dc.description.abstractIn the past twenty years there has been a new wave of global interest in project finance as a tool for financing capital-intensive projects all around the world. The crucial elements in structuring a project finance transaction are: the risk allocation process, the determination of the best type of ownership structure, and the development of a complete and integrated set of financial and contractual arrangements. This thesis examines the ownership and financing structures in International Project Finance. Selection of the form of business organization for a project is an important step in project development and depends on a variety of business, legal, accounting, tax and regulatory factors. This thesis presents four forms of ownership structure most frequently used for developing a project and highlights the reasons of selecting one of them. The variety of sources of funds, with a trend towards the increasing development of sophisticated capital market instruments, provides project sponsors with flexibility to select the appropriate structure to finance a project. This thesis presents the three types of capital used in project financing and details the alternatives for financing a project from its development phase to its operating phase showing that the project financing is a dynamic process. After having developed a basic framework for structuring an international project finance transaction, this thesis ends by exposing projects financed on a project-financing basis. These projects are characterized by some specific features, such as refinancing prior to project completion or use of capital market financing.en_US

The importance of the front-end decision-making phase in projects is increasingly being recognized. Project front-end phase management is believed to be the genesis of any given project as it plays a crucial role in determining the success or otherwise of the entire project. In spite of this, only few studies focus on this area; many themes in project front-end phase are discussed extensively. The dissertation has two aims: the first aim is to integrate the current studies in project front-end phase, link and organize the different themes altogether in a systematically approach and present the output as a whole in the form of business case. Business case, which is a process that orderly covers most themes in project front-end study, is integrated and presented to guide the project sponsors for their decision making process on whether to finance a project or not. The second aim is to look at the next immediate step after business case which is project financing. Project financing is a special financing method which is seen as a well-establish tool that helps project sponsors initiate a project and deliberate on ways to fund the project. I am going to dive into these two areas, identify the challenges and provide suggestions to solve them. I use literature review as the method to study the business case. Extensive suggestions are given based on previous studies and theoretical works in different disciplines where existing literature and case studies are used in discussing project financing. The solution to the problems in business case is to establish a dynamic business case development process to response to the ever changing environment. This process could therefore, reflect the changes and uncertainties in the project financing. A general conclusion is that project financing is more suitable to projects with low future uncertainty. When deciding to use project financing, the project sponsors must be very discrete about the nature of the project and its potential profitability. Keywords: project front-end phase, business case development, project financing, viability, 1.0 INTRODUCTION In project front-end phase, business case development and project financing are seen as the two important tasks to be fulfilled before the project implementation. Business case captures the reasoning for initiating a project and provides the rationale for the project's approval. A compelling business case adequately captures both the quantifiable and unquantifiable characteristics of a proposed project, convincing the project sponsors to invest. Thus, business case can be seen as the cornerstone of project financing specifically, business case is the basis on which a project implementation is established. A number of research reports conclude that unsatisfactory project results are often caused by insufficient or inadequate use of resources in the front-end phase, hence the need for studying project front-end phase. However, little has been done to develop know-how and methodology for front-end management (Berg1999, Kharbanda and Pinto 1996, Morris and Hough 1991, Torp 2001). Knut Samset in his book Project Evaluation: What is closely connected to business case is project financing. In situations where project sponsors lack the requisite funds for the project, they may adopt "project financing" as a means to finance the project. "Project financing" serves as a tool to finance the project. Hence "project financing" is usually adopted by private companies when they lack the requisite funds at the outset of a given project. The key elements that constitute project financing must be considered when business case is developed. Different project financing models have different project financing costs and risks on a project, thus indirectly impacting project final outcome. Considering the significance of both business case in project front-end phase and project financing, I would like to implement a deep study by focusing on the main activities: business case development and project financing. 1.1 Background of Study A project can be used to resolve problems or discover opportunities for corporations. A promising project brings anticipation and benefits to organisations, however projects also have risks; a risky project could lead to losses or even bankruptcy. More and more companies are becoming aware of the importance of project front-end phase. Business case and project financing study provide decision-makers with information on project feasibilities and fundamentals. It is necessary to study project front-end phase as part of project whole life cycle management, as it gives preliminary evidence to project stakeholders about project feasibility for decision making. However, few project management literature covers this area, probably because project front-end phase is more concerned by the project sponsors rather than project managers. To better understand the rationale for project start-up, I am going to dig into project front-end phase as well as project financing in the dissertation. 1.2 Problem Statement Projects mean differently to different project sponsors. For public projects the project sponsors are more concerned about project strategy, project impacts and project sustainability than economic value whilst for private projects, the sponsors are concerned with the projects' economic value more than their social impacts and sustainability. Funding projects through Project Finance arrangements in contemporary Economic and Corporate and economic governance has become the catalyst for developing capital intensive projects in most Organizations and Nations. Unlike corporate finance, project finance is a non-recourse debt that is financed through cash generated from the project. This paper examined the increasing reliance on project finance in recent times by assessing its merits over traditional corporate financing and described the operation of a typical Project Finance Scheme. Using a Descriptive Analysis, the theoretical underpinnings of this subject matter were assessed. Historical data on project costs using project financing were evaluated. The study revealed that the successful completion of most capital intensive projects were initiated and completed through project finance schemes. However, the ultimate key to projects finance is the accurate estimation and evaluation of project viability.

The most prominent factor to achieve prosperity in mega-projects is payment method, which allows for an adequate cash reserve to inject into the project in case. Methods of payment are related to progress measurement (PMS) and forecasted cash flow, which are both determined in a preliminary project stage. This case attempts to indicate deficiency of the milestone (0/100) method, which caused negative cash flow in the procurement phase, whereas only this method is reliable for the employer to accept the contractor invoice. Nuclear waste, atomic testing on tap for Nevada in Project 2025 manifesto

A victory by Donald Trump in November could revive America’s long-shuttered nuclear weapons testing program in Southern Nevada, as well as the stalled effort to bury the nation’s radioactive waste at Yucca Mountain, 90 miles northwest of Las Vegas.

“This is a new ballgame,” former U.S. Sen. Richard Bryan , chairman of Nevada’s Commission on Nuclear Projects, said during the panel’s meeting Thursday on Project 2025, the policy playbook for the next Republican administration. The 900-page document , widely criticized as an autocratic blueprint, is the work of the Heritage Foundation and a cadre of former Trump administration officials. “We’re not quite sure what might happen if Donald Trump is elected.”

Bryan, a stalwart opponent of burying nuclear waste in Nevada during his time as governor and in the Senate, told the commission that in the past, Trump has come down on both sides of Yucca Mountain.

“He’s been against it before he was for it. So we really just don’t know,” he said. “I think it’s a very critical time for us.”

Congress designated Yucca Mountain as the nation’s nuclear waste dumping ground in 2002, during Pres. George W. Bush’s first term. In 2009, thanks in large part to the political clout of former U.S. Sen. Harry Reid, Pres. Barack Obama’s administration discontinued the licensing process and put a lid on funding for the proposed nuclear repository.

Trump, while president, tried unsuccessfully to revive funding for Yucca. But in 2020, while seeking a second term, Trump told Nevadans in a tweet “I hear you on Yucca Mountain” and said his administration was committed to “exploring innovative solutions.” He did not commit to abandoning the effort.

Nevada is one of a handful of battleground states in the presidential election between Trump and Pres. Joe Biden, who has made no effort during his term to resurrect Yucca Mountain.

Trump has attempted to distance himself from Project 2025, simultaneously claiming he knows “nothing” about the document, and that some of its proposals are “abysmal.”

Advisers to Project 2025 include Trump’s former chief of staff Mark Meadows and adviser Stephen Miller, while 140 of Trump’s former employees are among the document’s authors, according to a CNN analysis .

A spokeswoman for Gov. Joe Lombardo, who endorsed Trump, said the governor does not support Project 2025’s advocacy for a nuclear waste site and atomic testing in the state.

Nevadans have long been opposed to the effort, according to polls. Republican candidate for U.S. Senate Sam Brown briefly embraced a waste site at Yucca Mountain, but quickly reconsidered.

The state is currently a party in five lawsuits involving aspects of Yucca Mountain, including water rights and the transportation of radioactive waste.

‘The white whale’

Radioactive waste from the nation’s nuclear energy plants is currently stored at a variety of sites.

“Providing a plan for the proper disposal of civilian nuclear waste is essential to the promotion of nuclear power in the United States,” says Project 2025.

The document calls for a number of “needed reforms,” including a review of the Department of Energy’s (DOE) permit application for Yucca and the licensing process.

“According to both the scientific community and global experience, deep geologic storage is critical to any plan for the proper disposal of more than 75 years of defense waste and 80,000 tons of commercial spent nuclear fuel,” says Project 2025. “Yucca Mountain remains a viable option for waste management, and DOE should recommit to working with the Nuclear Regulatory Commission as it reviews DOE’s permit application for a repository.”

The review would “not mean that Yucca Mountain will be completed and operational; it merely presents all the information for the State of Nevada, Congress, the nuclear industry, and the Administration to use as the basis for informed decisions.”

The document notes the DOE, under Biden, “announced $16 million to support local communities in consent-based siting,” calling it a means of delaying “any politically painful decisions about siting a permanent” dump. “The next Administration should use the consent-based-siting process to identify and build temporary or permanent sites…”

Project 2025 says the government is holding $46 billion in utility and ratepayer funds designated for a permanent disposal site, adding “DOE’s violation of its contractual obligation to take the waste has resulted in the payment of approximately $10.1 billion in settlements and judgments to contract holders.”

The document calls for reconstituting the Office of Civilian Radioactive Waste Management “to allow additional industry responsibility for managing waste, market pricing and competition for waste services, and the opportunity for Nevadans to have more partnership involvement with any nuclear facility at Yucca Mountain.”

“We have to worry about it, and we have to take it seriously,” Fred Dilger, executive director of the state’s Office for Nuclear Projects told commission members Thursday. “But it’s not something that is imminent. I’m not going to panic because of the technical obstacles that are going to be in the way.”

Dilger noted the state is aware of the “remaining few pro-Yucca” interests, including the industry-allied Nuclear Energy Institute, which he says still trots out its 25 year-old presentation on the project.

Dilger said even the Department of Energy, which once spearheaded Yucca Mountain, has become weary of NEI efforts to pursue the site.

“It just cannot happen anymore,” he said. ”So please, let the white whale go.”

Rebound for proving ground?

Project 2025 seeks to “restore the nuclear infrastructure” and to “restore readiness to test nuclear weapons at the Nevada National Security Site (NNSS), formerly the Nevada Test Site, to ensure the ability of the U.S. to respond quickly to asymmetric technology surprises.”

“I find it almost thematic in tone,” state Commission on Nuclear Projects vice-chairperson Michon Mackedon said of Project 2025. “It is very pro-nuclear. It talks about advancing nuclear warheads. It’s kind of specific on what I will call war features for the nuclear scenario.”

The last of 828 underground nuclear weapon tests took place at the Nevada Test Site in 1992 – 30 years after the last of nearly 100 atmospheric tests conducted at the site between 1951 and 1962.

“When these tests were conducted, they were necessary to provide confidence in the performance, safety, and reliability of America’s nuclear weapons stockpile,” National Nuclear Security Administrator Jill Hruby said in February at the Atomic Museum in Las Vegas. “As a result, we currently have no plans to conduct nuclear explosives tests again.”

Today, the NNSS, according to its website, is “a premier national security resource that supports the stewardship of the nation’s nuclear deterrent and other missions.”

Project 2025 notes U.S. defense operations are based on nuclear deterrence. “The next Administration will need to focus on continuing the effort to modernize the nuclear triad while updating our strategy and capabilities to meet the challenges presented by a more threatening nuclear environment.”

Project 2025 calls for rejecting ratification of the Comprehensive Nuclear Test Ban Treaty, which was adopted by the United Nations in 1996, and signed but not ratified by China, Egypt, Iran, Israel and the United States. India, North Korea and Pakistan have not signed the treaty. Russia ratified it but later withdrew its ratification.

Project 2025 calls on the next administration to “indicate a willingness to conduct nuclear tests in response to adversary nuclear developments if necessary.”

“I like to joke that Project 2025 should have been labeled Project 1995 because the ideas are all old and out of date as far as nuclear issues,” Dilger told the commission members, adding a retired senior official from NNSS told him “they want nothing to do with full scale underground testing. There is no need for full-scale underground testing. But that knowledge hasn’t made its way inside the beltway, into the think tank world, apparently.”

Project 2025 wants to radically change us tax policy: would you pay more or less in taxes.

Project 2025 is a contentious set of policy proposals from the conservative think tank, The Heritage Foundation, intended for implementation should a Republican president assume office in 2025. Economists and tax experts argue that the 900-page manifesto’s proposed reforms to the U.S. tax system would exacerbate economic inequality.

Proposed Tax Reforms: According to Project 2025’s “Mandate for Leadership” document, the authors’ goal is to “simplify the tax code.”

The document proposes changing the U.S. tax system by adopting two flat tax brackets. Individuals making over $168,000 a year would pay 30% in federal income tax. Individuals making under $168,000 a year would pay 15%. It would also eliminate most deductions, credits and exclusions.

Project 2025 also proposes lowering the corporate income tax from 21% to 18%. In 2017, former President Donald Trump lowered the rate from 35% to 21%, and, according to a Bloomberg interview, he wants to lower it further to 15% if elected in 2024.

Why it Matters: Currently, the bottom 50% of Americans pay an average effective federal tax rate of 3.3% according to the Tax Foundation. This would likely rise under a new tax system. The poorest Americans already have higher tax incidence on regressive taxes such as sales or gasoline.

The U.S. currently has a graduated income tax system with seven brackets: 10%, 12%, 22%, 24%, 32%, 35% and 37%. The idea of a graduated tax system is to lower the tax incidence of people with a lower ability to pay and institute higher tax incidence for people with a greater ability to pay.

Brendan Duke , senior director at the left-leaning Center for American Progress, told CBS News that Project 2025’s tax plan would mean that a middle-class family with two children and an annual income of $100,000 would pay an estimated $2,600 in additional federal income tax due to the loss of the 10% and 12% tax brackets.

Famed billionaire investor Warren Buffett has long advocated for higher tax rates for the wealthy. In May, Buffett said that no Americans would have to pay a federal income tax if corporations fulfilled their tax obligations.

William G. Gale , an expert at the non-partisan Tax Policy Center, wrote a blog post in March arguing for “a simpler and more progressive [graduated] system.” He also warned about the pitfalls of some ideas to simplify the tax system.

“The problem is that simplifying the tax system cannot occur in a vacuum. The tax system did not get complicated by accident. The provisions in the code were all inserted for some purpose, whether to promote fairness, economic growth, social policy goals, or better tax compliance,” Gale wrote.

The Heritage Foundation spent $22 million to finance Project 2025, according to the New York Times. The University of Pennsylvania ranks it among the most influential think tanks in the U.S.

Trump states he “know [s] nothing” about Project 2025, although the initiative was spearheaded by several of his former officials and allies.

As the 2024 presidential election has ramped up, Donald Trump has tried to distance himself from a plan laid out by a group of right-wing organizations to gut the federal government of thousands of officials believed to stand in the way of a Republican agenda and replace them with conservative loyalists. 

Although Project 2025, as the plan is known, dovetails closely with Trump’s own statements about abolishing the “deep state,” the former president has repudiated the scheme as Democrats have ramped up their attacks against it. In a post on Truth Social earlier this month, Trump said he knew nothing about the project and called some of its policies “ ridiculous and abysmal. ”

But even though Trump’s public statements have turned frosty, Kevin Roberts, president of the Heritage Foundation, the conservative think tank leading Project 2025, is thrilled with the new nominee for vice president.

On a 2021 podcast appearance while he was campaigning for the Senate, J.D. Vance predicted that Trump would run again—and win—in 2024, and said if he could give the former president one piece of advice it would be to “fire every single mid-level bureaucrat, every civil servant in the administrative state.”

“Replace them with our people,” Vance said. “And when the courts—because you will get taken to court—and when the courts stop you, stand before the country like Andrew Jackson did and say, ‘The chief justice has made his ruling. Now let him enforce it.’”

During the Republican National Convention, the Heritage Foundation was holding a nearby event called “Policy Fest.” Kevin Roberts reacted to the news of Vance’s nomination enthusiastically, and told reporters that “privately, we were really rooting for him,” according to New York Times reporter Nick Corasaniti.

The Conservative playbook known as Project 2025 goes far beyond the bureaucracy in its aims for reshaping America. The plan, outlined in a nearly 1,000-page document , includes recommendations on issues ranging from immigration to abortion. But at its core, Project 2025 hinges on a $22 million transition operation that will have civil servants in place on the first day of a new administration, ready to carry out Trump’s agenda. It includes a plan to build a database of 20,000 potential officials who would be conservative loyalists. Paul Dans, the director of the project, said its aim was to “ flood the zone with conservatives. ”

Trump himself has been among the loudest voices calling for a restructuring of the federal government. The former president has made it clear that one of the first actions he would take upon regaining the White House would be reinstating Schedule F , the executive order signed at the end of his term that reclassified thousands of federal employees as political appointees. 

At a 2023 speech delivered at the organization’s 50th anniversary summit, Vance said the Heritage Foundation would “play a major role in helping us figure out how to govern, at the White House, at the Senate, at the House and all across our great country,” and thanked the group for “50 years of incredible work on conservative policy.”

The official manifesto to Project 2025 wasn’t released until the day after Vance’s speech last year, but the outline of the foundation’s plan to build a staffing database for the transition team was already in place—long before Trump was certain to be the Republican nominee. 

In the past week, Vance has followed Trump’s example and tried to distance himself—and a new Republican administration—from the project, but did not go as far as the former president in critiquing it. Speaking with conservative talk show host Rob Shmitt, Vance said most Americans “couldn’t care less about Project 2025.” 

“I’ve reviewed a lot of it,” Vance said. “There’s some good ideas in there Rob, there’s some things that I disagree with, but most importantly, it has no affiliation with the Trump campaign.”
