Human Versus Machine: A Comparison of Robo-Analyst and Traditional Research Analyst Investment Recommendations

We provide the first comprehensive analysis of the properties of investment recommendations generated by “Robo-Analysts,” which are human-analyst-assisted computer programs conducting automated research analysis. Our results indicate that Robo-Analyst recommendations differ from those produced by traditional “human” research analysts across several important dimensions. First, Robo-Analysts produce a more balanced distribution of buy, hold, and sell recommendations than do human analysts and are less likely to recommend “glamour” stocks and firms with prospective investment banking business. Second, automation allows Robo-Analysts to revise their recommendations more frequently than human analysts and incorporate information from complex periodic filings. Third, while Robo-Analysts’ recommendations exhibit weak short-window return reactions, they have long-term investment value. Specifically, portfolios formed based on the buy recommendations of Robo-Analysts significantly outperform those of human analysts. Overall, our results suggest that automation in the sell-side research industry can benefit investors.

The key principles of macroprudential and microprudential policy are analyzed and the main advantages of each of them are determined. The tools for implementing macroprudential policy to ensure sustainable economic development are described. The peculiarities of the application of rating assessment, the role of state-owned banks and investment banking as the most optimal measures to ensure economic development are outlined. Promising digital technologies in the banking system, which have a long-term strategic nature of development, are presented.             It is confirmed that the development of the country’s economy depends on many factors of the internal organization of the microeconomic environment. Among the aspects of qualitatively increasing the competitiveness of the national economy, an important component is the emphasis on the policy of strengthening the efficiency of the market sector. The infrastructure of the market and financial sector consists of instruments of financial influence, as well as additional comprehensive measures aimed at creating a multi-channel system of various institutions and institutions, a structured real financial services sector given the overall stability of the banking system. The quality and efficiency of the financial sector can be determined, in particular, by the indicators of the peculiarities of the creation of market goods and services, which create an opportunity to create market relations at optimal prices. We concluded that the last important factor for the prospect of sustainable economic development through the efficient functioning of the banking system is the use of digital technologies, because the world is rapidly transitioning from traditional to digital economy, so the banking system must be transformed into modern realities using current innovative technologies. . Perspectives on Corporate, Social, and Employee Purpose among Investment Bankers: A Qualitative Research Study

There are increasing calls to re-establish the role and responsibility of banks towards society to repair trust and enhance financial stability. Through in-depth interviews with senior investment bankers, this study asks what bankers themselves think about the corporate (i.e. the industry’s core business), social (i.e. its moral responsibilities to wider society), and employee (i.e. bankers’ own feelings of purposefulness) purposes of the investment banking industry. Existing research tells us that there are significant reciprocal benefits to organisations, employees, and society at large when the three are aligned. The study’s findings suggest that while there have been important shifts in corporate and social purposes over time, bankers remain sceptical about their banks’ underlying motives and this has resulted in multiple disconnects. Perhaps surprising, the study finds that meaningful work that is also socially focused is something that investment bankers are seeking in some way. These insights should prompt banks to ensure that social purposes reflect and align with their corporate purposes; to move beyond rhetoric and virtue-signalling to action; and to help employees identify their contribution to it all.

The author analyzed peculiarities of investment transactions conducted by commercial banks in Russia. The author gives recommendations to reduce financial risks for the commercial banks’ customers and promote the attractiveness of the investment banking products. The author’s concept of regulation of banking activity in Russia consists of two directions: regulation of classical banking (income from lending operations exceeds income from operations in the securities market) and regulation of investment banking (the predominance of investment operations). The author justifies the necessity of the introduction of mandatory insurance of funds invested in equity securities of Russian issuers admitted to circulation on the Moscow Stock Exchange in the event of bankruptcy of issuers. The paper critically evaluates the recommendation of the Bank of Russia that professional participants in the securities market should not offer complex investment products to unqualified investors as this restricts the application of derivative securities for hedging financial risks. The author suggests the requirements for the equity capital of professional participants of the securities market and the methodology for calculating the equity capital separately for classical and investment banks.

Responsible Investing: Four Themes to Follow in 2024

From biodiversity and blended finance to a just transition and the cost of drugs, we preview the key ESG issues we’re targeting through research. 

It used to seem simple. The early days of responsible investing were mainly characterized by avoidance of so-called sin stocks, such as tobacco. Since then, responsible investing has evolved into a much more sophisticated and robust understanding of the environmental, social and governance (ESG) issues affecting investment risks and opportunities. Every year seems to bring new insights, as well as new challenges for investors. 

At AllianceBernstein, our research agenda aims to bring rigor and clarity to responsible investing. Below are four themes we’re covering closely in 2024 through our research and partnerships. We think investors should pay close attention too. 

1. The interconnectedness of all things. 

Responsible investing research must take into account the complexities of relationships, not only within and across intuitively related areas of study—such as the effects of climate change on biodiversity and vice versa—but also between what have historically been viewed as the silos of E, S and G factors. 

For instance, climate change is one of the most urgent challenges of our time—one that’s often seen as strictly an environmental concern. But it’s also a human rights issue. Neglecting to account for climate-related modern slavery threats may present material financial risks to investors. 

To that end, we’ve recently published research in partnership with  Walk Free , an international human rights group, on  the intersection of climate change with modern slavery . Our work explores how physical climate risks such as typhoons and droughts make populations more vulnerable to forced migration, human trafficking, forced labor and debt bondage. It also details the tools we’ve developed to help investors assess, disclose and manage climate-related modern slavery risks. 

Another area of focus for our ESG research—and another highly complex system that intersects with climate change and involves every kind of ecosystem service—is biodiversity. Investors are becoming increasingly aware of the importance of biodiversity and the urgency of preserving our planet’s natural capital—the stock of natural resources that underpin our economy and society. 

One aspect of biodiversity in particular—water—will be at the forefront of investors’ minds, and ours as well, over the next few years as communities, companies and countries cope with  risks around water scarcity, water pollution and sustainable water management . 

Our research into biodiversity and nature-related financing aims to help investors understand, analyze and  manage biodiversity risks and opportunities , as well as get a handle on investing solutions such as so-called debt-for-nature swaps. 

These structures require careful evaluation but may help indebted developing countries protect their vulnerable ecosystems.  Debt-for-nature swaps  are a type of blended finance structure that brings together emerging-market governments, developed-market governments and private investors to lower the cost of financing for the issuer and the credit risk for the investor, and to increase the flow of capital for sustainable investment. 

The  United Nations Environment Programme  estimates that developing countries will need up to US$366 billion annually in adaptation financing such as blended finance structures. Carbon markets, too, are becoming more universally endorsed as  a critical step toward decarbonization .

2. Workforce disruption and transformation.

As responsible investing evolves to reflect real-world complexities, our understanding of social factors is also deepening. One such area of focus is transformation of the labor force. We want to understand the implications of aging demographics and deglobalization; the benefits of a more diverse and inclusive workforce; and the impact of disruptive technologies such as generative artificial intelligence (AI).

Generative AI offers tremendous opportunity for investors and for society—for how we work, study and live. But it also comes with significant social risks. For example, AI may accelerate trends in automation; as much as  30% of working hours in the US could be lost to automation  by 2030. Generative AI is also an  energy hog , owing to its computational power requirements. Companies that help solve this energy conundrum could enable a sustainable future for this burgeoning technology—and create opportunities for investors. 

We’re developing insights into how companies can navigate and leverage AI responsibly, as well as how investors can incorporate these considerations into the investment process. 

Another workforce issue we’re researching that could have material implications for investors involves a secular  shift in the psychological contract  between employers and employees, with an increased focus on worker expectations and a rise in collective actions and unionization. This shift in the balance of power between labor and capital goes hand in hand with the decline in working-age populations in many countries and the fragmentation of the labor force via deglobalization. 

Lastly,  diversity, equity and inclusion  (DEI) is an important consideration for investors and may be  a competitive advantage for companies . For instance, there’s growing evidence of a positive correlation between  female corporate leadership and corporate performance . 

3. Emerging markets in the spotlight. 

Nowhere is the intersection between environmental and social issues more prevalent than in emerging markets, which are occupying a major share of our research efforts. Take, for example, the “just transition,” in which countries transition away from fossil fuels and associated greenhouse gases in a way that avoids disrupting economies and social fabrics. 

This is important to investors, because a mismanaged transition may pose serious long-term credit risks for sovereign issuers—through fiscal risks, debt risk, economic deprivation, rising inequality and even potentially civil unrest. And while the just transition is a global subject, these risks are biggest for developing nations. We’ve developed a systematic framework for  measuring and monitoring these just-transition risks . 

We’ve also developed a framework for assessing emerging-market sovereign sustainability. From an ESG perspective, investing in sovereign emerging-market debt can feel messy. Most investors feel just familiar enough with individual countries to fall prey to subjective judgments when making comparisons. The market tends to overreact to news—good news, bad news and often both at once. And huge, complex data sets bog down analyses and muddy the view. 

To solve these problems of subjectivity, reactivity and obscurity, we’ve identified  six concrete metrics  that help identify potential value and provide guidance for both emerging-market issuers and sustainable investors.

4. The health of humanity.

The COVID-19 pandemic underscored just how critical health is to the world’s economy, as well as to companies and investors. In fact, poor health is estimated to cost the world US$12 trillion a year—equal to about 15% of annual global GDP. As the world’s population climbs toward 10 billion by 2050, access to medicine may become even more challenged. This year, we’re intensifying our research around the cost of medicine and drug pricing.

While our current research is heavily focused on the issues we’ve described above, we’re also still moving the needle on responsible investing classics such as  physical climate risks ,  governance concerns ,  sustainable investment technology  and more. Some rural and small-town communities see potential for outdoor recreation to reinvigorate their economies

While the appeal of Mother Nature has always been self-evident to enthusiasts, the COVID-19 pandemic brought in new converts. Once it became clear that the virus spread less easily in open spaces, and with many indoor options shut down, outdoor recreation became a compelling option for anyone looking to escape their home or apartment in 2020.

In addition to visiting state parks and trails in record numbers, many Americans moved from cities to suburbs, small towns, and rural places in search of more open spaces. According to a March 2023 report from Harvard University's Joint Center for Housing Studies, change-of-address requests through the U.S. Postal Service were 22 percent higher in March 2020 compared to a year earlier, and 14 percent higher in April 2020 than in April 2019. States that gained from domestic migration in 2020-2021 included places with desirable climates and outdoor recreation opportunities, such as the Sun Belt and the Mountain West.

Even before 2020, there was evidence that natural amenities and the general quality of life in a community were important factors in people's decisions to visit or move to a place. Many believe that the pandemic and the rise in remote work has reduced the importance of proximity to employers when choosing where to live, making a place's outdoor amenities even more significant. But is investing in outdoor recreation a good strategy for a community's long-term economic growth?

Untapped Potential

In 2022, according to the U.S. Bureau of Economic Analysis (BEA), the value added from the outdoor recreation economy accounted for 2.2 percent — $563.7 billion — of the U.S. gross domestic product (GDP). Compared to the economy as a whole, the outdoor recreation sector experienced rapid growth in recent years. Inflation-adjusted, or real, GDP for the outdoor recreation sector increased 4.8 percent in 2022 (the latest data available), down from an astonishing 22.7 percent growth in 2021 but still greater than the overall U.S. economy's growth of 1.9 percent.

The BEA divides the outdoor recreation economy into three broad categories: conventional activities, which includes things like cycling, boating, and hiking; other activities, such as gardening or outdoor concerts; and supporting activities, such as construction and travel and tourism. This last category accounted for nearly half of the value added from outdoor recreation in 2022 at 46 percent. A big part of that supporting activity is tourism. The arts, entertainment, recreation, accommodation, and food services industry generated about a quarter of the overall national value added by outdoor recreation, or $144.5 billion.

While some states have always attracted tourists with their outdoor offerings, the COVID-19 pandemic spurred many people to explore options closer to home. In Virginia, state parks saw roughly a million more visitors in 2020 than in 2019. That traffic has not slowed down, even as more widespread travel has opened up. According to a recent presentation to the Virginia Senate Finance and Appropriations Committee by Virginia Department of Conservation and Recreation Director Matthew Wells, the state's parks had just over 8 million visitors in 2023 compared to 6.9 million in 2019. From 2017 to 2019, outdoor recreation consistently contributed between $9 billion and $10 billion annually to the Virginia economy. In 2022, that amount grew to $11.35 billion, or 1.7 percent of the state's GDP. (See chart.)

Capturing those economic benefits, particularly from visitors, takes careful planning. Many outdoor recreation activities take place in public spaces that may be maintained through local taxes. But by their open public nature, those spaces can be accessible to non-taxpaying visitors as well.

"You need to design fiscal policies to capture some of the economic activity from visitors to invest locally in order to sustain a strategy around outdoor recreation," says Santiago Pinto, a senior economist and policy advisor at the Richmond Fed whose research includes studying regional economics.

In its Rural Economic Development Toolkit , the Outdoor Recreation Roundtable (ORR), a national business coalition that promotes outdoor recreation activities, advises communities on how to capture the value from outdoor tourism. That includes charging fees for out-of-state visitors to parks or making use of overnight lodging taxes. Communities are also encouraged to think about the entire network of businesses that could surround outdoor recreation destinations, such as restaurants, breweries, outfitters, and hotels.

"The places that have been most effective at building an outdoor recreation economy are thinking about the whole value chain," says Chris Perkins, vice president of programs at the ORR. "From the moment someone enters to pursue an outdoor recreation opportunity, they're receiving marketing about all the community amenities."

The Virginia Capital Trail, a nearly 52-mile-long paved path for walking and biking that follows the James River from Richmond to Jamestown, is one example of this approach. Along the trail, which is free to access, visitors can find restaurants, stores, restrooms, campsites, lodging, and bicycle repair stations. A 2019 economic impact study conducted by the University of Richmond in partnership with the Institute for Service Research found that visitors to the Virginia Capital Trail in 2018-2019 spent an estimated $6.1 million in the state, mostly within a 50-mile radius of the trail.

Attracting Newcomers

Tourism is just one important way communities can leverage the economic potential of the outdoors. Some of those visitors may turn into long-term residents.

"Tourism is the red carpet to residency," says Danny Twilley, assistant vice president of economic, community and asset development for West Virginia University's Brad and Alys Smith Outdoor Economic Development Collaborative (OEDC). Utilizing the university's intellectual and social capital, the Smith OEDC helps communities in the state leverage their outdoor assets to improve their economy and quality of life.

There are many factors that people consider when deciding where to live, including the job or business environment and the community's quality of life. Economists define quality of life by the various amenities a community offers residents and measure it by how much households are willing to pay in terms of higher housing prices or lower wages to gain access to those amenities. Some types of amenities are generated by density, such as the availability of restaurants and cultural events in densely populated cities, while outdoor amenities are naturally occurring and are often enhanced by lower population density.

In the case of rural and small towns, there is growing evidence that outdoor recreation can be a significant driver for in-migration. A 2019 paper by Headwaters Economics , a nonprofit research group focused on community development and land management, found that between 2010 and 2016, micropolitan counties (places with at least one urban area with between 10,000 and 50,000 residents) lost an average of 15.6 residents per 1,000 if their economy wasn't focused on outdoor recreation. But recreation-based micropolitan counties gained an average 21.6 residents per 1,000 over the same period. Nonrecreational rural counties lost 19.9 residents per 1,000, while recreation-based rural counties gained 1.3 residents per 1,000. (Rural counties are defined as ones that don't have an urban area with at least 10,000 residents.)

Historically, the advice for rural and small towns looking to grow has been to focus on improving the business environment to attract job-generating firms. In a recent Richmond Fed Economic Brief , Pinto documented that the evidence on the effectiveness of such incentives has been mixed . Place-based policies to attract firms can reduce poverty and increase employment, but they can also push existing residents out and create negative spillovers on surrounding localities.

More recently, researchers have been investigating whether investments in a community's quality of life, such as outdoor recreation, could be part of an effective and sustainable growth strategy. In a 2023 article in the Annals of Regional Science , Amanda Weinstein of the Center on Rural Innovation and Michael Hicks and Emily Wornell of Ball State University found that quality of life was more important to the success of micropolitan areas than the business environment. Having a higher quality of life was associated with greater population growth, higher employment, and lower poverty rates. The COVID-19 pandemic reinforced these trends, as many Americans moved from dense cities to more open spaces. (See " Paid to Relocate ," Econ Focus , Third Quarter 2022.)

"COVID was traumatic in so many ways, but one thing it did was make us all stop what we were doing and take time to revisit what's important to us," says Andrew Williamson, director of outdoor economic and community development for the Smith OEDC. "Many people rediscovered an appreciation for being outdoors, whether it's a local park or the wilderness in the backcountry. You couple that with the ability to now live and work from anywhere, now West Virginia has a huge opportunity."

Diversifying the Local Economy

For decades, West Virginia's economy has relied heavily on resource extraction, chiefly coal. Energy extraction jobs often pay very well, but the industry is subject to economic booms and busts. (See " Navigating Energy Booms and Busts ," Econ Focus , Fourth Quarter 2018.) Now, economic development organizations like the Smith OEDC are exploring whether investments in outdoor recreation could help extraction-based communities build more diverse, less volatile economies.

"We believe that when you invest in people and you invest in place, the companies may come and go, but the people in the community will stay," says Twilley. "For me, this is the most important thing we could ever do for West Virginia, because they've seen the extraction of resources and how when companies downsize or leave, jobs leave, then people leave. Investing in community and the outdoor economy can help stabilize that trend."

Both Twilley and Williamson stress that this strategy is not a quick fix. It can take many years for investments in outdoor recreation and the surrounding community to bear fruit. A recent report from Headwaters Economics exploring the use of outdoor recreation to diversify the economy of resource-dependent communities also emphasized the importance of setting realistic expectations.

"Jobs in the resource extraction industries tend to be high-paying," Michael Tolan, the report's author, wrote. "It is not reasonable to expect outdoor recreation to 'replace' these jobs overnight."

Still, jobs in the outdoor recreation industry are growing fast. According to the latest BEA data, both outdoor recreation employment and compensation increased by a higher percentage in 2022 than the U.S. economy overall. Outdoor recreation employed nearly 5 million workers, 3.2 percent of the overall workforce, in 2022. But will the jobs and activities that support outdoor recreation necessarily facilitate the development of a dynamic and innovative local economy? That remains to be seen.

"The people who are attracted to a place because of its outdoor amenities may or may not bring entrepreneurial skills and ideas to the area," says Pinto. "Nonetheless, the resulting population inflows may create a ripple effect, stimulating the local development of outdoor-related businesses and other complementary activities and services."

What Does it Take to Succeed?

First and foremost, a community looking to develop its outdoor recreation economy needs to have some outdoor amenities to work with. Sometimes this can mean taking a fresh look at features that have long been there. For example, the New River Gorge in West Virginia was designated as a national river in 1978, and locals had long taken advantage of the opportunities it offered for hiking, climbing, and rafting. In 2021, it became the country's newest national park, and some saw an opportunity to do more.

Corey Lilly, a 10th generation West Virginian and outdoor enthusiast who competed professionally across the country as a skier and kayaker, returned to his hometown of Beckley to head up its office of outdoor economic development. Like many communities in the state, the city of Beckley (population of around 16,000) was known for coal mining. Its proximity to the new national park presented an opportunity to reinvent itself as an outdoor recreation destination. With Lilly's leadership, the community has launched the Beckley Outdoors plan with the goal of establishing the city as "a premier outdoor destination that celebrates southern West Virginia's Appalachian heritage."

Having a local community champion like Lilly is a necessary ingredient for building up an outdoor recreation economy, according to the ORR's Perkins.

"Ideally, they are someone who has the respect of a wide variety of stakeholders within a community," he says. "They are willing to show up to the town council or community commissioner meeting to build relationships and make the case for the project. That can't be parachuted in from the outside. It's community-level relationships that make this happen."

In addition to building local buy-in, it can also be helpful to have coordination and support at the state, regional, and national levels. Environmental conservationists and outdoor recreation advocates in Virginia joined forces to form the Our Virginia Outdoors coalition in 2021, which advocates for dedicated, consistent state funding for natural resources. Such funding would both help preserve those resources for future generations and better capitalize on the economic potential of outdoor recreation.

"Virginia has 42 state parks and 66 natural area preserves, a good portion of which are open to the public. And yet, when you look at the state budget and ask whether we are putting money toward this as a priority, the answer is a resounding 'no,'" says Mikaela Ruiz-Ramón, the public funding and policy manager for the Virginia chapter of the Nature Conservancy, a global nonprofit environmental group.

The Virginia Department of Conservation and Recreation reports that state parks alone have accumulated a roughly $300 million backlog of deferred maintenance. This includes projects like improving the accessibility of parks, repairing and modernizing campgrounds and other facilities, and maintaining trails, roads, and bridges.

"There is so much demand for programming and overnight stays at state parks that isn't met because money hasn't consistently been put in for cabins, camping facilities, and other basic utilities like electricity, plumbing, and roads in and out of the parks," says Ruiz-Ramón.

Nationally, 21 states have established offices of outdoor recreation to guide investments in outdoor resources and improve state competitiveness for funding and talent. In the Fifth District, North Carolina, Virginia, and Maryland have offices of outdoor recreation, all of them established in the past seven years. Many of these offices also work together to share best practices.

"If you're biking or paddling down a river, you're not paying attention to state lines," says Ruiz-Ramón. "It's a collaborative space because of the nature of the business."

The Confluence of States, managed by Maribel Castañeda, is a bipartisan coalition of 17 states dedicated to growing the outdoor recreation sector. North Carolina was a charter member when the coalition formed in 2018; Virginia joined in 2019, and Maryland in 2022. Members agree to support common principles around conservation and stewardship, education and workforce training, economic development, and public health and wellness.

"We're in competition with each other, but at the end of the day, we all know how important outdoor recreation is for every state," says Castañeda.

The Appalachian Regional Commission (ARC) is a federal-state partnership established in 1965 to strengthen the economy of the region, which includes all of West Virginia and parts of Maryland, Virginia, North Carolina, and South Carolina. (For more on the history of ARC, see " Connecting a Region Apart ," Econ Focus , Second Quarter 2022.) One of ARC's current investment priorities is enhancing the regional culture and tourism of the counties it serves, including through outdoor recreation. ARC funding helped St. Paul, a former coal and railroad community in southwest Virginia with a population of under 1,000 people, develop outdoor recreation and tourism opportunities centered on the Clinch River that runs alongside its downtown.

Sustainable Demand?

In the case of some communities, their proximity to natural amenities for outdoor recreation can also create challenges for building the infrastructure needed to support visitors and new residents. In a 2021 report, the Urban Institute noted that rural communities situated near state or national parks often lack services such as banks, health care facilities, public libraries, schools, and transportation compared to other communities. The wide open spaces needed for outdoor recreation can limit the land available for building, which can put pressure on housing prices as a community grows. And when it comes to housing, the goals of increasing tourism and residency can be in conflict, with an influx of tourists leading to an uptick in second homes and short-term rentals that price out residents.

"Oftentimes communities are so eager to attract external investment that they try to be everything to everyone, and they forget about their core stakeholders, which are their local community and workforce," says Perkins. "It's important to plan ahead and find the right balance between bringing in people from the outside and investing locally to grow at a sustainable rate."

Communities considering reorienting their local economy around the outdoors may also wonder if the surge in demand for fresh air brought about by the pandemic will persist long enough for such a development strategy to pay off. While no one can predict the future, there are some indications that the ways we live and work have shifted in lasting ways.

The prevalence of working from home has come down from the highs seen in the spring of 2020, and workers are returning to the office, but the share of days worked from home remains well above pre-pandemic levels as many workplaces have settled into a hybrid schedule. Many parks, such as those in Virginia, continue to report record attendance. The increasing number of states establishing offices of outdoor recreation demonstrates a growing commitment to investing in natural amenities. And health care professionals are increasingly touting the mental and physical health benefits of being outside.

"Taking a walk outside has only ever made me feel better than before I started, and I think more people are recognizing the same thing," says Perkins. "That bodes well for this generation to be long-term recreation participants and advocates."

A novel approach to drug discovery is enabling University of Birmingham researchers to overcome the ‘valley of death’, where projects fail due to the funding gap between original research and commercial investment.

The approach, detailed in a feature published in the April issue of Drug Discovery Today , has attracted more than £4m in industry funding, grants and industry awards, on the back of just £0.2m investment from the University’s Dynamic Investment Fund (DIF).

The Birmingham Drug Discovery Hub (BDDH) was set up following a review that showed despite significant expertise in fields necessary for drug discovery, including a strong clinical team and two world-leading clinical trials centres, there were some excellent examples of translation but these were sporadic.

The BDDH model tackles, head-on, the biggest challenges that arise in academic drug discovery: lack of funding between basic research and investment-ready research; lack of expertise in universities to assess value and identify data gaps; and the issue of scale in university research, which often does not meet the critical mass of expertise needed for clinical translation. Realisation of this untapped potential became a priority for the University, and a Chair of Drug Discovery was appointed with the mission of leading and integrating drug discovery across campus. Professor Ruth Roberts, who has significant experience of drug development in industry, took on the academic lead role.

The approach defined by the BDDH had two key elements: the evaluation and management of projects by experts in drug discovery and development, and targeted resources to create a diverse, de-risked portfolio of projects that are ready for investment.

The portfolio covers projects from every part of the University which are fed into the BDDH pipeline following identification by BDDH, University of Birmingham Enterprise, the University’s Business Engagement & Research Impact and Translational Research teams, as well as from outreach events and directly from academics.

The initial triage of projects is critical. A bespoke team is assembled for each project, involving university as well as external subject matter experts. This triage is followed by a systematic ‘target-chemistry-patient’ evaluation, which identifies key risks and mitigation measures, and flushes out gaps in the data that are required before a project can enter clinical trials.

These gaps and concerns are then addressed with small, enabling investments (£5,000-£50,000) from the DIF, to fund work such as computational modelling, early chemistry or evaluation of unwanted safety risks. Academics can also bid for time from a medicinal chemistry Research Fellow, employed by the BDDH as a central resource to overcome the dependency on someone ‘knowing someone else’ within the university who is willing to help out.

Professor Roberts said: “The BDDH model tackles, head-on, the biggest challenges that arise in academic drug discovery: lack of funding between basic research and investment-ready research; lack of expertise in universities to assess value and identify data gaps; and the issue of scale in university research, which often does not meet the critical mass of expertise needed for clinical translation.”

David Coleman, CEO of University of Birmingham Enterprise, said: “Drug discovery is an important area of research for Birmingham, yet the ideas and innovations that arise can be difficult to take forward, not least because of the limited investment that is available in a sector which is highly capital intensive. The BDDH directs available resource in the most targetted way to de-risk opportunities for commercial investors or licensees, and has created an impressive portfolio that includes novel targets, small molecules, and approaches such as immune-based targeting for inflammatory diseases.”

Further examples of current BDDH projects are listed here . The BDDH also manages the Haworth Compound Collection , a curated collection of compounds synthesized in Birmingham, which display drug-like properties. The Haworth Collection includes a physical collection of more than 600 compounds and a much larger virtual collection assembled during lockdown by mining 25 years’ worth of PhD theses for suitable compounds.

FCA Proposes ‘New’ Option for Investment Research Payments – Back to Bundled Payments?

On 10 April 2024, the Financial Conduct Authority (FCA) published a consultation paper proposing the introduction of a ‘new’ option for investment research payments, alongside the existing two options (CP24/7). In essence, the FCA is proposing to reintroduce the concept of bundled payments for both research and execution services, which long existed in the UK before being prohibited in 2018 by the Markets in Financial Instruments Directive, as revised in January 2018 (MiFID II).

In the UK, currently FCA-regulated asset managers may only purchase investment research either (A) from the firm’s own resources (e.g., its profit and loss account), or (B) through a research payment account funded by the firm’s client(s) and managed in accordance with strict FCA rules (RPA). The restriction to just these two options originates from MiFID II and was intended to manage conflicts of interest, improve accountability over costs passed to clients, and improve price transparency for both research and execution services. 

CP24/7 arises from the FCA’s consideration of the recommendations set out by the Government-commissioned Investment Research Review (IRR), launched as part of the Edinburgh Reforms. Specifically, the IRR concluded that the previous unbundling requirements under MiFID II adversely impacted the provision of investment research in the UK and recommended that an additional optionality for the payment of investment research be introduced – i.e., that once again UK firms should, if approved, be allowed to ‘bundle’ payments for third-party research with those for execution services. 

To whom will CP24/7 be relevant? 

CP24/7 states that the proposals are potentially relevant for: (i) investment firms and market operators in the UK; (ii) asset managers; (iii) institutional investors such as pension schemes; (iv) insurance firms; (v) banks providing investment services; and (vi) persons providing research that are not authorised by the FCA. 

In addition, the FCA states that CP24/7 may be of interest to individuals who use the services of the above-mentioned firms, as well as firms not authorised to provide investment services but that use the services of firms providing investment services (e.g., pension funds and corporates). The FCA provides that CP24/7 is expected to be relevant to issuers whose shares are traded on public markets. 

Key Proposals 

CP24/7 proposes to allow firms (such as asset managers) who wish to buy investment research to use bundled payments for third-party research and execution services provided that they meet certain requirements. Most notably, a firm would have to: 

  • have a formal policy on joint payments describing the firm’s approach to joint payments, including: (i) how the firm’s governance, decision-making and controls operate; and (ii) how such payments are maintained separately from those for trade execution. 
  • enter into written agreements with research and execution service providers that establish a methodology for how research costs will be calculated and identified. 
  • have a research provider payment allocation structure to allocate payments between different research providers, including independent research providers. 
  • have operational procedures in place for the administration of accounts used to purchase research from joint payments, and for the delegation of such responsibilities to others. CP24/7 states that this includes ensuring that the reconciliation and reporting for such accounts is undertaken with an appropriate frequency and timeliness; that timely payments are made to research providers; and that risks arising from unspent surplus amounts and research provider concentrations are monitored and managed. However, the FCA is clear that this would not include “RPA-like arrangements” in which monies are periodically swept to a bank account controlled by the asset manager. 
  • set a budget for the purchase of research using joint payments. Such budget to be reviewed and renewed at least annually, and to be based on the expected amount needed to purchase such research (instead of such need being linked to the expected volumes or values of transactions executed on behalf of its clients). CP24/7 states that if the research charged to clients exceeds this budget, or the budget is increased, the firm’s policy must set out the relevant actions to be taken and information to be disclosed to clients. 
  • allocate the costs of research purchased using joint payments fairly between clients, and as appropriate to the business model of the firm. The FCA further provides that the firm must ensure that its outcome is fair such that the relative costs incurred by clients are commensurate with relative benefits received. The specific cost of individual investment research items need not be discretely attributable to individual clients, but that the approach “should be reasonable and its outcome fair” across all clients. 
  • periodically (and at least annually), assess the value, quality and use of the research purchased, and its contribution to the investment decision process. In addition, the firm must benchmark the prices paid for the research purchased using joint payments against relevant comparators, to ensure the amount of research charged to clients are reasonable compared to those for comparable services. 
  • disclose the following information to its clients: the firm’s use of bundled payments; the key features of its approach to implementing this payment option and meeting the relevant requirements; if and how bundled payments are combined with any other payment option; the most significant research providers; and costs incurred. 

CP24/7 states that the FCA’s “policy intention” is to make changes that ensure consistency across all the rules on research and inducements for investment firms and collective portfolio managers. In addition, the FCA has highlighted that it is aware that the proposed changes should also apply to fund managers, including UCITS managers and alternative investment fund managers, under COBS 18. The FCA is planning to set out the necessary rule changes to achieve this alignment in a future consultation during the course of 2024. 

The FCA has also highlighted that the changes it are proposing to the list of minor non-monetary benefits in COBS 2.3A and the addition of payment optionality in COBS 2.3B are not, at this stage, mirrored in changes to the list of minor non-monetary benefits in COBS 18 Annex 1 relevant to: (i) UCITS management companies; (ii) full-scope UK Alternative Investment Fund Managers (AIFMs); and (iii) small authorised UK AIFMs and residual Collective Investment Scheme operators. 

The deadline for comments on CP24/7 is 5 June 2024. The FCA aims to produce final rules thereafter – taking into account the feedback it receives, but says the timetable will be determined by the amount, strength and breadth of the information gathered in CP24/7.
