitat for Humanity build with teams of student athletes.

Feagins, who declined to speak with Chalkbeat for this story, has been open about wanting to be a superintendent. She applied for the Memphis role during the first search in 2023, and has pursued the top job before elsewhere. A previous job application impressed Michael Hinojosa, a former superintendent of nearly 30 years in Texas and Georgia who was part of the search team.

Feagins didn’t get an interview, but Hinojosa thought, “This lady is going places.” He kept her number, and is now leading a team of current and former superintendents, including Carol Johnson Dean, the former superintendent of Memphis City Schools — who are helping Feagins strategize her first moves.

For all her determination, Feagins didn’t always picture herself as a superintendent, she told an inquisitive Grandview Heights student during that April visit.

“I didn’t even know I could be a superintendent,” she said.

“Every superintendent I’ve ever had or seen has been a man, and a man that didn’t look like me,” she added. But she knew she wanted to be a leader, she told the students, and run a large organization. As superintendent, she said, she’ll mix the art of leadership with the art of teaching.

Feagins stood out as an advocate for students

Feagins, who graduated from the University of Alabama, began her career in the South, and has focused on education and related roles, except for brief stints in business and local journalism. The curated biography she shared notes that she once won a guest co-anchor position with Katie Couric, and has appeared in films including “Selma.”

One of her first jobs was with the youth services division of Birmingham, Alabama, working under another young leader, Cedric Sparks, who is now chief of staff for Mayor Randall Woodfin. She began as an intern, Sparks said, helping with programming for students entering the workforce. Creative and attentive, Feagins took direction well but also developed and implemented her own ideas advocating for students.

“You couldn’t put her in a box,” recalled Sparks, who has since received regular career updates from Feagins.

Sparks credits his own rise to someone seeing and nurturing his potential. Of Feagins, he said, “I would hope that they would give her the same grace.”

As her career advanced, Feagins kept up with her colleagues and mentors, and cited testimonials from dozens of them on a website she listed on her resume. Sparks was among them, as was Clarence Sutton, Jr., the longtime principal at Central High School in Tuscaloosa, which has struggled with academic performance and integration.

Sutton, now superintendent of Huntsville City Schools, remembers Feagins’ brief stint as a counselor for the way she could connect with each student, and expose them to new opportunities.

Feagins arrived in the Midwest in 2017 as an assistant principal at Cleveland’s John F. Kennedy PACT High School. The school’s students were predominantly Black and came from poor families, as with many Memphis schools, and its academic performance was among the lowest in Ohio, according to state data.

Aaron Talton, who was a student at JFK PACT at the time, recalls Feagins creating a stir at first with her Southern accent, bright clothing and smile, and establishing herself as an advocate for students.

Importantly, he said, she tried to fill in their gaps.

“She came and she dominated the place,” Talton said, describing a leader who “stood out in ways that were controversial” because people weren’t used to the type of accountability in leadership she displayed.

When students were banned from convening after school at the library in the shopping center around the corner, Feagins expanded tutoring hours after school, Talton said. She helped provide him a dress shirt and slacks, making him more comfortable in professional spaces.

Talton became a first-generation college student and graduated from Ohio’s Central State University.

During her February interview for the Memphis job, Feagins told board members about her efforts to increase parent engagement at JFK PACT High, by creating programs that translated education jargon to terms that families could better understand. Part of that was communicating data about the school’s failing letter grade.

Feagins took over as principal in 2019-20, the year interrupted by the start of the pandemic. Clarke Perkins, who was new to teaching and Cleveland then, remembers Feagins having to step into the principal role at the year-round school without much notice.

Feagins offered guidance, Perkins said, but didn’t lower expectations. She was the kind of leader who wanted to make change, despite systemic barriers facing the school. Together, they stayed late to wrap packages with sweatshirts for students. They organized Black History Month programming and a mock election.

“I’m telling you, she’s like superwoman,” said Perkins, who is now an attorney.

Feagins capped off her first year as principal with a drive-thru graduation. She was the last principal of the school before it closed and merged into a new building a mile away.

In Detroit, Feagins pushed for more students to graduate

By the next summer, she was in the Detroit public school district, where she spent nearly three years. Half of that time was in a role overseeing high schools and leadership, and the other half was split between three different roles, including as a special assistant to the superintendent.

During interviews with the Memphis school board, Feagins touted her work in Detroit to improve outcomes for high schoolers after the pandemic, especially graduation rates. Detroit’s efforts during that period included close monitoring of student progress and increased attention to credit recovery, where students who are not on track to graduate shift to make-up options for coursework.

The graduation rate, a four-year metric, began to bounce back and came to 74% for the 2022-23 school year . That was about a percentage point away from the pre-pandemic rate, and the first couple years of improvements that the district’s graduation rate had seen in years.

In a recommendation letter written in May 2022, Detroit Superintendent Nikolai Vitti praised Feagins for the “improved cohesion” she brought to those reforms.

Feagins began by sharing data with the principals, closely auditing student transcripts, and getting to know the specific stories about why schools were behind, so she could assign additional staff, she told Memphis board members. By tracking the data daily, Feagins said, she and school staff were able to make quick improvements to the number of students who were on track to graduate.

The most successful strategy, she told board members in February, was “operation graduation,” which included a final push to the finish line: Schools competed with one another to decrease the number of make-up courses students needed to be on track for graduation. They were celebrated with public recognition and a trophy, Feagins said. The winning school hosted a basketball game between teachers and staff, whose evaluations also included these high school success metrics.

“I did whatever we needed to do to make the work fun, because that’s not fun work,” Feagins told board members in February. “I also didn’t want kids to feel like because they were so far behind that it was impossible.”

The dropout rate declined in 2021-22, but increased to a recent high of 16% for the 2022-23 school year, Michigan data show .

Although the data on four-year graduation rates was promising, Chalkbeat Detroit reported in March 2023 that it came with costs. Credit recovery courses helped students get back on track to graduate. But because many were online, they could be disruptive to high school learning experiences. Students who transferred to other schools to focus on recovery courses missed out on clubs and other programs at their former schools.

Feagins appears poised to bring some of the Detroit strategies to Memphis, in hopes of boosting the district’s graduation rate from near 82% . She’s proposed $1.5 million in resources toward increasing the frequency of transcript audits, and adding staff who can focus on freshman and sophomore students at the district’s lowest performing high schools, and counselors who can help keep students on track.

“All of those (career) experiences have afforded me a pretty wide lens,” Feagins told reporters in May, “so that nothing really surprises me other than we’re not a little farther along than we are. And we’re not where I believe we should be.”

Feagins’ early steps aim to rebuild trust in MSCS

Feagins, though new to Memphis, knows about the importance of establishing trust — both among school board members and the community. She wrote about that in that doctoral dissertation, noting that lack of trust can prompt superintendent departures.

Already, Feagins has acknowledged that 10% of teacher positions are vacant, sharing a figure that the district historically has been reluctant to publicize. Transparency with the school board, Feagins found in her research, is one way to improve trust.

“People generally don’t care what’s on your resume, really,” said Johnson Dean, the former Memphis superintendent. “They care about how you interact with people and how responsive you are to their needs.”

The ability to reestablish trust in the school system was a consistent theme during Memphis’ tortuous search for a superintendent to replace Joris Ray, who resigned in 2022 amid an investigation and scandal.

Feagins, for her part, has sought to meet the challenge by keeping a full schedule of school tours and community meetings, and by surrounding herself with advisers who understand the city and the job.

And the community has responded to her openness.

“A change is gonna come,” a chorus of Melrose High School students sang to Feagins on the morning of April 1, her first day on the job.

The Orange Mound high school welcomed her with balloons and performances by the band and the cheer team, and other communities showed similar enthusiasm. Parking lots overflowed as school leaders and families showed up to see top students celebrated and hear from Feagins, who entered to a Tye Tribbett track proclaiming “new, new, new everything.”

“We wanted her to feel comfortable, like she’s at home, like she’s walking into her own school,” Melrose junior Rhyan Brown told Chalkbeat. His peers hope Feagins can keep alumni involved in the school, and find ways to more meaningfully address student behavior and bring more teachers to the school, rather than virtual teacher alternatives .

It’s early yet, but Feagins’ tenure so far has offered refreshing harmony among the superintendent, board, and community, said Venita Doggett, director of advocacy for the Memphis Education Fund. Doggett had closely scrutinized the superintendent search with requests for more transparency and authentic community engagement. Now she’s looking toward the team Feagins assembles to help her execute in the role.

Ultimately, Doggett said, how she assembles her cabinet and advisory teams “will tell us what her leadership looks like,” Doggett said. “Right now, she feels very inclusive.”

The Master of Arts (M.A.) in English is offered through the College of Liberal Studies at MTSU. Its curriculum allows students to explore standard areas of Literary and Cultural Studies, as well as topics related to Writing Studies and Film Studies. The courses are designed as seminars and graduate students may expect highly individualized mentoring from the graduate faculty.

Graduate study in English engages in the deep and intense study of literature and writing, language, and theory, undertaken for the special growth in knowledge and understanding of the world of human expressions and experiences that such studies bring. It also provides preparation and training for careers within and outside of the academy. Students who attain degrees in this program enrich each other through their diversity of experiences and perspectives and take the cultural and intellectual wealth of their interactions and knowledge into their communities with them as they integrate their lives beyond the seminar room.

Pursue the Master of Arts (M.A.) degree in English at MTSU with a nationally and internationally recognized faculty teaching diverse courses in literature, writing, film, and various expressions of language and culture. Students are encouraged to think and create freely within a structure that provides support from peers, guidance from faculty, resources for research, challenging goals, and rigorous standards. The relatively small size of graduate seminars allows for encouraging individualized attention. The program offers both thesis and non-thesis options. Assistantships are available, as well as awards and fellowships.

When Holocaust survivor Nessy Marks passed away in 2011, her son donated to the English Department one of her most valued possessions, a collection of thank-you letters written to her by the children from the many schools and places of worship she visited during her lifetime. In Spring 2019, Dr. Kate Pantelides' graduate students began cataloging and analyzing this archive. Is Summer 2019, Ms. Lauren Blade began the process of digitizing the archive, and Ms. Elizabeth McGee plans to seek grant funds to continue this work. Ms. McGee, Ms. Abbie Moody, and Dr. Pantelides recently submitted an article based on this work to Peitho: Journal of the Coalition of Feminist Scholars in the History of Rhetoric and Composition. The manuscript describes their efforts to recover, preserve, and analyze the letters in this archive. They highlight two trends in these letters: that of writers to affiliate with Ms. Marks through a sense of patriotism and duty, or through ancestry as a way to connecting to guilt and pain.

Admission process for graduate program in english:.

You may  apply on-line  or by filling out and sending in an application (found in the back of the graduate catalog). A $35 application fee is due at the time of application. In order to complete your application, you will need to see that the following materials are sent to the College of Graduate Studies, Sam H. Ingram Building, MTSU Box 42, Murfreesboro,TN 37132:

  • All undergraduate and graduate transcripts
  • Three letters of recommendation (These can be emailed to  [email protected] )
  • GRE scores (We look primarily at the Verbal and Analytical portions of the General exam; the English subject test, though not required, is recommended.)
  • A short statement of purpose (500 words or so) in which you present your reasons for wishing to pursue graduate studies in English (your professional plans, areas of interest, etc.) as well as any relevant experience that prepares you for graduate studies.

Assistantships

If you would like to be considered for a graduate assistantship, in addition to the material required for the general application, you will need to fill out an application for an  assistantship  and send it to the Director of Graduate Studies in the English Department (P.O. Box 70, Department of English, Middle Tennessee State University, Murfreesboro, TN 37132) along with a short statement of purpose (500 words or so) in which you present your reasons for wishing to pursue graduate studies in English (your professional plans, areas of interest, etc.) as well as any relevant experience that prepares you for graduate studies.

M.A.-level graduate assistants: Until students have completed 18 hours of course work, they are generally assigned as tutors in the Writing Center for 20 hours a week. Some students may be given 20-hour assignments to work as a classroom assistant for particular professors. Once students have completed 18 hours of course work, they may serve as teaching assistants, under the guidance of our supervisor of teaching assistants. During their first year teaching, they are required to enroll in Seminar in Teaching Composition (ENGL 6560/7650).

Our M.A. assistants receive a stipend of $6500 distributed over a nine-month period with a waiver of tuition fees and out-of-state fees if the GA is a non-resident.

Ph.D.-level graduate assistants: Doctoral level assistants are generally given teaching assignments (two courses a semester), if they have some previous tutoring or teaching experience. If they have not already taken appropriate pedagogy courses, they will be expected to take our two pedagogy seminars the first year. Doctoral-level stipends are presently $14,000 for a twelve-month contract, with a waiver of tuition and fees.

Do you need to take the SPEC (Spoken Proficiency of English for the Classroom)?

All students for whom English is not a first language (as self-reported on their admissions application) and who have first-time appointments as graduate teaching assistants (TAs) are required to go through a testing process to assess their effectiveness in speaking English before they are assigned assistantship responsibilities. Beginning in Fall 2024, there will be a new test to assess communication in English in a classroom context called SPEC (Spoken Proficiency of English in the Classroom).  This is replacing ESPA and ELPT.  Details will be coming soon.

Any graduate student who is included in the following categories needs to have their oral English proficiency tested by the TAPE Program:

  • Students whose first language is not English (i.e., learned another language first) as self-reported on their admissions application, and
  • Have been appointed as a Teaching Assistant

Exemptions (may change):

  • Students with an official valid (within the last two years) iBT Listening score of 25 and an iBT Speaking score of 26.
  • Undergraduate degrees and/or     
  • Continuous attendance of English-language schools since the age of 12 (or younger)
  • Students who served as teaching assistants at other institutions of higher learning in which the language of instruction is English, if they were listed as the instructor of record for a course or led a discussion section in English for at least one year, with a year defined as either two academic semesters or three academic quarters.
  • Requests for exceptions regarding the SPEC  can be submitted for evaluation to a committee consisting of the Director of ESL Programs, the Associate Dean for Administrative Affairs in the Graduate College, and a representative from University Human Resources.

Requests for exemption and exceptions must come from the department by the deadline, not the student.   Deadlines to register students for the SPEC are:

  • March 1  

NOT Exemptions:

  • Students who come from a country where English is one of the official languages.
  • Students who are U.S. permanent residents or U.S. citizens whose first language is not English.

All graduate students will have a mailbox in our main office.  The faculty do as well.  Please check your mailbox at least once a week!

Office Desk Assignment

Nearly all supported students will have a desk in one of our offices.  The assignment priority (in this order) includes Ph.D. and Fellowship candidates, research assistants, half-time teaching assistants, quarter-time teaching assistants and lastly graders.  Having a desk is a privilege and should be used only for university business.  Office assignments will be given to students on, August 23.  Keys are checked out ONLY after that time.  Please remember to keep the rooms clean and take out all trash to the large bins in the main hallways.

Set-up your University of Iowa Email

All University of Iowa students are required to activate their assigned uiowa.edu email address, as all official communication from university offices are now sent via email, rather than hard copy. This address usually follows the pattern [email protected]   (However, often a number is also attached.) 

To activate the account:

  • Log on to  MyUI
  • Click on My UIowa / My Email / Request Email Account
  • Complete the specified steps.

Students who prefer to maintain only their work or home email addresses can do so by routing the uiowa.edu email to a work or home account. To do so, follow these steps:

  • Click on My UIowa / My Email / Update Email Routing Address

Important Notes:

  • If your uiowa.edu email address is routed to a different account, you will  not  need to change your address in ICON, as your messages will already forward to your routed address.
  • Log on to MYUI.
  • Click on My UIowa / My Email / Email Account Filter bulk mail.
  • Make sure that none of the categories are checked.

Required Graduate Assistants Teaching Courses:

  • ONLINE CLASS Requirement: Sexual Harassment Prevention Edu.  Use your HawkID and password to log into Employee Self Service. Click the Personal tab, next (under Learning and Development) click on Sexual Harassment Prevention Edu., follow instructions.
  • ONLINE CLASS Requirement:  Federal Educational Rights and Privacy Act (FERPA), Use your HawkID and password to log into Employee Self Service. Click the Personal tab, next (under Learning and Development) next click on Available Online Icon Courses, next FERPA Training, then click on View Details twice and the last click will be to Enroll in this ICON Course Session.
  • A six-hour orientation program will be required of all students who are certified at level A or B and are teaching for the first time.  This orientation helps new teaching assistants understand the culture of the U.S. classroom and treats topics such as student expectations, teacher-student relationships, and understanding and answering student questions. Discussion focuses on suggestions for maximizing comprehensibility in spoken English. This course meets twice for 3 hours early in the semester. Both meetings are held in the evening.
