Paragraph 1 : Establish the main theme of what you’re going to talk about. It should also grab the reader’s attention. For example, instead of starting your essay with something generic (e.g. Ever since I was a little girl, I wanted to be a zoologist), get creative with it! Try something like My greatest memory as a young girl was going to the zoo for the first time or While most kids play house or school, I always wanted to play zookeeper.

Paragraph 2 : Elaborate on what inspired your career goals. Perhaps it was a relative, a TV show, or simply an experience that you had. Remember that old writing adage, “Show, don’t tell.” In other words, try to demonstrate your interest with story or description. 

Paragraph 3 : Discuss your short-term career goals and your intended major. How will your intended major help you reach these goals? What skills do you need to learn to reach them? At the end of the paragraph, try discussing how your short-term goals can help you achieve your long-term goals.

Paragraph 4 : Focus on your long-term goals and the impact that you hope to have on society. If you’re not sure what your long-term goals are, don’t sweat it; they’ll probably change anyways. And don’t worry too much about the size of the impact…remember that just doing what you’re truly passionate about has a massive impact on those around you.

Your career goals essay demands a laser-like focus. A personal statement, by contrast, allows for some flexibility in its content, though you can – and often should – discuss your career goals. But a career goals essay has a particular and packed agenda. In fact, the prompt for a career goals essay could actually include multiple questions, and in such cases, you want to make sure you address each of them.

For example, in 2022, Kellogg asked applicants to its one-year program to respond to the following prompt: “Please discuss your post-MBA career goal, the current experience you will leverage to support the transition, and the Kellogg 1Y opportunities that will help you reach this goal.” 

This prompt has three parts: (1) What do you want to do post-MBA ? (2) Why is the 1Y program appropriate for you? And (3) what experience has so far prepared you to succeed in your target role? 

So, always pay close attention to your target school’s prompt to ensure that you answer all the questions within its “single” question. 

Three elements of a successful career goals essay

In addition to having a distinct theme , your career goals essay should achieve the following:

  • Highlight specific career achievements. Choose from your most notable or defining experiences. These could be related to your work, community involvement, or extracurricular activities. The experiences you select should showcase your leadership skills , creative thinking, collaborative abilities, and personal reflections about what you learned or gained.
  • Explain why your experiences and influences make your career goal a logical and wise choice.
  • Demonstrate why you are suited to a particular field as a result of your education, experience, abilities, and enthusiasm. Ideally, the material you choose to include will also allow you to prove your knowledge about industry trends and suggest how your abilities and strengths can help you contribute to that field.

It’s a very tall order to achieve all this.

Putting these elements together to create your goals essay

Let’s take a look at a sample MBA Goals Essay and see how these three key elements are incorporated.  

You should be able to easily recognize why the writer’s opening is attention-getting for all the right reasons. The writer introduces herself as the supremely busy executive she visualizes becoming in the future. She trades large amounts of stock, rushes off to a Zoom conference, hurries downstairs, flags down a taxi, then hops on a plane. As she describes this whirlwind of activity, we can practically feel her heart pumping.

After establishing her voice and personality in this opening, she offers context for her MBA goal. Notice that in writing about her work as an accountant for a major firm, she provides relevant details, including how many years she has been in the field, her bilingualism, and her specialty area as an auditor. This information is her springboard to explain why she is pursuing an MBA: she’s bursting out of her limited role as an accountant. Her eyes and ambition are set on a larger playing field as an international investment manager.

Write an essay, not a list or CV

Outstanding career goals essays are not lists of an applicant’s roles and achievements. Instead, they have a narrative flow and arc that convey the candidate’s palpable excitement about their career choice. This writer’s enthusiastic, dreamy first paragraph achieves this, and she returns to that image at the end, where she paints her idealized (if frantically busy) future. She also proves her seriousness by noting that she registered for the CFA exam.

Connect your career goals to your reasons for choosing a particular program

Many essay questions, especially those for MBA programs , will ask why you have chosen the school you’re applying to. Be prepared to respond knowledgeably and enthusiastically. And the only way to become knowledgeable – and enthusiastic – is by visiting campus in-person or virtually, attending student recruitment meetings, participating in forums, reading student blogs, watching videos of students speaking about their experiences, communicating directly with students and/or recent alumni, and otherwise doing your homework. As part of your research, make sure you have familiarized yourself with the courses and specializations that are relevant to your goals.

In ten years, I will have been successfully running my own construction business for about five years. I’m currently a second-year student at the University of Texas, pursuing a master’s degree in business administration. Be honest. Applying for a scholarship is stressful because the applicant’s education is usually reliant on receiving these funds in one way or another. Even though it’s tempting to exaggerate your skills or pretend you’re more passionate about something than you are to make yourself a more competitive applicant, it’s a bad move.

Use your own, unique voice. The essay portion of a scholarship application is your chance to stand out by using your voice. Nobody else, regardless of their academic or professional achievements, is you. Take five minutes to brainstorm

Before you even start your essay, take some time to gather your thoughts. Think about what you’ll want the paper to focus on. Why did you choose to pursue your career path in the first place? Where do you want to be in five years? How would this scholarship help you further your studies and work toward your goals?

Once you’ve jotted down a few ideas, choose one or two to center your essay on. Identifying the focus of your paper, it’ll make it easier to keep your thoughts organized. In turn, it’ll make it easier for the reader to follow.

Stay within the word limit

Unlike the four-page essays that you may have written in English class, scholarship essays are often only a paragraph or two. In order to respect the selection committee’s time, be wary of going too far about the specified word count. A general rule of thumb is to stay within 20 words above or below the limit. That may entail a few rounds of edits to get the wording just right.

Stay positive!

Feel free to use part of your essay to talk about your life’s challenges. After all, the selection committee often wants to give the award to a candidate who needs it. However, make sure your anecdote doesn’t devolve into a sob story. If you’re going to bring up hardships you’ve endured, try to balance it by talking about how you’ve overcome them. I first decided that I wanted to pursue a career in environmentalism in early high school. The summer after my freshman year, I joined a volunteer program at an eco-conscious farm in my community. In addition to helping out with the operations, I learned about current environmental issues related to farming and other consumer industries.

After learning about the agricultural industry’s impact on the planet, I was inspired to make a difference. The next year, I started a monthly earth magazine at my high school in which we broke down environmental issues and offered tips on how to be more eco-friendly. When I started college, I founded an on-campus publication with the same mission.

In recent years, I’ve been troubled to see how some media outlets downplay the gravity of issues like climate change and deforestation. I’ve admired reporters who publish trustworthy and comprehensible information about environmental issues, and I aim to follow in their footsteps.

When I entered college, I was initially concerned that I wouldn’t have enough money to finish my degree. Fortunately, I’ve been able to cover most of my tuition using merit scholarships and paychecks from my part-time job on campus. Receiving this scholarship would allow me more time to focus on acing my classes and pursuing environmental advocacy work on campus.

To achieve goals, write them down, make a plan and solicit support from a friend.

Setting and attaining goals is an important step in achieving success academically, in the working world and in life in general. Often people identify well defined goals and start out gung-ho and motivated toward achieving them, only to look back weeks later wondering where they got off track. New research suggests strategies to overcome this problem, providing empirical evidence that writing down your goals, committing to action steps and developing a support network dramatically increases success in attaining them. Michigan 4-H Youth Development offers strategies to help you achieve the goals you set.

A widely accepted goal setting practice is to decide what you want to obtain or achieve and then write down a “SMART” goal. SMART goals are S pecific in that they define the who, what, when and where of your goal. SMART goals should also be M easureable, so you can track your progress and they should be something that is personally within your ability to A ttain. Finally, they should be something that is R ealistic for you to achieve and set within a specific T imeframe.     

The next phase, where many goal setters fall short, is to plan the steps you need to take and then put your plan into action. Questions to consider include:

  • What activities do I need to complete to achieve my goal and in what timeframe?
  • What resources do I need?
  • Who can help me achieve my goal?

Additionally, you need to anticipate potential problems and brainstorm possible solutions. Find a supportive friend or network to help you stay on track with your goal and touch-base weekly with those friends to resolve issues and to assist in staying focused on success.

A recent study by Psychology Professor Dr. Gail Matthews confirms the importance of the steps above to achieve goals, providing empirical evidence that supports the practice of writing down goals and committing to action steps. Her research also highlights the effectiveness of goal setters soliciting a supportive friend to hold them accountable for completing their action steps through weekly progress updates. Matthews’s study broke participants into five groups, each with different instructions. The first group had unwritten goals, the second wrote their goals down, the third wrote down both goals and action commitments, the forth wrote goals and actions and gave them to a friend, and the fifth group gave their written goals and actions to a friend and also provided weekly updates.

The results of the study showed that 76 percent of participants who wrote down their goals, actions and provided weekly progress to a friend successfully achieved their goals. This result is 33 percent higher than those participants with unwritten goals, with a success rate of only 43 percent of goals achieved. This study shows the value of taking the time to write down your goals, create an action plan and develop a system of support to hold yourself accountable for achieving your goals.

Many scholarship applicants often have to write a “How will this scholarship help you achieve your goals” essay. This gives the scholarship committee an understanding of how the scholarship will help students pursue their goals.

Needless to say, the essay is very important for the scholarship application. This is where students can show off their personality. Students should make sure to write a unique composition which answers the essay question.

Think About Your Goals

It can be challenging to think about what your goals are after college. This is especially true if you haven’t decided on a major and have no idea what you want to study.

If you find yourself struggling to determine what your career goals are, try brainstorming before you start writing. Think of what your short-term and long-term goals are and write them down. What skills do you need to achieve these goals?

When starting to write your essay , make sure you open with a catchy introduction. This can be a question, an anecdote or a personal story. You want to grab your reader’s interest right away. Start with something unique, rather than using a generic sentence that any other student can use.

Explain the Inspiration Behind Your Goals

You’ll then want to explain the inspiration behind your goals. What led you to want to pursue these goals? What experiences have you had in life which have influenced you and your dreams?

Discuss Your Goals

After discussing your past experiences, talk about your education and career goals . Do you have a major? How will it help you achieve your goals?

Do you have long-term goals you can talk about? The scholarship provider doesn’t expect you to have long-term goals set in stone so don’t worry if you don’t. Instead, you can write about how you wish to impact others.

Make a Creative Conclusion

In your conclusion paragraph, you should summarize the major points in your essay.  Then finish with a closing thought. You should try to make it creative and unique. You want to leave a lasting impression on the reader.

After you finish writing your essay, make sure you proofread it several times. The last thing you’d want to do is turn in an essay with grammar mistakes.

Scholarship Goals Essay Example

It was November, 2016, a few days before Thanksgiving. My class took a field trip to a soup kitchen to serve lunch. I poured piping hot soup into bowls while people started to fill the room. It was a great way to warm up on the frigid November day. Their eyes seemed empty and sad. “Happy Thanksgiving” we said to one another, as our eyes locked.

A few days later, as I sat surrounded by family, turkey, gravy and pumpkin pie, I couldn’t help but feel like something wasn’t right. Why was I so fortunate to have access to all this food? I thought of the people from the soup kitchen and wondered where they were. I knew right then and there that my purpose in life was to help people.

I returned to the soup kitchen as a volunteer a week later, and a week after that.

I envisioned the realm of possibilities for these people. “I would connect him with a rehab program, her with daycare for her baby so she could find work,” I thought to myself while volunteering. I have dreams of one day being able to help people make changes in their lives.

For this reason, I will be starting my undergraduate degree in social work at Boston University in the fall. I am certain that my studies will instill within me the skills and knowledge I need to pursue a career as a social worker. I hope to be able to help those who are less privileged find hope in their lives.

This scholarship will help me achieve my educational and career goals. I have been working hard to save up for college, but with the exorbitant costs of tuition, my part-time jobs haven’t been enough. I am planning to work during my undergraduate degree, but I do wish to focus a lot of my time on my studies. This scholarship will help by lowering the costs of college and the amount of hours I’ll need to work throughout my studies. This way, I’ll be able to continue with my academic achievements. It will also give me time to find an internship. I am hoping to find an internship at a homeless shelter in the Boston area.

It has been two and a half years since I first walked into that soup kitchen. That day without a doubt has changed the course of my life. My experiences there, talking with people and hearing their stories, have instilled within me a passion to help people make positive changes in their lives. This scholarship will allow me to pursue the education I need to achieve my goals.

The way that I will help myself is by pushing myself and telling myself that “I will succeed”. As long as I stay on top of my assignments and push my way through, I will reach my goal.

The way that Walden University will help me through my path is to guide me through my journey. There are many support services and very useful through my program. The only way to realize positive change in my life is by making choices.

I am fortunate to already have a Walden graduate by my side as my mentor who supports my goals. He had graduated from Walden three years ago and he has encouraged me to look at Walden whenever I had mentioned that I was looking for a school to earn my degree. Having someone who knows the inner works of the University and has been a great resource this far and I expect that he will be a great help if I would need any help in the future. He has been asking me how my class is going and fully supports my educational goals. Someday, I will be able to provide the same kind of support and knowledge to another student and help him/her along their path.

An old high school teacher once said, “Setting a goal in life is not the main thing. It is how you will decide where to go with it and how you will achieve it”. Til this day, he is still teaching at the high school. By writing this paper, I have laid out the necessary framework for having a solid plan that will lead me to success as a student at Walden. What was the reason you started your business? Maybe it was a desire to achieve something or a drive to create and fulfill some greater sense of purpose. But it was probably also about creating the kind of life you want. The drive for many entrepreneurs is a sense of freedom—the freedom to follow your dreams, to work on projects you’re passionate about and to build the kind of lifestyle you desire, none of which may be possible with many other types of careers.

But many entrepreneurs don’t feel a sense of freedom. Instead, they feel the heavy weight of their responsibilities, or they may even feel trapped by their role and constantly providing for the needs of their business.

A “freedom business” is one that lets you focus on the things that matter most to you, giving you control over your daily life and enabling you to build the lifestyle you dream about.

Here are six steps for transforming your business into a true source of freedom.

Building your freedom business starts with determining what freedom looks like for you. This might not be the easiest thing to imagine, but if you didn’t have the daily responsibilities you currently have, what would you like to do? Would you still want to work in your business, or would you want it to run itself completely? How much of a hand would you have in steering the business and in daily operations? Get concrete with this and set a goal.

2. Assess Where You Are

Now that you have a target in mind and know what you want your business to eventually look like, take a look at where you are on the road to achieving that. How much time do you currently spend in the business? How much of the work are you doing, and how much of it requires you to do it? In other words, how much of it is work that no one else can complete? How would the business run if you were to disappear for a week? This will show you where you need to begin making changes.

3. Determine Key Roles And Priorities

For a business to function well on its own, every person within the organization needs to have clear objectives and work together toward the same purpose and priorities. As the leader, it’s your job to ensure each person understands the role they play in the success of the organization, and that they feel empowered to fulfill their role and solve problems at the level they arise. That means looking for people’s strengths and placing them in roles where they will naturally excel. When everyone understands their role and is empowered to solve problems and lead from their level, teams can operate without the need for your frequent input.

4. Delegate Responsibilities

Now look at your responsibilities: How many of these do you want to continue to have in the long term? For me, rather than working in the business, I want to focus on working on the business, where my responsibilities are about directing where my business will go. My role is a creative one. But that requires delegating all of the tasks aside from the creative ones I really want to work on.

This can be difficult for many entrepreneurs. It’s challenging to trust others with something you’ve worked so hard to build. But if you have the right team members in place, and you’ve empowered them to make decisions with your business’s purpose and priorities in mind, your business can continue to grow in a way it never could when it was limited by how much you alone could accomplish. Delegating responsibilities creates immense room for business growth . Additionally, research shows that employees’ job satisfaction increases when they are empowered to do their jobs.

5. Begin Stepping Back And Set Up A Method To Monitor

Once you’ve delegated the majority of your responsibilities and have a system of accountability, it’s time to begin stepping back. You can do this cautiously at first by taking a less active role and simply observing while being present for your team if they need you. This is a great time to set up a system to monitor your business’s progress and establish lines of communication for when your team needs your support.

Practice using these lines of communication, but encourage your team to solve problems without you. As long as you are the default problem solver, you cannot have a freedom business. When your team feels confident (even if you don’t feel confident), it’s time to test their independence. Take a vacation or a sabbatical for a week and see how well they handle things without you. I worked my way up to a one-month vacation last year. I was so grateful for all of the work I’d done building the team that enabled me to travel while the business continued thriving.

6. Maintain Focus On Priorities

If your business passes your test, congratulations! You’ve created your freedom business. Continue to monitor how things go, and as you build trust in your team and your systems, you may not need to monitor as closely. Continue to work on the creative side of your business and check in regularly not just to pass on your ideas to your team to implement, but also to ensure everyone focuses on the business’s purpose and priorities so they’re working together to move toward the same target.

Your business should be a source of freedom, enabling you to live the life you desire. To achieve this, take concrete steps: Define your goals, assess your current situation, empower your team, delegate responsibilities and gradually step back while maintaining focus on priorities. Embrace the journey toward your ultimate freedom business, and you can experience the fulfillment of building a life aligned with your aspirations.

Achieving the SDGs is an all-hands-on-deck affair and requires strong partnerships

In September 2015, world leaders gathered at the United Nations and adopted the 2030 Agenda for Sustainable Development. It is a bold action plan to end poverty, inequality and injustice, protect the planet, and ensure prosperity for future generations. At the heart of the 2030 Agenda are the Sustainable Development Goals (SDGs), a universal call for urgent action and a strong commitment to build a sustainable future together while leaving no one behind.

From eradicating poverty and hunger to promoting health, innovation, gender equality, and environmental sustainability, the ambitious SDGs encompass a wide range of interrelated issues that require comprehensive and collaborative solutions on top of individual commitment. Concerted efforts and strong partnerships among national, regional, and global actors are essential. The 2030 Agenda authors note that “All countries and all stakeholders, acting in collaborative partnership, will implement this plan.”

Partnerships foster innovation by joining diverse perspectives and ideas

It is no secret that great achievements can rarely be obtained by a single person or entity, or, as one of the greatest basketball players of all time, Michael Jordan, put it “Talent wins games, but teamwork and intelligence win championships.” Therefore, WIPO has always been interested in joining forces with international organizations, governments, civil society, businesses, academia, and others to build a better future for all by promoting creativity and innovation as underpinned by intellectual property.

SDG 17 is often seen as an enabler for attaining the other goals and does not receive as much spotlight as other SDGs.

While traditionally WIPO’s work is primarily connected to SDG 9, that calls for the development of industry and infrastructure, IP, innovation and creativity are instrumental for advancing the other SDGs and their specific targets. Therefore, beyond its fundamental mandate to act as a neutral, inclusive, and transparent multilateral forum fostering cooperation among its Member States, WIPO also adopted a multi-stakeholder approach to address pressing global challenges for which IP has a role to play.

SDG 17 is often regarded as an enabler for attaining the other goals, and therefore does not receive as much spotlight as other SDGs. Our experience, however, shows that strong partnerships are essential for several reasons. First, no single stakeholder or entity has all the resources and expertise necessary to address the complex challenges outlined in the SDGs. By using our complementary strengths and pooling resources together, partnerships enable the global community to develop and implement solutions that are more effective and efficient.

Additionally, partnerships foster an innovative approach by bringing together diverse perspectives and ideas. Collaborative initiatives promote cross-sectoral learning, knowledge and experience exchange, and lead to the development of novel strategies and practices for achieving successful outcomes.

And finally, partnerships help us to amplify impact by promoting collective action and generating broader support for the SDGs. By engaging a wide range of stakeholders, including grassroots organizations, youth, women, SMEs, Indigenous Peoples and local communities, we work side by side to help build momentum and foster a sense of shared ownership and commitment to the SDGs.

Prominent WIPO initiatives and activities with partners contribute to the SDGs

In global health, the trilateral cooperation among WIPO, the World Health Organization (WHO) and the World Trade Organization (WTO) is focused on coordinating the efforts of all three organizations. This is to support policymakers worldwide and help them in addressing public health issues, particularly as they relate to IP and trade. In the context of the COVID-19 pandemic, WIPO, WHO and WTO Directors General agreed to enhance the existing cooperation framework. Three workshops have already been organized, reflecting on IP licensing, technology transfer, and sharing of know-how and clinical trial information; accessing and using information resources for the pandemic response; and innovation and access to diagnostics for COVID-19 and beyond.

In the pursuit of advancing global health, WIPO also partnered with the Department of Biotechnology (DBT) of the Ministry of Science and Technology of India, the Indian Institute of Technology Delhi (IIT Delhi) and the Indian Institute of Technology Bombay (IIT Bombay) to launch the WIPO Global Health Innovation Fellowship. This program is to provide training to aspiring medical technology creators, enabling them to recognize unaddressed health challenges, invent corresponding technologies, and equip them with the skills to integrate these technologies into patient care. Four fellows from Africa will be sponsored by WIPO to form the first cohort in 2024.

In the area of clean energy and climate action, the WIPO Green online platform brings together key stakeholders to catalyze green technology innovation and diffusion through its database, network, and acceleration projects. Over 150 organizations partnered with WIPO Green so far to build a network committed to fighting climate change and environmental challenges. From IP offices to ministries, SMEs, and Fortune 500 companies, WIPO cooperates with various local stakeholders on developing innovative solutions to address climate change on the ground. For example, the Acceleration Project in Latin America is aimed at fostering sustainable technology solutions related to climate smart agriculture and to further developing connections between technology seekers and providers around the issue of food security. WIPO’s project partners include the national IP Offices and other government entities in Argentina, Brazil, Chile, and Peru.

Regarding quality education, the WIPO Academy leads our work on inclusive access to IP knowledge and skills. For example, in collaboration with UNESCO, the WIPO Academy is scaling up education opportunities for girls and female scientists in STEM. The ATAL Innovation Labs constitutes a cooperation agreement between WIPO and the National Institution for Transforming India (NITI) aiming to work together on aiding WIPO Member States in the creation of innovation labs, incubators, and other activities that will cultivate essential IP skills among youth. The Innovation Hubs – TANIT Project was developed in collaboration with the Tunisian Ministry of Youth and Sports (MOYS), the National Institute for Standardization and Industrial Property (INNORPI), and the Tunisian Organism for the Protection of Copyrights and Related Rights (OTDAV). Within the framework of this project, WIPO already delivered a preliminary training for fifty Tunisian youth at the Mannouba Youth Center.

On gender equality , an IP and Gender Working Group was set up by WIPO in 2023 to promote and support gender initiatives and partnerships focusing on the economic empowerment of women and other underrepresented communities. The International Trade Centre (ITC), WTO’s Gender Research Hub and other organizations are WIPO’S key partners in developing these initiatives.

Building collaboration comes with challenges

While these and many other successful partnership examples are at the heart of WIPO’s work on SDGs, that does not mean that building collaborations is a challenge-free process. WIPO is very careful about choosing the right partners and examining their accountability and transparency. The recently established Partnerships Review Committee has the role of reviewing the due diligence process undertaken by WIPO’s divisions and units before entering partnership arrangements that involve a financial contribution from the Organization. The goal is to ensure that our prospective partnerships will generate the best results in the safest and most cost-effective manner.

Achieving the SDGs is indeed an all-hands-on-deck affair that demands strong collective action.

Despite potential challenges, the imperative for forging effective partnerships remains essential for WIPO and its commitment to reaching the SDGs. As we already surpassed the halfway mark of the 2030 Agenda implementation timeline, accelerating progress towards the SDGs requires renewed commitment and action on all levels. Achieving the SDGs is indeed an all-hands-on-deck affair that demands strong collective action. By working together across sectors and borders, we can harness the collective power of humanity to build a more equitable, sustainable, and prosperous future for all. The time for action is now, and the success of the SDGs depends on our ability to unite in pursuit of a shared vision of a better world.

Title: the landscape of emerging ai agent architectures for reasoning, planning, and tool calling: a survey.

Abstract: This survey paper examines the recent advancements in AI agent implementations, with a focus on their ability to achieve complex goals that require enhanced reasoning, planning, and tool execution capabilities. The primary objectives of this work are to a) communicate the current capabilities and limitations of existing AI agent implementations, b) share insights gained from our observations of these systems in action, and c) suggest important considerations for future developments in AI agent design. We achieve this by providing overviews of single-agent and multi-agent architectures, identifying key patterns and divergences in design choices, and evaluating their overall impact on accomplishing a provided goal. Our contribution outlines key themes when selecting an agentic architecture, the impact of leadership on agent systems, agent communication styles, and key phases for planning, execution, and reflection that enable robust AI agent systems.

Netanyahu’s pledge to invade Rafah could undermine efforts to reach a cease-fire deal.

Prime Minister Benjamin Netanyahu of Israel once again pledged on Tuesday to launch a ground invasion into the southern Gazan city of Rafah, a move that could undermine efforts to negotiate a cease-fire agreement after seven months of war in the Palestinian enclave.

The United States, Qatar and several countries have been pushing to get a cease-fire deal, with Secretary of State Antony J. Blinken visiting the region and expectations rising that Hamas and Israel might be edging closer to an agreement.

But with Hamas arguing that any agreement should include an end to the war, and with right-wing politicians in Israel threatening to leave the government coalition if the long-planned incursion into Rafah is delayed, Mr. Netanyahu made clear that Israel would reserve the right to keep fighting.

“The idea that we will halt the war before achieving all of its goals is out of the question,” he said in a meeting with the families of hostages held in Gaza, according to a statement from his office. “We will enter Rafah and we will eliminate the Hamas battalions there — with or without a deal, in order to achieve the total victory.”

Israeli officials have said repeatedly that they plan to move into Rafah, but over the weekend, they made clear they were open to holding off if it meant they could secure the release of hostages taken when Hamas attacked Israel on Oct. 7. One official also suggested that Israel was using the threat of an imminent military maneuver to press the armed group into a hostage deal.

In anticipation of an offensive, some families in Rafah have been moving north into areas of Gaza that had already been attacked by Israeli forces, but on Tuesday, the scale of the evacuation remained unclear. As of last week, more than one million Gazans, many of them previously displaced from other parts of the territory by Israeli bombardment, were still sheltering in the city in makeshift tents.

American officials and other allies have been pressing Israel to either avoid an assault on Rafah or develop specific plans to adequately minimize civilian casualties.

On Tuesday, Mr. Blinken met with officials in Jordan to discuss the war between Israel and Hamas, and to press for peace and an increase in humanitarian aid. There was no immediate reaction from the State Department to Mr. Netanyahu’s remarks.

Prime Minister Rishi Sunak of Britain spoke to Mr. Netanyahu on Tuesday, his office said in a statement. The British leader “continued to push for an immediate humanitarian pause to allow more aid in and hostages out” and said that Britain’s focus was on de-escalation, it said.

For weeks, cease-fire talks had been at a standstill. But Israeli officials have said that negotiators had reduced the number of hostages they want Hamas to release during the first phase of a truce, opening up the possibility that the stalled negotiations could be revived.

A senior Hamas official said on social media on Monday that the group was studying a new Israeli proposal.

A Hamas delegation met with officials in Egypt’s intelligence service on Monday, according to a senior Hamas official, who spoke on condition of anonymity to talk about sensitive discussions between Hamas and Egypt.

The White House presses Hamas to accept the cease-fire deal on the table.

The White House said on Tuesday that “time is of the essence” for cease-fire talks in the Middle East as negotiators tried to broker a deal to pause the war in Gaza and secure the release of dozens of hostages held by Hamas since the Oct. 7 terrorist attack.

President Biden’s advisers feel a sense of urgency to finally break through the months of stalemate while Israeli leaders appear open to an agreement and before they open their long-threatened military assault on Rafah, the southern Gaza city where more than one million Palestinians have taken refuge.

“I wouldn’t say that we’re overly confident,” John F. Kirby, a White House spokesman, told reporters, attempting to lower expectations given the history of failed talks until now. “I would say we’re being very pragmatic about this. This is a good proposal. This is a very good proposal and Hamas ought to jump on it and time is of the essence.”

The American-sponsored proposal would halt the war for about six weeks in its first stage in exchange for the release of women, older men and hostages with health conditions. Israel has agreed to lower the number to be released in that first stage to 33 from 40 and would also release hundreds of Palestinians held in its prisons.

Mr. Kirby made clear that the United States remained opposed to an Israeli ground offensive against Hamas in Rafah without an effective plan to protect civilians, which American officials have said they have not seen. “We don’t want to see a major ground operation in Rafah,” Mr. Kirby said. “That hasn’t changed.”

But he gave Israel credit for doing more to ease the humanitarian crisis in Gaza since Mr. Biden threatened to rethink his support for Israel’s military operation during a call with Prime Minister Benjamin Netanyahu of Israel four weeks ago.

He said more than 5,000 trucks of food, medicine and other goods have entered Gaza since then, with about 200 more trucks a day and sometimes as many as 400.

As Israel plans to invade Rafah, a family makes the difficult choice to uproot itself again.

Mohammed Foara said his wife could not stop talking about how much she wanted to flee Rafah, where their family was among more than a million people who had sought safety from Israeli bombardment and fighting elsewhere in Gaza.

Their oldest child had already been killed by an airstrike in Nuseirat, in central Gaza, where the family had sheltered before they came to Rafah. As Israel warned it was preparing to invade Rafah, she asked him: Is that not reason enough to leave?

Finally, Mr. Foara agreed, he said, and the family packed up their meager possessions and moved for a fifth time in nearly seven months of war. They joined some Palestinians who have begun to flee, once again, this time leaving Rafah, Gaza’s southernmost city, before a widely anticipated Israeli attack.

“I escaped Rafah just to keep the other children alive and safe,” said Mr. Foara. He has been haunted by the death of his son, Anas, 21, who was killed by an airstrike when he went out to find cigarettes.

“I fear for them more and more,” he said of his four surviving children.

Israel has called Rafah the last Hamas stronghold in Gaza, and said that invading the city is key to its goal of dismantling the group behind the Oct. 7 attack, which Israeli officials say killed about 1,200 people.

The war in Gaza has killed more than 34,000 people, according to local health authorities. Some 1.7 million — in a territory of roughly 2.2 million — have been driven from their homes, many of them multiple times, according to the United Nations.

The Foara family fled their home in Gaza City early in the war, where they moved within the city twice, and then spent four months in Nuseirat. They went to Rafah after their son was killed.

They are now in an area near the central Gazan city of Deir al Balah, in a camp that is so new that there are not yet any humanitarian groups working there, and there is no medical assistance, either, Mr. Foara said. They received a nylon-and-cloth tent from local residents marked with the number 170.

“That means there are more than 170 families in this area,” Mr. Foara said on a recent day last week, the hot sun beating down. “I hope to not evacuate this place.”

Residents in the area who have remained in their homes amid the war helped Mr. Foara build the tent, he said, and gave his family water.

At the entrance to the camp, there are vendors selling falafel and other food at prices that have been inflated by the war. A tank of water costs about $100, but before the war it cost about $25, Mr. Foara said.

That is too much for Mr. Foara, who before the war was paid about $400 per month as a civil servant for the Palestinian Authority, a rival to Hamas. He is determined to keep his family alive, but sometimes the weight of the tragedy that has befallen them — and the rest of Gaza — is almost too much to bear.

“I feel like I am just a block of negative feelings — anxiety and depression,” he said. “We used to watch these scenes of tents in Yemen and Syria, and now it is a reality here.”

The U.N.’s top court declined to ban Germany’s weapons sales to Israel.

The United Nation’s highest court on Tuesday rejected a request from Nicaragua to order Germany to stop supplying arms to Israel.

The judges on the International Court of Justice said no special court order was required, citing Germany’s arguments that it has stringent licensing standards to avoid the misuse of weapons and that it had issued few export licenses since late last year.

The judges’ decision pertained to a broader case brought by Nicaragua against Germany with potentially wide implications on whether suppliers of military aid to Israel share some responsibility for how the weapons are used.

Still, the judges did not grant Germany’s request to throw out the main complaint that Nicaragua has filed against Germany, meaning that case is likely to go ahead.

Nicaragua has argued that Germany is violating the 1948 Genocide Convention because its military and financial aid to Israel is facilitating the possible commission of genocide in Gaza.

A final decision on that Nicaraguan complaint may have to await the court’s decision on a separate case brought by South Africa, alleging that Israel has committed genocide. The decision in the South African complaint could take up to two years.

With the death toll rising from the conflict in Gaza, however, Nicaragua had also asked the I.C.J. to issue an emergency order for Germany to halt its arms exports to Israel altogether and to ensure that weapons already supplied were not unlawfully used.

A majority of the panel declined the request in a 15 to 1 vote, but the court said in its ruling that it “remains deeply concerned about the catastrophic living conditions of Palestinians in the Gaza Strip.”

The ruling, signed by the court’s president, Nawaf Salam, reminded nations of their obligation to avoid providing arms that might be used to violate the Genocide Convention. “All these obligations are incumbent upon Germany as a State party to the said Conventions in its supply of arms to Israel,” the decision said.

William Schabas, a professor of law at Middlesex University in London, said that warning “has provided ammunition to lawyers who will challenge arms shipments to Israel before domestic courts, as is happening right now in several countries.”

The German Foreign Ministry welcomed the court’s ruling.

“Germany is not a party to the conflict in the Middle East — on the contrary: We are working day and night for a two-state solution,” the ministry said in a statement on social media.

The statement added that Germany was also working to ensure that humanitarian aid reaches Gazans and that Hamas was responsible for setting off a “spiral of suffering” in the region, against which it said Israel had a right to defend itself.

Germany and Nicaragua are parties to the 1948 Genocide Convention, which binds them to act to prevent genocide, defined as the intent to destroy a group not only by killing or causing serious bodily or mental harm, but also by inflicting “conditions of life calculated to bring about its physical destruction in whole or in part.”

Israel has repeatedly denied accusations that it is carrying out a genocide in Gaza, arguing that its military has worked to preserve civilian life and that Hamas has used civilians as human shields.

Earlier this year, the I.C.J. found in the South African case that the risk of genocide taking place was plausible. The court issued separate interim orders, requested by South Africa , specifying that Israel must prevent its forces in Gaza from taking actions that are banned under the Genocide Convention, must prevent and punish public statements that constitute incitements to genocide, and must allow more access to humanitarian aid. The judges also called for immediate release of all hostages still held by Hamas.

Germany, a staunch ally of Israel, is second only to the United States in providing it with military assistance. But in presenting its case before the I.C.J., it argued that its shipments to Israel are always licensed under German and European rules. The main thrust of Germany’s argument was that almost all of its recent military assistance to Israel was nonlethal aid.

Unlike Germany, which has given the I.C.J. full jurisdiction, the United States has shielded itself and on most issues has to consent to a case. It has protected itself even further from the Genocide Convention, signing the convention but explicitly refusing the court’s jurisdiction here.

Critics of the Nicaraguan government say that its pursuit of Germany for breaking international law is hypocritical: A recent U.N. report accused Nicaragua of “systematic human rights violations” and increasing repression of government opponents at home.

Germany’s military support of Israel is being challenged, despite the I.C.J.’s decision.

Even as the U.N.’s highest court declined to order Germany to stop sending arms to Israel, another lawsuit in a German court sought to cut off the flow of military aid.

Several rights groups filed a joint lawsuit against the German government in an administrative court in Berlin in early April. The suit seeks to suspend the delivery of weapons yet to be sent to Israel under current export licenses issued by the German government, and to block any additional arms deliveries. This week, the court said it expected that Germany would not authorize any more exports until it had issued its ruling.

Germany, a staunch ally of Israel, is the second-largest provider of military aid to the country after the United States.

Earlier this month, Nicaragua brought a case against Germany at the International Court of Justice, where it argued that Germany was violating the Genocide Convention by providing Israel with military and financial aid amid Israel’s military campaign in Gaza. On Tuesday, the I.C.J. decided against issuing an emergency order that would have required Germany to stop providing arms to Israel.

Germany’s legal team had argued before the I.C.J. that most of its exports to Israel were nonlethal, such as protective gear, communications equipment and defense equipment against chemical hazards .

But Nicaragua and the rights groups have mentioned that Germany has delivered 3,000 antitank weapons, as well as items like spare parts for vehicles, which could be used as part of the ongoing military offensive even though they were described as nonlethal.

The Berlin-based European Center for Constitutional and Human Rights, or E.C.C.H.R., joined with three Palestinian legal and human rights organizations to file the lawsuit on behalf of five Palestinians living in Gaza who have lost family members during Israeli rocket attacks.

The lawyers argue that Germany is violating its obligations under international law, as well as its own weapons control act, by supplying arms to Israel. The weapons, they say, are “being used to kill and displace civilians, destroy civilian infrastructure in Gaza, as well as control and limit the transfer and distribution of humanitarian aid.”

On Tuesday, Berlin’s administrative court said it had told the German government last week that it must not issue any additional export licenses while the case is being deliberated, and to inform the court if it intends to export any more weapons so that the court could make an emergency ruling on the matter. A ruling is currently expected by June, according to German news media reports.

“A basic prerequisite for a rules-based and human rights-oriented German foreign policy is respect for the law in its own decision-making,” Wolfgang Kaleck, the general secretary of the E.C.C.H.R., said in a statement when the lawsuit was filed on April 12. “Germany cannot remain true to its values if it exports weapons to a war where serious violations of international humanitarian law are apparent.”

Israel’s conduct in the war has increased both international and domestic pressure on the German government to take a tougher stance toward Israel.

In recent months, Germany has begun to signal the limits of its support for Israel’s military campaign: It has voiced objections to Israeli plans to attack the southern border town of Rafah, where more than a million Gazans have sought shelter. Annalena Baerbock, the German foreign minister, said during a visit to Israel last month that she would send a delegation to the country to “remind” it of its obligations under international humanitarian law.

On Tuesday, Prime Minister Benjamin Netanyahu of Israel once again pledged to launch a ground invasion into Rafah, despite ongoing efforts to negotiate a cease-fire agreement in the war in Gaza.

Blinken’s Mideast tour continues in Jordan, where he discussed humanitarian aid for Gaza.

Secretary of State Antony J. Blinken visited a warehouse in Jordan on Tuesday where workers were loading trucks for the first attempt to send medical and food aid overland from Jordan to the Israel-Gaza border crossing of Erez. He praised the start of the new aid corridor and also said a pier being built by the U.S. military to bring aid by sea to coastal Gaza would be operational in about one week.

“This is real and important progress, but more still needs to be done,” he told reporters traveling with him across the Middle East this week. “And in particular, we have to make sure our focus is not on inputs, but on impact and really measuring whether the aid that people need is getting to them in an effective way.”

Distribution of aid in Gaza has been a challenge, especially in the devastated northern part of the strip. That has been made more difficult by the fact that the Biden administration recently said the United States had stopped giving money to the United Nations Relief and Works Agency, the main aid agency operating in the strip, after Israel accused some of its workers of taking part in the Oct. 7 attacks in southern Israel.

The trucks bound for Erez are organized by the Jordan Hashemite Charity Organization, and the aid has been donated by various international groups. The first of these trucks were scheduled to leave the warehouse near the city of Zarqa, Jordan, on Tuesday night and to arrive at Erez on Wednesday, when Mr. Blinken will be in Israel to speak with Israeli officials. Workers put wooden pallets of boxes of aid onto the trucks using forklifts.

Shortly before arriving at the warehouse in the early evening, Mr. Blinken met with several Palestinian women who had left Gaza during the war and who still have family members there.

“I heard the suffering that they endured and that their friends and family continue to endure every day,” Mr. Blinken said.

Mr. Blinken also called on Hamas to commit to an agreement to release some civilian hostages in exchange for a temporary cease-fire and the liberation of scores of Palestinian prisoners.

The Biden administration is trying to increase pressure on Hamas to accept the deal. Israeli officials said this week that they were willing to lower their demand for the number of hostages in an initial release to 33 from 40.

Mr. Blinken discussed the proposed deal at meetings in Saudi Arabia on Monday and again in Jordan on Tuesday. He planned to do the same in Israel on Wednesday, according to State Department officials.

After arriving in Jordan on Tuesday afternoon, Mr. Blinken first went to separate meetings with the foreign minister, Ayman Safadi, and with King Abdullah II.

Matthew Miller, a State Department spokesman, said Mr. Blinken and the Jordanian king discussed the cease-fire proposal along with Jordan’s humanitarian aid contributions to Gaza.

On his seventh trip to the Middle East since the war began last October, Mr. Blinken and his aides have been trying to work on a range of issues, including Israel’s continuing need for U.S. weapons, the dire humanitarian crisis in Gaza and a plan for a political solution to the decades-long Israeli-Palestinian conflict.

Before he went to the aid warehouse on Tuesday, Mr. Blinken also met with Sigrid Kaag, the United Nations coordinator for Gaza, to discuss humanitarian aid needs in Gaza.

“This is a critical moment in making sure that everything that needs to be done is actually being done,” Mr. Blinken said at the start of the meeting.

In talks with Jordanian officials, Mr. Blinken also spoke about issues involving the leadership of the Palestinian Authority, which governs the Israeli-occupied West Bank.

The Biden administration has called for a more technocratic Palestinian Authority, which is considered by many Palestinians to be authoritarian and corrupt , in the hopes that it could help govern postwar Gaza — an idea that Israel’s government opposes. Jordanian officials have close ties with Mahmoud Abbas, the head of the authority, and other prominent Palestinians in the organization. Mr. Blinken has not met with Mr. Abbas on his trip.

Officials from Hamas and Fatah, longtime rivals, met in China.

Officials from Hamas and Fatah, the main Palestinian factions that have long competed for power in Gaza and the West Bank, met in Beijing recently for what Chinese officials on Tuesday called “in-depth and candid talks on promoting intra-Palestinian reconciliation.”

The discussions in Beijing were not expected to produce much. Israel’s bombardment of Gaza has deepened support for Hamas in the Israeli-occupied West Bank, where the Palestinian Authority — controlled by Fatah — has administered cities and towns for decades. U.S. officials have suggested that the Palestinian Authority could help govern a postwar Gaza, though that would most likely require approval from Hamas.

And that kind of power-sharing would require more compromise than currently seems possible. Fatah and Hamas met in late February in Russia without any apparent progress toward a unified government. They remain canyons apart on many issues, especially with Fatah demanding that Hamas dismantle its armed wing — a move that the militant group has repeatedly dismissed in the past.

And yet, for Beijing, the meetings most likely served a larger purpose: to present China as a great power and peacemaker in opposition to the United States.

Beijing helped restore diplomatic ties between Iran and Saudi Arabia , and it has also floated a set of principles to end the conflict in Ukraine, although Ukraine and its Western allies have said those principles lack credibility . Declaring solidarity with the Palestinian cause adds to the case China hopes to make to smaller countries around the world that feel alienated by the West, according to analysts.

“The thread which ties these initiatives to Beijing’s broader foreign policy is its claim to be able to represent developing countries, or what they like to call the ‘global south,’” said Richard McGregor, a senior fellow for East Asia at the Lowy Institute in Sydney.

“Such gestures, and they are in large part gestures for the moment,” he added, “fits with China’s current priorities, which is to learn the habits of a great power with the heft and skill to bring warring parties to the table.”

The officials who attended the gathering in the Chinese capital included Mousa Abu Marzouk, a senior member of Hamas’s political wing, and Azzam al-Ahmad, a member of the Fatah Central Committee, according to Palestinian officials.

Lin Jian, a spokesperson for China’s Foreign Ministry, told a news briefing on Tuesday that representatives of Hamas and Fatah had “recently” held talks in Beijing and had agreed to continue a dialogue. He did not specify when the meeting was held.

Fatah and Hamas have a fraught history . When Israel withdrew all its troops and citizens from Gaza in 2005, it handed power there to the Palestinian Authority. But Fatah lost a legislative election the next year to Hamas. In 2007, Hamas seized power in Gaza in a short and brutal civil war, dividing the Palestinians not only territorially, but politically.

Biden speaks to the leaders of Egypt and Qatar to press for Hamas’s agreement on a new cease-fire.

President Biden spoke on Monday with the leaders of Egypt and Qatar as he sought to increase pressure on Hamas to accept a deal that would result in a temporary cease-fire in the war in Gaza and the release of some of the hostages held there.

According to a statement from the office of President Abdel Fattah el-Sisi of Egypt, he and Mr. Biden discussed the negotiations and Egypt’s efforts to broker a cease-fire. They also reiterated their support for a two-state solution, discussed the importance of containing the conflict to the region and emphasized their opposition to a military escalation in the city of Rafah in southern Gaza, which Israel seems poised to invade.

Mr. Biden also spoke on Monday with Sheikh Tamim bin Hamad al-Thani, the emir of Qatar. According to the White House, Mr. Biden urged the Qatari leader “to exert all efforts to secure the release of hostages held by Hamas,” saying that “this is now the only obstacle” to an immediate cease-fire.

Mr. al-Sisi and Mr. al-Thani have been prime intermediaries with Hamas through months of fitful negotiations to reach a deal to halt the hostilities, and Mr. Biden hopes they will prod the group’s leader, Yahya Sinwar, to accept the U.S.-brokered proposal on the table. On Sunday, Mr. Biden spoke with Prime Minister Benjamin Netanyahu of Israel.

Karine Jean-Pierre, the White House press secretary, expressed a hopeful view of the prospects for an agreement. “In recent days, there has been progress in talks,” she told reporters at the White House.

Like other American officials, Ms. Jean-Pierre said that Hamas, not Israel, was the obstacle to an agreement.

“The onus is indeed on Hamas,” she said. “There is a deal on the table, and they need to take it.”
