Last year, Richard Welsh reported findings on the persistence of racial disparities in exclusionary school discipline practices. Despite suspensions declining over the past decade as schools reformed their policies, exclusionary disciplinary rates remained higher for African American students. Across the South, in-school suspensions (ISS) are particularly prevalent and disruptive to the education of racially minoritized students. Given these facts, Welsh has embarked on a new co-design process of ISS that leverages an existing research-practice partnership with a school district in Georgia to crack the code on truly resolving racial inequities in school discipline policies and practices.

Supported by a $474,178 grant from the William T. Grant Foundation and a $125,000 grant from the American Institutes of Research Equity Initiative, Welsh is leading a three-year project with the school district to understand the role of race and power in equity-centered research-practice partnerships, how the dynamics of the partnership affect partnership activities, and how these activities influence research use by school administrators, district leaders, and school board members.

“These are the three key decisionmakers who can advance racial equity in school districts through policies, programs, and personnel. They make decisions about codes of conduct, which disciplinary programs to implement, and who to hire, including behavioral specialists to support students’ social-emotional development,” said Welsh, associate professor of education and public policy at Vanderbilt Peabody College of education and human development.

“Improving the use of research evidence among education leaders via equity-centered research-practice partnerships can possibly lead to disruptive decisions necessary to addressing persistent racial inequities in school discipline. Also, turning the analytical lens on ourselves to examine how inequities might manifest in the partnership has implications for partnership and student outcomes,” Welsh added.

The research team will analyze their interviews with key decision makers, research-practice partnership primary investigators, and co-design team members. They will also observe school board meetings, school discipline committee meetings, and partnership meetings, as well as co-design workshops, district- and school-level documents, and materials to record the partnering process as well as the use of research evidence and disruptive decision-making. By engaging in cycles of disciplined inquiry to improve ISS processes, the partnership aims to reach its goal of improving youth outcomes.

The co-design process includes working with a team of school leaders and school personnel at three middle schools to analyze and reimagine their ISS process and infrastructure.

Discipline discrepancy? Study examines exclusionary discipline practices in Ohio schools

May 14—LIMA — Finding a healthy balance when it comes to discipline for children can be difficult for parents, but schoolteachers and administrators also face that same dilemma when it comes to their students. A recent report from the Children's Defense Fund of Ohio asserts that schools in the state are using more exclusionary measures for student discipline, such as out-of-school suspension and expulsion, and that this is happening more frequently to minority and disadvantaged students. Researchers expressed concern that this trend is contributing to student absenteeism rates, a trend they say contributes to the state's "community-to-prison pipeline."

The Children's Defense Fund's 2024 State of School Discipline in Ohio report was released in March, examining the frequency and distribution trends of exclusionary discipline measures in Ohio public schools in the 2022-2023 school year. According to the report, suspensions and expulsions have been trending up in Ohio since 2010, rising from 11.9 occurrences per 100 enrolled students in 2010-2011 to 14.3 occurrences in 2022-2023. This upward trend has continued, the report said, despite the enactment of Ohio's SAFE Act in 2018, which prohibits such forms of discipline from being used on early learners.

When it comes to who is receiving this discipline, the report said that the frequency of punishment leaned toward minority students and students with disabilities and economic disadvantages. Black male and female students were, respectively, 4.3 times and six times more likely to be suspended or expelled than their white counterparts. Overall, Black students were disciplined at a rate of 39.7 occurrences for every 100 students in 2022-2023 compared to eight occurrences for white students. Disabled students had a disciplinary rate of 22.2 occurrences per 100 students. When looking at economic disadvantage, students in this category accounted for 174,000 occurrences that school year compared to 35,000 occurrences for students not considered economically disadvantaged, with 81 percent of expulsions affecting economically disadvantaged students.

"The discipline rates for Ohio's students are trending in the wrong direction, especially for our middle-school and high-school students and students of color," CDF Ohio state director John Stanford said in a statement.

Looking at Lima

According to the Ohio Department of Education, almost 64 percent of student enrollment consists of racial minority students, and 100 percent of the district qualifies as being economically disadvantaged, having an adjusted median gross income of less than $27,600. Chronic absenteeism was at 39 percent for the 2022-2023 school year, down from 41.5 percent the prior year and 43.2 percent in 2020-2021. While the district has many of the demographic indicators highlighted in the CDF report, Superintendent Jill Ackerman pointed to the numerous programs and initiatives the district is utilizing to avoid exclusionary discipline measures.

"We have some in-school intervention programs, and we also have what we call OSIP, which is out of school," she said. "So if a kid is recommended for expulsion in middle school or high school, we have an alternative location where they can attend and stay in school. They can come over to South and go to school here for a period of time in lieu of expulsion as long as the parent comes to the hearing and agrees to it."

Ackerman also pointed to the Movement Academy at Lima Senior, which also acts as an alternative placement to help students avoid expulsion. Placement in these programs is dependent, Ackerman said, on the severity of the behavior exhibited by the student.

"But 98 percent of the time, it's going to be offered as an option because of the low-level severity of the offenses," she said.

Placement in these environments can be helpful, Ackerman said, because they provide a smaller environment with a closer teacher-to-student ratio.

"There's a counseling component to all of it," she said. "The Spartan Health Clinic provides some counseling because they're in the high school. So there's a lot of extra support that they're giving to all of those kids."

Considering proportionality in discipline is something that is always on the minds of teachers and administrators, Ackerman said. An additional factor that needs to be kept in mind is what the child experiences outside of school, she said.

"It's bigger than just a school issue; it's a community issue," she said. "It's the haves versus the have-nots. Socioeconomic status matters, and we just want to work with families and parents and do everything we can."

That effort could mean partnering with outside agencies like Health Partners, which runs the Spartan Health Clinic, to help provide resources to at-risk students, be it physical, mental or emotional support. That could include everything from counselors to food distributions.

"When you start peeling back the layers and getting to the root causes, sometimes it is really telling as to the reason for the behavior," Ackerman said. "We don't believe there are any bad kids. We believe there are some that are misguided or need some extra reinforcement. It's a rare occasion when we say that we've tried every single thing and nothing's working."

Attempts to reach Bath, Elida and Perry schools for comment in time for publication were not successful.

The college counselor at the Brooklyn high school where I’m a writing tutor advises against trauma porn. “Keep it brief , ” she says, “and show how you rose above it.”

I started volunteering in New York City schools in my 20s, before I had kids of my own. At the time, I liked hanging out with teenagers, whom I sometimes had more interesting conversations with than I did my peers. Often I worked with students who spoke English as a second language or who used slang in their writing, and at first I was hung up on grammar. Should I correct any deviation from “standard English” to appeal to some Wizard of Oz behind the curtains of a college admissions office? Or should I encourage students to write the way they speak, in pursuit of an authentic voice, that most elusive of literary qualities?

In fact, I was missing the point. One of many lessons the students have taught me is to let the story dictate the voice of the essay. A few years ago, I worked with a boy who claimed to have nothing to write about. His life had been ordinary, he said; nothing had happened to him. I asked if he wanted to try writing about a family member, his favorite school subject, a summer job? He glanced at his phone, his posture and expression suggesting that he’d rather be anywhere but in front of a computer with me. “Hobbies?” I suggested, without much hope. He gave me a shy glance. “I like to box,” he said.

I’ve had this experience with reluctant writers again and again — when a topic clicks with a student, an essay can unfurl spontaneously. Of course the primary goal of a college essay is to help its author get an education that leads to a career. Changes in testing policies and financial aid have made applying to college more confusing than ever, but essays have remained basically the same. I would argue that they’re much more than an onerous task or rote exercise, and that unlike standardized tests they are infinitely variable and sometimes beautiful. College essays also provide an opportunity to learn precision, clarity and the process of working toward the truth through multiple revisions.

Even if writing doesn’t end up being fundamental to their future professions, students learn to choose language carefully and to be suspicious of the first words that come to mind. Especially now, as college students shoulder so much of the country’s ethical responsibility for war with their protest movement, essay writing teaches prospective students an increasingly urgent lesson: that choosing their own words over ready-made phrases is the only reliable way to ensure they’re thinking for themselves.

Teenagers are ideal writers for several reasons. They’re usually free of preconceptions about writing, and they tend not to use self-consciously ‘‘literary’’ language. They’re allergic to hypocrisy and are generally unfiltered: They overshare, ask personal questions and call you out for microaggressions as well as less egregious (but still mortifying) verbal errors, such as referring to weed as ‘‘pot.’’ Most important, they have yet to put down their best stories in a finished form.

I can imagine an essay taking a risk and distinguishing itself formally — a poem or a one-act play — but most kids use a more straightforward model: a hook followed by a narrative built around “small moments” that lead to a concluding lesson or aspiration for the future. I never get tired of working with students on these essays because each one is different, and the short, rigid form sometimes makes an emotional story even more powerful. Before I read Javier Zamora’s wrenching “Solito,” I worked with a student who had been transported by a coyote into the U.S. and was reunited with his mother in the parking lot of a big-box store. I don’t remember whether this essay focused on specific skills or coping mechanisms that he gained from his ordeal. I remember only the bliss of the parent-and-child reunion in that uninspiring setting. If I were making a case to an admissions officer, I would suggest that simply being able to convey that experience demonstrates the kind of resilience that any college should admire.

The essays that have stayed with me over the years don’t follow a pattern. There are some narratives on very predictable topics — living up to the expectations of immigrant parents, or suffering from depression in 2020 — that are moving because of the attention with which the student describes the experience. One girl determined to become an engineer while watching her father build furniture from scraps after work; a boy, grieving for his mother during lockdown, began taking pictures of the sky.

If, as Lorrie Moore said, “a short story is a love affair; a novel is a marriage,” what is a college essay? Every once in a while I sit down next to a student and start reading, and I have to suppress my excitement, because there on the Google Doc in front of me is a real writer’s voice. One of the first students I ever worked with wrote about falling in love with another girl in dance class, the absolute magic of watching her move and the terror in the conflict between her feelings and the instruction of her religious middle school. She made me think that college essays are less like love than limerence: one-sided, obsessive, idiosyncratic but profound, the first draft of the most personal story their writers will ever tell.

At the end of every school year, the Arlington Independent School District (AISD) recognizes a Teacher of the Year at each of its approximately 75 campuses. Among the honorees for 2024 are 28 Maverick alumni.

To celebrate Teacher Appreciation Week, we spoke with two of them, Silvia Ramirez Dant and Karen Granger, about what the honor means to them, what drew them to teaching in the first place and how they are making a difference right here in Arlington, Texas.

Silvia Ramirez Dant, Corey Academy of Fine Arts and Dual Language

Q: what do you teach why did you choose that discipline.

I teach fourth grade math and science; most of my kids are between 9 and 10 years old. When I was student teaching, I was placed with a fourth-grade teacher for half of my observation time, and I really enjoyed the content. When I was in school, I remember math was my favorite subject, so I knew it was something I wanted to do. I didn’t begin teaching fourth grade, but somehow I ended up here, and I really love it. This year, I’ll be wrapping up my ninth year teaching.

Q: When you were choosing your career at UTA, why did you want to become a teacher?

I've known I wanted to be a teacher since I was 6. I come from a long line of teachers; my mom was a teacher in El Salvador and all of my aunts and uncles are still teachers there. I was always drawn to teaching, as I was the person in my friend group who was always trying to be a motherly figure and trying to teach them and help them. I always felt like it was my calling.

Q: How did your time at UTA prepare you to be the leader you are now in the classroom?

The professors I had were very intentional about everything they told us in class. They set a foundation of what to expect and guided us throughout our coursework and our observations. They were so welcoming of questions, and even after graduation they were available to continue guiding us. I feel like my classes and my classmates really gave me reassurance and peace that I had learned everything I could while we prepared.

Q: What else besides math and science do you hope to teach the students who go through your classroom?

I always tell my students I don’t want to hear them say “I can’t.” I firmly believe every student can, and at the end of the day, I just want to see them grow. If they are giving me their best and giving themselves their best, that’s the most important thing. I also want them to know that wherever they are, academically or socially, if they say true to themselves and put their best effort in everything, they should still feel successful.

Karen Granger, Gunn Junior High Academy of Fine Arts and Dual Language

This is my 24th year at the same school, Gunn Junior High School Fine Arts and Dual Language Academy. I’ve taught seventh- and eighth-grade English, and I’ve also been a coach here for 16 years. A couple years ago, our junior high became the feeder school for two other fine arts and dual language academies; our principal asked me to teach sixth grade because he needed somebody with experience who could handle the new program and help transition the kids who were coming in.

Q: Given that you’ve been with the district for 24 years and you went to UT Arlington, how important is the Arlington community to you?

I’m originally from here. I went off to Texas A&M to play college volleyball on a full athletic scholarship. I thought I would never come back to Arlington, I would never coach, and I would never teach junior high—I did all three. When I started my family, I decided that I wanted my whole family to be together, so we moved back home to Arlington. My two kids, now 29 and 24, have gone through AISD and my daughter also decided to play volleyball at UT Arlington. I just wanted my roots to be here, where my family is.

Q: Why did you want to go back to school to receive your master’s? Why did you choose UTA?

I’ve always felt like no matter how old you are, you can always grow and you can always learn more. When I went back to school, I had the desire to keep growing, and I learned so much at UTA. I actually liked being a student more during my master’s then during undergrad. I want to continue being that lifelong learner to not only benefit me, but my students, too.

Q: What’s something you want each student who goes through your classroom to take with them?

I want them to develop a sense of empathy, be good people and know how to treat people right. They need to know how to treat people with respect and kindness, to take people’s differences and not have it be something they make fun of. Understanding why and how people are the way they are is something they need to embrace. I feel that’s always been my first and foremost job in the classroom.
