Directorate of Medical Education and Research

Human development and enhancing the quality of life of the people are the objectives of all activities of the Government. Quality of life and development can be achieved only with healthy mind and body. Health is the vital ingredient of all developmental activities. The State needs a well qualified manpower to handle the health related problems and promotion of positive health. The Department of Medical Education plays a pivotal role in developing medical and para-medical personnel to cater to the health needs of the State. The department also has a role to play in establishment and maintenance of well-equipped teaching institutions, which are the premier referral centres with state of the art equipment and technology. Research is another area of activity for Medical Education Department.

This web site gives details about various activities and facilities of the Directorate of Medical Education. The site also provides information on hospitals, courses offered, hospital facilities and selection of students, etc for the benefit of the public. We also welcome your suggestions and enquiries regarding health and medical education.

General Information

The Directorate of Medical Education was bifurcated in the year 1966 from the Directorate of Medical Services. It is functioning as a separate Directorate for the last 55 years. It is controlling Medical Colleges and attached teaching hospitals.

The Functions of the Director of Medical Education is two fold. One is Education in Medical / Dental / Para Medical sciences and the other one is clinical care in the teaching hospitals administered by him. Besides, the Director is also empowered to regulate the functions of private self financing Medical / Dental / Para Medical Colleges. Conduct of Entrance Examination for selection of candidates for Post-Graduate Courses in Medical Sciences is done through Selection Committee appointed by the Government under his chairmanship.At present 24 Govt. Medical Colleges, 1 Govt. Dental College are functioning in the State under the Directorate of Medical Education. 50 hospitals and 13 Dispensaries are under the control of this Directorate.

At present 20 Govt. Medical Colleges, One ESIC Medical College, 12 self financing Medical Colleges, 1 Govt. Dental College and 18 Private Dental Colleges are functioning in the State under the Directorate of Medical Education. In addition Institute of Road Transport of the Govt. Transport Department is also running a Medical College at Perundurai. Forty five hospitals and Dispensaries are under the control of this Directorate. Every year, around 2655 medical graduates and around 1387 medical postgraduates, diploma and higher specialities graduates and around 175 paramedical post graduates come out from the Govt. Medical Institutions after completing the courses.

In the Government orders first to fourth read above, the Government have stipulated guidelines for starting of Para Medical Courses by Self Financing Private Organisations as detailed below:-

1. The Government reviewed the norms and conditions laid down in the above 4 G.Os for starting of Para Medical Courses by Private Organisations especially in backward and rural areas in this State and decided to take a policy decision.

2. In the G.O. fifth read above, the Government constituted a committee consisting of eminent experts in Medical Department with instructions to sent its report to frame revised / new guidelines to grant permission to Private Organisations for starting of Para Medical Courses . The committee met on 24.8.2001 and sent its report. The committee has observed that since guidelines for granting permission to various para medical course are already available, some new conditions relevant to the present time are to be included in the existing guidelines laid down in the above Government Orders.

3. The Government have examined the recommendation of the committee including general conditions suggested by the committee for granting permission for starting of Para Medical Courses by Self Financing Private Organisations/Registered Trusts/Registered Societies and decided to accept the recommedations and suggestions except few modification. Accordingly the Government issue the following orders:-

(a) There are more number of private institutions offering Para Medical Educational courses in the Districts of Coimbatore, Chennai city, Salem, Erode, Madurai, Trichy, Thanjavur, Kanyakumari, and Tiruvallore. In the southern districts like Sivagangai, Ramnad, Virudunagar, Karur, Pudukottai Thiruvarur, Nagai, Perambalur, Ariyalur, Villupuram, Theni, Nilgiris, Dindigul, Cuddalore, Tuticorin, as well as in Kancheepuram only a few institutions are available and the required number of institutions are not available resulting inconvenience to students of that rural area. Hence, the institutions which are willing to start para medical educational courses in the above needy districts and backward areas will be given preference.

(b) The private institutions which are able to provide 150 bedded own hospital for Nursing/BPT/BOT courses and 75 bedded own hospital for other courses should alone be considered, since such hospitals are quite essential requirement for clinical training of their students. However attachment of Hospitals may be allowed, but the same hospitals should not be shown by any other institutions.

(c) Request from a trust already running paramedical courses which applies again to start paramedical courses in the same area under a new different Trusts name consisting the same members as trustees or their nearest blood relationship such applications will not be considered since it will result in monopoly of a single set of trustees or institutions in that particular area and also in the particular course.

(d) It is further ordered that as a general policy of government while granting permission to start paramedical courses by private institutions applications received from the Registered Trust/ Registered Society/Registered Charitable Trust /Registered Charitable Society alone will be given preference.

(e) The Trust/ Society permitted by the Government to start Para Medical Courses should pay Rs.5,000/- towards Inspection fee/Administrative fee to the Government account. The above Administrative fee/Inspection fee should be paid one time only before starting the course.

4.The Government also issue relevant amendments to the following Government Orders on the recommendation of the committee in the annexure noted against each of Government Orders

The Director of Medical Education is directed to adhere the above conditions strictly in addition to the earlier norms and conditions stipulated by the Government while sending proposals to Government to grant permission for starting of Para Medical Courses by Private Organisations / Registered Trusts/ Registered Society. The necessary documents such as Trust /Society registration deed, registered land and building sale deed, registered lease deed, building plan duly approved by local authorities, proofs for creation of Endowment fund, Bank Guarantee and Solvency Certificate obtained for a period of five years and proofs for availability of necessary infrastructure facilities should accompany each proposal for verification and consideration by the Government. The Director of Medical Education is also informed that the incomplete proposals which do not satisfy the norms and conditions laid down in relevant G.Os for starting of para medical courses and proposals which do not include necessary document as indicated above will be summarily rejected.

1. In the G.O. 2nd read above, orders were issued among others framing guidelines to consider the requests of private Organisation for issue of Essentiality Certificate to start Medical / Dental college in the State The Government have reviewed the existing guidelines and constituted a committee to suggest norms for issue of Essentiality Certificate to start Medical / Dental college in the backward areas of the State by private organisations keeping in view of the norms of Medical Council of India / Dental Council of India, New Delhi.

2. The Government have examined the recommendations of the committee. The Ninth Plan Targets for the Doctor - Patient ratio is fixed at 1 :1000 . The present Doctor patient ratio is 1:2000. Due to the present ratio, shortage of Doctors in Rural Areas is felt. It would be prohibitively expensive to open more number of colleges in the State Sector and therefore it is decided to consider the request of the private organisation for issue of NOC to start Medical and Dental Colleges in backward areas of the State. The starting of new Institutions would also go a long way in improving the Medical facilities in these areas. A large number of students from the State are going to neighbouring States to pursue Medical studies and the students will be able to pursue their studies nearer to their homes.

3. In modification of the orders issued in the Government Order 2nd read above the Government direct the Director of Medical Education

(i) to consider the requests of private organisations for issue of Essentiality Certificate to start Medical /Dental college in the Backward / rural areas of the State and send proposals to the Government with his specific recommendation after making an Inspection by a team of Professors. The Inspection Team shall be requested to take in to with consideration of the Medical Council of India / Dental Council of India norms as mentioned in the annexure and make their specific recommendation.

(ii) the issue of Essentiality Certificate shall be considered in the locations where the Government could not come forward to open new colleges in Backward areas of the State.

(iii) the 100 k.ms limit from the existing college as per the existing guidelines will not be insisted upon if the proposed location is backward and rural area.

4.The Director of Medical Education shall take necessary follow up action as suggested in para 3 above.

Information for Public

Population Of Tamil Nadu

The Total population of Tamil Nadu as at 0:00 hours of 1st March 2001 stood at 62,110,839 as per the provisional results of the Census of India 2001. In terms of population it holds the sixth position among the States and Union territories in the country. As against all India decadal growth rate of population 21.34% during 1991-2001, in Tamil Nadu this has further slipped to 11.19% from 15.39% during 1981-1991. The sex ratio (i.e., the number of females per thousand males) of population in the State has improved from 974 in the previous census to 986 in the present census. The literacy rate in the State has shown remarkable improvement. This has increased to 73.47% when compared to 62.66% ten years back during 1991 Census.

Health Education

Public Health Training and Continuing Education

  • Multipurpose Health Workers (Female) Training Course. There are 5 multipurpose Health Workers (F) Training School attached to the District head Quarters Hospitals at Kancheepuram, Cuddalore, Nagapattinam, Ramanathapuram and Tirunelveli Medical College. 30 candidates every six months are admitted in each school. Government have issued orders in G.O. Ms. No. 321 Health and Family Welfare dated 07.09.2001 for relaxing the age limit for the selection of the Multipurpose Health Worker (F) Training Course. Processing is being made to start the course according to the Government Order.
  • Multipurpose Health Supervisor (F) Training Course. The Government order has been received for the conduct of Multipurpose Health Supervisors (F) training to Village Health Nurse (6 months course). A sum of Rs.75,000/- has been alloted for each year towards stipend to the trainees (Rs.250/- per trainee).
  • Pre-service Field and Laboratory Assistants Training Course. The Pre-service Field and Laboratory Assistants Training Course of 6 months duration is being conducted at Institute of Vector Control and Zoonoses, Hosur and at Central Malaria Laboratory of the Directorate to the candidates sponsored through the Employment Exchange. After completion of the training the candidates are appointed as field and laboratory assistant. During the year 2000-2001, 47 candidates have been admitted for the training course.
  • Orientation Training Programme for Medical and Paramedical Personnel Staff. Orientation Training Programmes are conducted for the Medical and Para Medical Staff in the Health and Family Welfare Training Centres, Egmore, Madurai, Gandhigram. 540 candidates Medical and Para Medical Staff were trained in all the three training centres during 2000-2001.
  • Training Course for Newly Recruited Assistant Surgeons. The newly recruited Assistant Surgeons have to undergo the following training courses.
  • One month induction training at IPH Poonamallee, Health & Family Welfare Training Centre at Gandhigram, HMDI, Villupuram and Salem on Public Administration is given.
  • One week training at Anna Institute of Management on Management.
  • Twenty one days training at Civil Service Institute at Bhavanisagar on General Administration. During the year 2000-2001, 241 Assistant Surgeons have been deputed to undergo the Management Training at Anna Institute of Management.
  • Regional Training Institute of Public Health, Tiruvarankulam. The Institute is giving training to the male components of Field Health functionaries of Public Health Department. During 2000-2001, a total of 180 candidates were trained.
  • State Training Cell. For effective planning, implementation, monitoring and management of Public Health Training and Continuing Education, a State Training Cell has been established in the Directorate of Public Health and Preventive Medicine, Chennai under a Joint Director.
  • Regional Training Institutes. The Three Health and Family Welfare Training Centres at Madurai, Gandhigram and Egmore (Chennai, the Health Manpower Development Institutes at Salem and Villupuram, The Institute of Public Health, Poonamallee and the Regional Training Centre at Tiruvarankulam constitutes the six Regional Level Training Centres in the State. The Institute of Vector Control and Zoonoses at Hosur in Dharmapuri District is categorised as a Specialised Institute. These Institutes impart various training and continuing education courses to the different categories of Public Health personnel.
  • District Training Teams. The Government Order has been received for the formation of the district team for identification of persons who have opted for induction in District Training Team and action is taken to form the District Training Teams.

(Radio Therapy Technology), Post Basic B.Sc.(Nursing), B. Pharm Lateral Entry, Diploma in Nursing,Diploma in Pharmacy and Para Medical Certificate/Diploma in the Government Medical colleges and self-financing colleges is done by the Selection committee functioning under the chairmanship of the Director of Medical Education. The office of the Selection Committee is situated in the Directorate of Medical Education and Research, #162, Periyar E.V.R. High Road, Kilpauk, Chennai-600 010.

  • Candidate should be a citizen of India.
  • Overseas citizens of India who are registered under Section 7 A of the citizenship Act, 1955 (Centra Act 57 of 1955) are eligible to apply for MBBS/BDS course subject to the production of proof of such registration.
  • Nativity: Candidates who belong to Tamil Nadu only will be considered for admission to the medical, dental, para-medical and para-medical certificate courses.
  • Age Limit: Candidates should have completed 17 years on or before 31st December of the year of admission. (Example-For 2013-2014 session 17 years should have been completed on or before 31st December 2013).
  • Qualification: Candidates should have passed Higher Secondary Certificate (Academic) conducted by the Tamil Nadu Higher Secondary State Board with the following group of subjects with prescribed minimum marks alone shall be considered.
  • Physics, Chemistry, Botany and Zoology (or)
  • Physics, Chemistry, Biology with any other subject.

Minimum eligibility marks in the various subjects (physics, chemistry, biology botany and zoology) for the different categories / Communities, namely Other communities (O.C), Backward class (B.C), Most Backward classes and Denotified communities (M.B.C/D.C) and Scheduled Caste/Scheduled Caste Arunthathiyar/Scheduled Tribe (S.C/SCA/S.T). have been prescribed. Details will be available in the prospectus.

CATEGORY I : The seats in the Government Medical, Dental and Para- medical colleges. CATEGORY II : Government Quota seats available in the Self Financing Medical/ Dental/ Para Medical in Non-Minority Institutions in the ratio of 65:35 (Govt./Management) and for Minority Institutions 50:50 basis. All details for admission should be made in the printed application form prescribed by the Director of Medical Education and submitted to THE SECRETARY, SELECTION COMMITTEE. Usually the commencement of sale of applications would begin during the second or third week of May, the details of which will be notified in the newspapers.

Selection for admission to government / self-financing medical institutions in Tamil Nadu for the Medical, Dental and Para-Medical courses will be made on the basis of marks obtained by the eligible candidates in the prescribed science subjects at the qualifying examination reduced to the base of 200 marks. Calculation

  • Weighted total marks for a maximum of 200
  • Percentage in biology (X)
  • Percentage in physics and chemistry taken together (Y)
  • Percentage in botany and zoology taken together (Z)
  • Weighted total marks for a maximum of 200 Either (X+Y) or (Z+Y)
  • Ranking of the candidates will be done based on the total marks computed to a maximum of 200, as mentioned above.
  • The MERIT LIST will be made available in the websites www.tnhealth.org and www.tn.gov.in
  • Selection for admission to the seats under category I and Category II under the respective courses will be made according to merit, choice of the candidate, seats available and rule of reservation.

Note: The number of seats available for allotment for the previous year (2013-2014) are shown above. The exact number of seats in each college and any other changes (due to starting of new colleges) as approved by Government will be available usually before the commencement of the Counselling. Allotment will be made only for seats approved by the MCI / DCI / GOI on the date of counseling.

  • 15% of the total seats in government medical colleges and government dental college are allotted to the AIQ and the allotment is done by the DGHS, New Delhi, based on the Entrance Examination conducted by them on All India basis.
  • Seats are reserved for various special categories in Government Colleges. Details regarding the eligibility conditions and mode of Selection for the various special categories will be available in the prospectus.

  • Selection and admission will be made on merit basis for all categories of seats for Medical, Dental and Para-Medical courses, through counselling, following rule of reservation, choice of candidates and availability of seats. Eligible candidates will be called for counselling through call letters and also by publishing the counseling schedule in the websites www.tnhealth.org and www.tn.gov.in. This single window system was introduced during 1999-2000 session.
  • According to this system the candidates are called for counselling according to the rank based on the aggregate marks (for 200) obtained. Candidates can attend the counselling accompanied by one parent /guardian.
  • Candidates have to furnish relevant details in a counseling form and the original certificates are verified. The vacancy position and colleges available are displayed. The candidates have two options for MBBS and two options for BDS. (for MBBS : Govt/Govt. Quota Seats in Self Financing Colleges, for BDS: Govt./Govt. Quota Seats in Self Financing Colleges).
  • Candidates can choose any of the course and college where seats are available at their turn. If the seat is not available in the course of their choice they can opt to be wait listed. If the candidate chooses the BDS course (which is only available at his/her turn) in government dental college, then the candidate can be waitlisted for MBBS course in all categories of seats unless he/she is opting out.
  • Option once given at the time of counselling cannot be changed later under any circumstances. If a Candidate opts out of one category of seats and opts for the other category, under no circumstance he/she can claim for opted out category.
  • For example, if a candidate opts out MBBS/BDS Seat in any of the Government medical /dental colleges when seats are available and takes up a seat in a particular self financing college, the candidate cannot come back or claim seat in any Government medical / dental colleges at a later date.
  • A non-refundable amount is being collected from the candidates selected during counselling. If the candidate does not join the course or discontinues the course, he/she will have to forfeit the non refundable amount paid during the counselling and the selection automatically stands cancelled.

Cut-off Date: The cut-off dates fixed by the Tamil Nadu Dr.M.G.R. Medical University for admission is as follows:

  • For MBBS / BDS/ B.Pharmacy : 30th September

Wait list movement will be done according to the vacancies arising after the first phase of counselling due to non-joining of the candidates.

The Cost of Application Form for MBBS / BDS Courses is Rs.500/- and the application forms will be available at all Government Medical Colleges and Tamil Nadu Government Dental College, Chennai. Candidates can obtain the application forms by remitting a Demand Draft for Rs.500/- drawn in favour Secretary, Selection Committee, Chennai - 10 payable at Chennai. The Demand Draft should be purchased from any of the Nationalized Banks. The Candidates belonging to SC / SCA/ ST Community are exempted from payment of the cost of application. All completed applications with prescribed enclosures should reach the Office of the Secretary, Selection Committee, 162, E.V.R. Periyar High Road, Kilpauk, Chennai - 10 on or before the prescribed Date and Time.

The Cost of Application Form for Para Medical Degree Courses is Rs.350/- and the application forms will be available at all Government Medical Colleges and College of Physiotherapy, Trichirapalli. Candidates can obtain the application forms by remitting a Demand Draft for Rs.350/- drawn in favour Secretary, Selection Committee, Chennai - 10 payable at Chennai. The Demand Draft should be purchased from any of the Nationalised Banks.

The Candidates belonging to SC / ST Community are exempted from payment of the cost of application. All completed applications with prescribed enclosures should reach the Office of the Secretary, Selection Committee, 162, E.V.R. Periyar High Road, Kilpauk, Chennai - 10 on or before the prescribed Date and Time. Candidates can apply for all the Courses in single common application form. In 2018, the State Mental Health Authority -Tamil Nadu (SMHA-TN) has been constituted as per section 45 of Mental Health Care Act 2017

The Authority has been constituted with the Principal Secretary to Government, Health & Family Welfare Department as its chairperson, and other members of the Authority as per the Act..

This webpage will give details about the Chairperson and members of the State mental health authority and it will provide the procedures for registration of mental health establishments in Tamil Nadu. Application form for registration, list of registered mental health establishments, and other forms required under the Mental Health Care Act 2017 are available. Thirteen mental health review boards are functioning in the State of Tamil Nadu covering all the districts and details about the mental health review boards are available.

Mental Health Act, 2017

The Mental Healthcare Act, 2017 aims to provide mental healthcare services for persons with mental illness. It ensures that these persons have a right to live life with dignity by not being discriminated against or harassed. This act empowers accessibility to mental health services for all. This right is meant to ensure that services be accessible, affordable, and of good quality. It also mandates the provision of mental health services to be established and available in every district of the country. The act also recognizes the right to community living; right to live with dignity; protection from cruel, inhuman, or degrading treatment; treatment equal to persons with physical illness; right to relevant information concerning treatment, other rights and recourses; right to confidentiality; right to access their basic medical records; right to personal contacts and communication; right to legal aid; and recourse against deficiencies in the provision of care, treatment, and services.

In exercise of the powers conferred by sub-section (2) of section 121 of mental healthcare act, 2017(central act 10 of 2017), the government of Tamil Nadu is in the process of framing rules and would notify the same after getting approval of the central government.

In exercise of the powers conferred sub-section (1) of section 123 of mental healthcare act, 2017(central act 10 of 2017), Tamil Nadu state mental health authority is framing regulations called Tamil Nadu state mental healthcare regulations, 2023. Framing of these regulations are under active consideration and would soon be notified in the Tamil Nadu government gazette.

Suicide - one of the commonest manifestations of major mental illness. In India, 1.2 lakh people end their life every year by committing suicide. Nearly 4 lakh persons attempts to commit suicide. Globally, 1 million people die from suicide annually. Around the world, almost one million people die due to suicide every year, and it is the third leading cause of death among young people. In the last 45 years, suicide rates have increased by 60% worldwide. Mental disorders, particularly Depression and Substance abuse are associated with more than 90% of all cases of suicide. Asia accounts 60% of world's suicide. India, china and Japan accounts for 40% of their number.

What are meant by Suicide, Attempted suicide and Para suicide?

Suicide:-The term suicide is used to denote self-planned and deliberate termination of one's life. It is as old as mankind and is indeed a giant puzzle. It is a paradox why humans who love to live a full life turn to self destruction.

Attempted suicide :-

Among those who attempt suicide, a few succeed, but some survive due to timely intervention of chance factors in spite of best planning and clear cut intention to die. They are known as Attempted suicide.

Para suicide :-

It is an impulsive act of self injurious behaviour without any prior planning or intent to die. The harm to self may be done by inflicting injury or consuming a substance. It is otherwise known as Deliberate Self-Harm (DSH)

A Person who tries to terminate his life with real intent may survive. So much so, an individual who injure himself impulsively without any real intent to die may lose his life.

In exercise of the of the powers conferred under section 45 and in pursuance of the provisions contained under sub-section (1) and (2) of section 46 of mental healthcare act, 2017, the governor of Tamil Nadu, constitute an authority called Tamil Nadu state mental health authority and it consists of chairperson and members, as follows:

The Institute of Mental Health at Chennai is the major hospital in the entire Tamilnadu offering all mental health related services. On an average not less than 350 out patients (both new as well as old patients) are visiting this Institute. Similarly on an average more than 1200 patients are taking in-patient treatment in this institute which has the capacity of 1800 beds. This apart there are separate de-addiction ward to treat alcoholic patients.

To cater the needs of Children below 12 years, affected with mental disorders, the Institute of Child Health (ICH), Egmore, Chennai is doing a laudable service.

National Mental Health Programme (NMHP)

National Mental Health Programme was launched in the country in 1982 with the following objectives:

America’s medical schools, with their state-of-the-art facilities and history of groundbreaking clinical advancements, have built a reputation as global leaders in scientific and technological innovation. But does reputation match reality?

In an episode of the Fixing Healthcare podcast recorded in 2023, Deep Medicine author Eric Topol highlighted a significant oversight in medical education.

“It’s pretty embarrassing,” he said. “If you go across 150 medical schools, not one has AI as a core curriculum.”

A year later, most U.S. medical schools have responded by weaving AI into their programs. But look closer and you’ll find that most of the coursework—a mix of theoretical application, ethical consideration and the use of AI to streamline routine tasks: billing, coding, charting—fails to arm future physicians with the training they’ll need to improve medical care and save lives.

Medical Education Is Failing Patients, Doctors

In 1910, education reformer Abraham Flexner published a groundbreaking condemnation of American medical schools. His controversial findings revealed significant inadequacies in the training of future doctors.

The Flexner Report led to the closure of about half the nation’s medical schools and the restructuring of medical education, resulting in more scientifically rigorous and clinically relevant curricula. Flexner’s goal was not just to standardize clinical training but to stop thousands of needless deaths caused by substandard medical practices.

More than a century later, American medicine faces a similar opportunity. Hundreds of thousands of people die each year from mostly preventable chronic diseases, misdiagnoses, medical errors and gaps in research.

Having extensively studied and written about the future of generative AI in medicine , I believe this technology can revolutionize medical care. However, this will only happen if medical schools fundamentally redesign their curricula to teach students how to use GenAI to radically improve medical practices and processes.

The time is now to reform medical education. Here are three GenAI-powered opportunities students must master to improve clinical outcomes and save patient lives:

1. Chronic Disease Management: From Episodic To Continuous

Traditional medical education focuses on students memorizing tens of thousands of facts and committing to memory diagnostic and treatment “algorithms.”

By the time they graduate, doctors are expected to apply these memorized facts and algorithms toward helping patients manage chronic diseases and prevent their complications. Clinicians are taught the drugs to prescribe, the lifestyle modifications to recommend and the protocols to follow, including scheduling a routine follow-up visit three to four months later.

The problem with this “standard” episodic approach is that it leaves physicians with no actionable data between visits. The lack of continuous monitoring leads to:

  • Delayed adjustments to medication.
  • Inconsistent adherence to treatment plans.
  • Poor disease control that remains unnoticed until the next office appointment.

Today, chronic diseases like diabetes and hypertension afflict 6 in 10 Americans, and are responsible for 1.7 million American deaths each year from heart attacks, strokes, cancer and other complications.

These deaths are directly tied to a lack of prevention and effective disease management. Today, hypertension is the leading cause of stroke and is adequately controlled only 55% of the time. Diabetes, the leading cause of kidney failure and major contributor to cardiovascular disease, is controlled even less often. We know that control rates of 90% or more are possible with best practices, but not with today’s approach.

According to the CDC, 30% to 50% of the life-threatening complications from chronic disease could be avoided with effective management. Teaching medical students how to use generative AI for continuous—not episodic—monitoring would radically improve the health of patients and our nation as a whole.

Today’s doctors have access to wearable monitors capable of measuring blood pressure and blood sugar. When linked with GenAI, these tools can reliably analyze patient health data and provide medical advice based on the expectations set by a clinician.

With this combination, patients don’t have to guess whether they need a physician’s medical attention. They know. And that expertise allows physicians to intervene sooner when there’s a problem while reducing unnecessary office visits when chronic diseases are well-controlled.

Based on CDC data, successfully training the next generation of doctors to effectively monitor and manage chronic illnesses will save an estimated 510,000 to 850,000 lives each year with an annual reduction in healthcare spending of $163 billion to $272 billion.

2. Diagnosis: From Confirmation Bias To Constant Second Opinion

In classrooms and on clinical rotations, medical students are still being taught to rely on their memory to establish a diagnosis and recommend optimal treatment.

Often, in the rush of clinical practice, they fall prey to cognitive human biases , leading to unintended but frequent errors. Each year, misdiagnoses kill 400,00 Americans.

American doctors are smart, skilled and committed to their patients. And yet, errors occur. GenAI provides doctors the opportunity to double check their assumptions and reduce the risk of error—all at no added cost.

AI can analyze vast amounts of patient data, including symptoms, medical histories and diagnostic test results. And cognitive errors like confirmation, over-confidence and proximity bias don’t happen with computer applications. GenAI isn’t perfect, but the technology can serve as a valuable complement to human analysis. And because it can compare a patient’s data against a massive, comprehensive database of known diseases and medical conditions, it can identify possible diagnoses that a doctor might overlook.

Already, it has shown great potential to reduce misdiagnoses in emergency room settings . One recent study evaluated AI’s ability to triage patients, finding that the AI performed on par with doctors and nurses, accurately identifying patients at higher risk. A second study assessed AI’s diagnostic accuracy based on patient symptoms and lab results, and the AI consistently proved more accurate than physicians in correctly identifying the likely diagnosis.

And the technology is only getting better. Experts predict that by the time today’s matriculating medical students finish their fellowship programs in 10 years, generative AI will be 1,000 times more powerful .

3. Research: From Human Hypotheses To Data Mining

Clinical research is the backbone of medical advancement, providing doctors with the information they need to improve health outcomes and save lives. In school, physicians are taught how to design research studies, analyze data and write journal articles.

When crafting studies, researchers today pose a clinical question, extract information from medical records and perform a statistical analysis. With the availability of GenAI, we have the opportunity to reverse-engineer this traditional approach.

By using GenAI, doctors now have the ability to analyze vast amounts of data generated by bedside monitors, operative robots and other digital sources. At present, U.S. hospitals create 50 petabytes of data every year , with 97% of it going unused. That’s the data equivalent to the entire published works of mankind through all of recorded history in every language. All this data is currently omitted from clinical research because the sheer volume exceeds researchers’ ability to analyze the patterns embedded within it, making it impossible to separate the signal from the noise.

By using GenAI models to dissect this data, doctors will be able to advance medical knowledge much faster than today. The technology will help clinicians accurately predict which hospitalized patients will deteriorate over the next 24 hours and take preventive action. It will allow oncologists to determine optimal chemotherapy doses with fewer complications. It will enable surgeons to identify the best operative techniques for cancer resection. By leveraging GenAI to analyze data, questions that would take years to answer can be resolved quickly.

Imagine if researchers from dozens of academic facilities agreed to pool and share their monitoring and patient data. With this wealth of information, dozens of researchers could access and learn from this data simultaneously. Rather than asking a narrow, specific question and having to find clinical information to answer it, these scientists could take on larger questions and find themselves capable of advancing clinical practice in a fraction of the time.

This approach of pre-loading vast amounts of data and asking the technology to organize and analyze it mirrors how GenAI tools are designed and would be a radical departure from traditional research endeavors.

But before this can happen, physician researchers will need to be trained in new data analysis methods and equipped with interpersonal tools to enhance collaboration and cooperation. These skills, often taught in business schools, can be easily adapted for medical students.

The next era of medicine is upon us, and the call to action is clear. Academic medical centers must not only weave generative AI into their core curricula. They also must teach the next generation of clinicians how to use this technology to radically improve chronic disease management, diagnostic accuracy, clinical research and dozens of other outdated medical processes. With classes scheduled to start this fall, the time to act is now.

CDRH Announces Reorganization of Several Offices to Increase Organizational Agility and Advance Public Health Mission

The following is attributed to Jeff Shuren, M.D., J.D., director of the FDA’s Center for Devices and Radiological Health (CDRH)

CDRH is pleased to announce new organizational changes to help strengthen and better position the Center to meet our mission to protect and promote the public health. In particular, this new reorganization across offices will increase organizational agility and advance our efforts to meet commitments under the Medical Device User Fee Amendments (MDUFA) V reauthorization, as well as our 2022-2025 Strategic Priorities .

First, CDRH is elevating the Office of Communication and Education (OCE) into a Super Office and creating a new Division of Digital Communication and Marketing. The Super Office designation will allow the Center to assure that information about CDRH programs is accurately and readily shared with our customers, including FDA employees, patients, health care professionals, and regulated industry. The new Super Office will be responsible for delivering clear, meaningful, insights-based communications, education, and disclosures about medical devices and radiation-emitting products.

Key changes:

Office of Communication, Information Disclosure, Training and Education (OCITE)

The new Super Office will be known as the Office of Communication, Information Disclosure, Training and Education (OCITE). The Office will contain two new sub-offices: the Office of Communication and Content Development; and the Office of Training and Education. The reorganization will also create a new Division of Digital Communication and Marketing. This new structure will provide increased organizational flexibility and consistency, and position CDRH to plan for and meet current and future needs more effectively.

In addition, CDRH is making structural changes within the Office of Product Evaluation and Quality (OPEQ) in both the Office of Clinical Evidence and Analysis (OCEA) and the Office of Health Technology 4 (OHT4): Surgical and Infection Control Devices to help improve efficiencies within the offices and better meet the needs of our customers. OCEA provides policy and program support regarding clinical trials, biostatistics, real-world evidence, epidemiological analysis and outreach and collaboration with hospitals and other external stakeholders. OHT4 is responsible for the Total Product Life Cycle (TPLC) review of surgical and infection control medical devices.

Office of Clinical Evidence and Analysis (OCEA)

The Office of Clinical Evidence and Analysis (OCEA), in the Office of Product Evaluation and Quality (OPEQ) will be comprised of five divisions. The Division of Biostatistics will become three new divisions: The Division of Biostatistics I, II, and III (DCEA3, DCEA4, and DCEA5, respectively). The other two Divisions in OCEA are not impacted, other than minor administrative changes. The new structure will better align work and position OCEA and CDRH to meet the growing needs of internal and external stakeholders more effectively while also providing manageable organizational and paths to career growth.

Office of Surgical and Infection Control Devices (OHT4)

The Division of Infection Control and Plastic Surgery Devices will become two new divisions: Division of Plastic and Reconstructive Surgery Devices and Division of Infection Control Devices, which will provide focused executive leadership and better meet the needs of our customer communities with divergent technologies and regulatory requirements.

These organizational changes and enhancements will help strengthen CDRH’s ability to serve the American public and ensure our organization is well-positioned to carry out our public health mission and assure continued patient access to high-quality, safe, and effective medical devices.

MUSC Health data show increases in emergency department visits for COVID

New data shows increases in Emergency Department visits for COVID across much of the MUSC Health system over the past week.

  • In the Charleston area, there’s been a 20% increase in COVID diagnoses in MUSC Health’s adult Emergency Departments.
  • Emergency Department visits for COVID in the MUSC Shawn Jenkins Children’s Hospital rose 36%.
  • In the Midlands, COVID visits were up 29%.
  • In the Pee Dee region of MUSC Health, there was a 13% increase.
  • In the Catawba area, Emergency Department visits at MUSC Health rose 75%.

Michael Sweat, Ph.D., leader of the COVID-19 Epidemiology Project at the Medical University of South Carolina, provided the data – and some context. “The overall number of cases is not huge, but it's the growth rates that get your attention. It suggests a lot of community transmission is happening right now. That’s not surprising. We see it every year.”

Sweat, a professor in MUSC’s College of Medicine, an adjunct professor at the Johns Hopkins Bloomberg School of Public Health and a former research scientist with the Centers for Disease Control and Prevention, has been crunching COVID numbers since the early days of the pandemic. He’s familiar with the virus’ ebbs and flows.

"I don't know if that has to do with vaccination patterns, some kind of dynamic system of variables, but every year in the summer, we get this wave. I don't know how long it'll last. It could kind of be a steep curve and drop off, or it might kind of chug along. I mean, almost nobody’s mitigating,” he said, referring to COVID precautions.

Sweat encouraged people in high-risk categories to consider mitigation efforts while cases are rising. That includes older people and people with certain health conditions. You can find a comprehensive list  on this CDC web page .

The CDC is also reminding people to stay up to date with COVID vaccines, cover coughs and sneezes, wash hands often, clean surfaces frequently and take steps to breathe in cleaner air through open windows and air purifiers and by gathering outdoors.

People who test positive should stay away from others. The public has a prominent example of that right now: President Joe Biden, who tested positive for COVID earlier this week, is self-isolating in Delaware.

But the rules have eased a bit.  In March, the CDC released updated recommendations for people with COVID , noting that we now have treatments that can lessen symptoms and reduce the risk of severe illness. “The recommendations suggest returning to normal activities when, for at least 24 hours, symptoms are improving overall, and if a fever was present, it has been gone without use of a fever-reducing medication,” the agency stated.

Once people get back to normal activities, the CDC advises them to try to protect others for the next five days, taking measures such as wearing a well-fitting mask.

As for a couple of other COVID considerations, variants and symptoms, Sweat said there also have been some changes. “There's a whole host of new variants, but nothing dramatically crazy,” he said.  Read more about so-called FLiRT variants here.

“And there's some hypotheses about symptoms seeming to shift some. There are more people who seem to be having gastrointestinal issues.” 

While South Carolina no longer tracks COVID cases, Sweat’s team continues to offer weekly updates that include public health recommendations, graphs showing Emergency Department statistics and more. His advice this week: “It’s probably important to be careful now.”

Assistant Clinical Research Coordinator, Emergency Medicine (0.5 FTE, Hybrid Opportunity)

The Department of Emergency Medicine is seeking an Assistant Clinical Research Coordinator to perform administrative support duties related to the collection of data and/or the coordination of studies. The ACRC will work under supervision of the principal investigator and study supervisor.

Duties include: 

  • Schedule and/or call subjects for appointments; contact participants with reminders or other requirements. 
  • Prepare, distribute, and process questionnaires. 
  • Perform clerical duties in the preparation of regulatory documents. Maintain all forms and documents, including consent forms and master subject logs. File all appropriate correspondence. 
  • Assist with the screening, recruiting, and obtaining consent of study participants. Review medical records and/or perform telephone or in-person interviews to gather data, as needed. 
  • Administer standard study questionnaires and tests, score test measurements and questionnaires, and code data for computer entry. Perform quantitative review of forms, tests, and other measurements for completeness and accuracy.
  • Extract data from source documents for research studies as directed. Collect data and complete case report forms.
  • Process study compensation payments and thank you letters to subjects upon completion of trial activities. Assist with post-study activities, as needed.

* - Other duties may also be assigned.

DESIRED QUALIFICATIONS:

  • Communication skills to work with participants with low health literacy.
  • Proficiency with Microsoft office.
  • Ability to drive to field sites in East San Jose.
  • Strong interpersonal skills.
  • Spanish fluency.
  • Prior survey administration and research experience is highly desired, but most skills (especially qualitative) will be taught.

EDUCATION & EXPERIENCE (REQUIRED):

Two year college degree and one year of relevant experience or an equivalent combination of experience, education, and training.

General knowledge of medical terminology.

Position Summary

The Research Manager will play a pivotal role within the senior leadership team of the Emergency Medicine Research division. Responsibilities encompass a wide array of duties aimed at coordinating clinical research activities, overseeing Research Coordinators and Research Interns, fostering professional development, implementing process enhancements, ensuring patient safety, and cultivating positive external relationships. Reporting directly to the Director of Research Administration, the Research Manager will be instrumental in driving excellence in clinical research.

Responsibilities

  • Evaluate and advocate for new or replacement positions, including screening and selection of candidates.
  • Facilitate the onboarding and training process for Research Coordinators, collaborating with HR representatives for necessary medical surveillance and other HR-related procedures.
  • Conduct annual performance reviews and establish ongoing performance goals for all Research Coordinators.
  • Lead recruitment efforts for Research Interns including, reviewing, screening, interviewing, and scheduling HR activities.
  • Manage the offboarding process for departing staff members.

Supervision and Training

  • Provide direct daily supervision and guidance to Research Coordinators and Research Interns to optimize operational efficiency.
  • Allocate workloads and protocol assignments effectively.
  • Establish quality control measures to ensure accuracy in data reporting.
  • Collaborate closely with the Quality Assurance Manager to prepare Research Coordinators for monitoring and auditing visits.
  • Enhance training and development programs based on the ACRP “Core Competency Guidelines for Clinical Research Coordinators”
  • Coordinate Research Intern lectures with the Research Administrative Coordinator.         
  • Lead biannual Research Intern orientations.
  • Obtain biannual Research Intern evaluations.
  • Manage recognition programs.
  • Facilitating the monthly schedules for Research Coordinators to ensure fairness and equity.

Research Activities

  • Maintain a comprehensive understanding of research protocols, including criteria, procedures, methodologies, timelines, and outcome variables.
  • Provide Research Coordinator oversight of sample collection, processing, and storage activities.
  • Work in tandem with the Quality Assurance Manager to address deviations and adverse events, ensuring compliance with IRB regulations.
  • Oversee patient incentive programs, including ordering, distribution, and reconciliation
  • Develop and maintain dashboards tracking study recruitment, subject enrollment, and overall study progress.
  • In collaboration with the Director, of Research Administration, the Research Manager will provide administrative coordination for PECARN meetings and events.
  • Serve as a member of the PECARN Feasibility and Budget subcommittee, preparing reports, and updates as required.
  • Compile data for PECARN progress reports.
  • Assist with other PECARN and divisional research duties as assigned.

Minimum Qualifications

  • Bachelor’s Degree or equivalent in education and experience required.
  • 4 years of related experience is required (preferably within clinical research).

Other Requirements

  • Strong leadership with a strong track record of managing high-performing teams; with demonstrated ability to resolve conflicts.  
  • Proficiency in project management.
  • Knowledge of regulatory requirements and ethical standards in clinical research.
  • Ability to set priorities and exercise sound judgment.
  • Outstanding interpersonal and communication skills. Must be able to communicate clearly and accurately directly with department chairs and other senior principal investigators. Must be able to communicate effectively on a technical level with study personnel.
  • Must be detail-oriented, possess analytical skills, and be highly organized.
  • Must possess advanced Excel skills, including familiarity with the creation and use of complex pivot tables, lookup functions, and other features for formatting, manipulating, and analyzing data.
