MANILA, Philippines – The Professional Regulation Commission (PRC) Board of Real Estate Service releases the list of room assignments for the September 2021 Real Estate Appraiser few days before the exams.

The September 2021 Real Estate Appraiser board exams will be conducted on September 22, 2021 at PRC testing centers located at the National Capital Region (NCR), Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legaspi, Pagadian, Tacloban, Tuguegarao and Zamboanga.

The Board of Real Estate Service is headed by its Chairman, Ofelia C. Binag and its members, Rafael M. Fajardo, Jose Arnold M. Tan and Pilar M. Torres-Banaag.

Room Assignments for September 2021 Real Estate Appraiser Board Exams

Examinees are advised to verify the room assignments to the links below or through the notices and announcements to be posted at the PRC official website. Here is the room assignments for the September 2021 Real Estate Appraiser licensure exams.

• Cagayan de Oro

Examinees shall report before 6:30 in the morning on the said date because late comers will not be admitted.

What to bring on the day of exams?

Here are the things to bring during the examination proper:

• Notice of Admission
• Official Receipt
• One (1) piece of metered-stamped window mailing envelope
• Two (2) or more pencils (NO. 2)
• Ball pens (black ink only)
• One (1) piece long brown envelope
• One (1) piece long transparent/plastic envelope (for keeping your valuables and other allowed items)
• Any licensed Physician (government or private physician)
• Municipal Health Officer, Provincial Health Officer or City Health Officer
• Barangay Officer visiting the examinee’s residence attesting that he/she has been in quarantine for 14 days;
• Informed Consent Form and Health Declaration Form
• Face mask preferably N95 and Face Shield (to be worn at all times)
• 70% ethyl alcohol for regular hand disinfection
• Pre-packed meal/snacks and drinks

PRC said that examinees shall submit the Post Examination Health Surveillance Form to the concerned Regional Office 14 days after the conduct of exams.

What if I failed to take the exams?

In the event that the examinee failed to take the exams due to below reasons, examinee will be allowed to take on the next schedule subject to the following requirements:

• Health Related Reasons: The examinee must submit a letter to the commission or respective board with notarized Medical Certificate as attachment
• Travel Restriction Reasons: The examinee must submit a letter to the commission or respective board with Official letter or restriction from the concerned LGU

What to wear on examination day?

Here are the specified dress codes from PRC:

• Male examinees: White polo shirt or T-shirt with collar without any logo mark or seal, tucked-in pants/slacks
• Female examinees: White blouse or T-shirt with collar without any logo mark or seal, tucked-in pants/slacks

What are not allowed during board exams?

• Books, notes, review materials, and other printed materials containing coded information or formulas
• Programmable calculators
• Apple, Samsung and other smart watches, cellular phones, ear plugs, transmitters, portable computers, Bluetooth and other electronic devices which may be used for communication purposes;
• Bags of any kind

Board exams during the COVID-19 pandemic

The following precautionary health and safety guidelines shall be observed at all times during the conduct of the PRC licensure exams:

• Wearing of face mask and face shield. Examinees are also required to bring alcohol-based sanitizers.
• Examination personnel shall be provided with face mask, face shield and latex gloves.
• Observe physical distancing by maintaining 1-meter distance from one another.
• Body temperature will be checked using thermal scanner prior to entry at examination premises. Those with fever, colds or cough are not allowed to take the exams. Their payment will not be forfeited and can be used in the next licensure exam.
• Examinees are advised to bring their food as they will not be allowed to exit the examination room during break time and lunch time.
• Examinees shall sanitize before entering the examination room, after using the rest room and before distribution of test questionnaires.

PRC added that they will not be responsible of any lost personal belongings.

Manila, Philippines – The Professional Regulation Commission (PRC) will announce the list of room assignments for the September 2022 Real Estate Appraisers Licensure Examination for testing locations in Manila/ National Capital Region (NCR), Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legaspi, Pagadian, Tacloban, Tuguegarao and Zamboanga a week or days before the licensure exams.

The licensure exams for Real Estate Appraiser were administered by PRC and the Board of Real Estate Service headed by its Chairman, Ofelia C. Binag, and its members, Rafael M. Fajardo, Jose Arnold M. Tan and Pilar M. Torres-Banaag (inhibited).

Real Estate Appraisers Licensure Examination Coverage

Examination attire.

Male examinees are required to wear a white polo shirt with a collar (without any seal, logo, or mark) and decent pants or slacks.

For female examinees, a white blouse or shirt with a collar (without any seal, logo, or mark) and a decent skirt or slacks.

What to bring?

Don’t forget the following on examination day:

• Notice of Admission (NOA)
• Official Receipt
• Two (2) or more pencils (No. 1 or No. 2)
• Ball pens with BLACK ink only
• One (1) piece long brown envelope
• One (1) piece long transparent/plastic envelope (for keeping your valuables and other allowed items)
• Health forms
• Negative RT-PCR Test Results, if applicable, or Certificate of Quarantine

Examinees are not allowed to bring books, notes, or similar items in the examination room. Electronic gadgets such as Apple and Samsung products are not allowed either. Bags of any kind are also not allowed inside the examination premises.

Precautionary Measures

The following precautionary measures shall be observed during the conduct of the Real Estate Appraisers Licensure Examination:

• Wearing of face mask and face shield
• Sanitizing using alcohol and hand-based sanitizers whenever necessary
• Physical Distancing of one (1) meter at all times
• Those with fever and cold are not allowed to take the exam
• Observe proper hygiene at all times

ANSI Square Footage Standards: What Agents and Appraisers Should Know

Let’s say you take a listing on a nice little Cape Cod–style home that has 1,000 square feet on the main floor. The second floor, with two bedrooms and a bathroom, measures 500 square feet. You sell the property and, when the appraisal comes back, it shows only 1,000 square feet of above-grade space. What’s going on? Has the appraiser made a mistake?

The answer is no, and here’s why.

As of April 1, Fannie Mae requires the ANSI home measurement standard for appraisals; that standard has guidance on what constitutes living space that may differ from your understanding. It’s the only one of the secondary financial agencies—so far—that has officially adopted this standard. Other government lending institutions (Freddie Mac, FHA, VA, and Rural Housing) indicate that they’ll accept the ANSI standard, but it’s unclear if they’ll accept Fannie Mae's protocol when there are portions of the property that are used as living space but aren’t classified as living space under ANSI.

Key Elements of the Standard

ANSI stands for the American National Standards Institute . It’s a private nonprofit organization founded in 1918 that administers and coordinates the U.S. voluntary standard and conformity assessment system. ANSI doesn’t develop standards itself but provides a framework for setting them in a wide range of disciplines. The ANSI home measurement standard is one of several; another commonly used standard is the American Measurement Standard.

The ANSI home measurement standard has a few key elements that you should be aware of:

• It applies only to single-family housing. It doesn’t apply to apartments, condos, or commercial property.
• The measurement standard is from the exterior walls and includes the area on each floor above grade based on exterior measurements including stairwells but excluding open areas.
• The standard requires a minimum ceiling height of seven feet. In second-story areas with sloped roofs living area starts at 5 feet on the slope, and 50% or more of the ceiling has to be 7 feet or above.
• Living space that is below grade, even if it's only a foot or two, is to be considered basement space.
• The standard requires that the property to be measured to the nearest inch or one-tenth of a foot.

In the case of our Cape Cod home, its second floor has a ceiling height of 6 feet 9 inches. Under the ANSI standard, none of that space is considered living space. Fannie Mae guidance indicates that the space should be included and valued appropriately but is not to be reported as above-grade living space; rather; it must be reported on the lower section of the adjustment grid as another item. However, bedrooms and baths found in this space are to be reported as above-grade bedrooms and bathrooms.

If you are confused, you are not alone.

A host of potential questions and problems accompanies the adoption of this standard, including how to treat functional space that’s not defined as living space by ANSI. Fannie Mae has issued an FAQ that should answer many agent questions and provide guidance to appraisers on how to deal with individual situations. In addition, Fannie Mae’s Selling Guide includes a section on how gross living area is measured and calculated .

The Quandary: Conflicting Data

Why did Fannie Mae adopt the ANSI standard? Millions of appraisals are submitted to Fannie Mae every year, and the agency determined that a national standard was needed to improve the consistency and reliability of appraisal reports when it comes to living area determinations.

Getting to that national standard is easier said than done.

Much of the information about property physical characteristics is obtained from public record sources that are usually developed by the county assessor. Some counties have adopted the ANSI rule and some have adopted the AMS. Others follow local tradition and practice. There are some differences in the two most common home measurement standards. For example, in addition to the issue of ceiling height, the AMS doesn’t include stairwells in the living area, whereas ANSI does; that leads to discrepancies between appraisals and public records.

It is in our interest, as competent real estate professionals, to be aware of the ever-changing valuation landscape so that we can help our clients better understand the appraisal and financing process. In most areas, there are likely to be only minimal discrepancies between public records and the appraisal. But when those discrepancies are significant, it’s important to understand why they exist and to be sure the space is being valued properly. Broad adoption of the ANSI standard by the secondary mortgage market would reduce confusion.

• Negative RT-PCR Test Results, if applicable, or Certificate of Quarantine or Copy of Vaccination Card for fully vaccinated examinees to the proctor on the exam day

• Coded information or formulas that can be found in books, notes, review materials, and other printed sources.
• Calculators which are programmable or with embedded functions, especially CASIO FX991ES and CASIO FX-991ES plus
• Cellular phones, ear plugs, transmitters, portable computers, smart watches, bluetooth, and other electronic gadgets/devices which may be used for communication purposes;
• Any type of bag
• Other examination aides not stated

What to wear on exam day?

• For male examinees, a tucked-in white polo shirt with collar (without any seal, logo, or mark) paired with decent pants or slacks.
• For female examinees, a tucked-in white blouse or shirt with collar (without any seal, logo, or mark) paired with decent pants or slacks.

COVID-19 protocols during the exam day

During the PRC licensure exams, the following precautionary health and safety rules must be followed at all times:

• Observe physical distancing of at least two (2) meters between examinees.
• Examinees shall be restricted to their assigned seat;
• Wear face mask (at least 3-ply surgical mask, preferably N95 mask) and face shield at all times; 
• Bring 70% ethyl alcohol for hand disinfection;
• Avoid close contacts like “beso-beso”, hugging, handshake, and directly touching other persons;
• Avoid touching one’s eyes, nose, and mouth;
• When sneezing and/or coughing, facial tissues must be used to wipe the nose and mouth areas. Dispose of used facial tissues properly; and
• Avoid spitting in public, on floors, and along corridors.
