Strategic Research Fund

Strategic Research Fund (SRF) is a funding programme within DANA PEMACU MOSTI specifically to fund strategic research and top-down initiative based on priority areas and in line with Dasar Sains, Teknologi dan Inovasi Negara (“DSTIN”), 10-10 MySTIE and MOSTI’s technology roadmap. Leveraging the SRF programme, MRANTI provides an opportunity for more experimental R&D projects crossing the Technological Valley of Death (from Proof-of-Concept stage to Testing in Real Environment stage) specifically in 3 areas; Sustainable & Safe Mobility, Sustainable Agriculture, and Sustainable Healthcare.

Foster the growth of emerging tech clusters which are relevant for MRANTI’s prioritised 4IR technologies projects i.e. Dronetech Centre of Excellence, Healthtech Hub and Bioscience Tech Living Lab and Autonomous Vehicle Experimental Lab.

Note: MRANTI will provide guidance and assistance to fulfil the requirement 1 & 2. Once you have completed Stage 1 & Stage 2 you will be subjected to approval to go through Stage 3 which will be fully sponsored by MRANTI. Stage 3 incentive cannot be claimed in the form of cash.

Why do we need grants?

The two most important things of any research project are idea and execution. The successful execution of the research project depends not only on the effort of the researcher but also on the available infrastructure to conduct the research.  Many good ideas do not materialize into a good research project because of a lack of funding. so, we are preferring funding to have recognition overcome the economic crisis.

There are two types of funding,

  • INTERNAL FUNDING

  Internal Funding is supported by the university by their college committees and their staff members.

  • EXTERNAL FUNDING

The other private organizations support researchers for the development by offering grants fully or partially.

SOME EXTERNAL FUNDING ORGANIZATIONS FOR RESEARCH PROJECTS IN MALAYSIA

1. CRDF RESEARCH GRANT

CRDF Global was originally named the U.S. Civilian Research and Development Foundation for the  Independent States of the Former Soviet Union  (CRDF). Global leader advancing security, health, and economic progress by mitigating threats and enhancing opportunities through science, innovation, and collaboration. Topics will be chosen by the grantees, and examples are listed below.

2. VIBRANT SCIENCE & TECHNOLOGY

Merck is a vibrant team of specialists in Healthcare, Life Science and Electronics. In 2022, they are offering a series of research grants to stimulate innovative research in challenging areas of future importance. Grants of up to €500,000 per year for up to 3 years are available in the areas as further specified below. 

  • Drug discovery  – 3 grants comprising up to €500,000 /year for 3 years with the option of extension.
  • AI for predictive diagnostics & therapeutic target discovery  – grant comprising between $100,000 – $300,000 /year for 2 years with the option of extension
  • Chemistry in the cloud – Rapid synthesis through automation  – 1 grant comprising €100,000 /year for 3 years
  • Innovation within green chemistry  – 1 grant comprising €100,000 for 1 year with potential further collaboration
  • Sustainability in healthcare R&D  – 1 grant comprising €100,000 for 1 year

3. NEWTON INTERNATIONAL FELLOWSHIPS

The Royal Society funds researchers at the postdoctoral level and above in the UK and overseas. Undergraduate, Masters and PhD students cannot apply for Royal Society funding.

  • Private fellowships

They accept applications from all countries. Their partnerships with other funding bodies and institutions allow us to fund additional awards to applicants from specific partner countries. It is not possible to apply directly for one of these fellowships. Eligible candidates will be selected from the shortlisted Newton International Fellowship applications.

4. QSR EARLY CAREER RESEARCHER GRANT

The Grant will allow for US$25,000 in funding over two years, to an Early Career Researcher with a project that shows promise and contribution to knowledge.

 Projects can range across the breadth of the social science disciplines, health research, humanities and interdisciplinary research fields.  Last date for applying grants proposal 30th November 2022. For more details, click here

5. JAPAN SOCIETY FOR THE PROMOTION OF SCIENCE – GRANT-IN-AID FOR SCIENTIFIC RESEARCH

Scientific Research Grants Project (Academic Research Grant Fund Grant / Science Research Grant) covers all fields from humanities, social sciences to natural sciences, from basics to applications (researchers’ freedom) This is a “competitive research fund” for the purpose of significantly developing the research based on such ideas), and after a peer-reviewed examination, it will support original and pioneering research.

The research fields included are

Humanities Social Sciences, Mathematical and Physical Sciences Chemistry Engineering Sciences Informatics Biological Sciences Agricultural and Environmental Sciences Medical, Dental and Pharmaceutical Science.

6. THE WORLD ACADEMY SCIENCE FOR THE ADVANCEMENT IN SCIENCE (TWAS)

TWAS research grants are awarded to both individual scientists and research groups. TWAS research grants fund several programmes that support:

  • Researchers in developing countries, allowing them to purchase specialized equipment and consumable supplies, and
  • Support Master of Science students.

7. INTERNATIONAL FOUNDATION FOR SCIENCE

IFS Support excellent individual and collaborative research, to build the capability of early-career scientists in the developing world, and to contribute innovation to the sustainable management of biological, water and energy resources

The three thematic research clusters of: 

  • Biological Resources in Terrestrial Systems
  • Water and Aquatic Resources, and
  • Food Security, Dietary Diversity and Healthy Livelihoods

8. Malaysia Greater Research Network System

MyGRANTS (Malaysia Greater Research Network System )  is designed and developed to assist researchers in research-related matters and activities. Among the services provided through MyGRANTS to all researchers, particularly those under the Ministry of Higher Education (MoHE).

MyGRANTS has been designed, developed, and implemented as a fully web-based solution that would effectively bring all those involved in research management and operations. It aims to help develop a critical mass of research by offering a conducive research ecosystem.

Fileds focused on research are,

  • Neural network, fuzzy logic, and genetic algorithm.
  • Machine learning and auto-generated services of artifacts software
  • Artefact-Actor-Network (AAN)

10. Malaysian Toray science foundation

 The MTSF grants approximately RM600,000 for research for a year, derived from interest income and contributions from Toray Science Foundation, Japan, and Toray subsidiaries in Malaysia.

The date for applying for grants starts from 1 st Jan – 31 May 2022.

11. Asean-India Research Training Fellowship (AI-RTF)

The  ASEAN European Academic University Network (ASEA-UNINET)  is a network of universities, consisting of European and South-East Asian universities with the goal of promoting the continuous internationalization of education and research. They are providing scholarships for Ph.D. students.

  • The government's Budget 2024 has makes it easier than ever to embrace digital technologies and improve your business's efficiency and productivity.
  • RM100 million is allocated for digitalisation grants of up to RM5,000 benefitting over 20,000 SMEs through the Malaysia Digital Economy Corporation (MDEC).  

October 2023

Prime Minister Datuk Seri Answer Ibrahim announced Budget 2024 on 13 October 2023. Also known as the second Madani Budget, this latest announcement continues to encourage businesses to digitalise their operations and embrace automation. 

As part of the National Energy Transition Roadmap (NETR) , the budget allocates funds to help your transition. 

Not to be missed is the mandatory e-invoicing for all taxpayers with annual income or sales exceeding RM100 million starting 1 August 2024 and new and increased taxes. This includes service tax which increases from 6% to 8% and new capital gains tax and global tax.

September 2023

MSME Digital Grant MADANI launched in September 2023 by the Malaysian government through Malaysian Digital Economy Corporation (MDEC), Bank Simpanan National (BSN Bank) and Malaysian Communications and Multimedia Commission (MCMC) offers 50% matching grant that is up to RM5000 per entity. 

Introduced in 2021, the Malaysian government will allocate a total of RM100 million towards digitalisation grants up to RM5,000 to benefit more than 20,000 SMEs through the Malaysia Digital Economy Corporation (MDEC). This grant helps businesses implement digital technologies such as electronic point of sales systems (e-POS), Customer Relationship Management (CRM) systems, digital marketing and sales, e-commerce and remote working solutions. 

Application criteria

 Before applying for the grant, you must first meet the following criteria:

  • 60% of your business must be owned by a Malaysian.
  • Your business is registered under the relevant acts of law in Malaysia and classified as an SME.
  • If your business has been operational for only one year, it must have a minimum annual sales turnover of RM100,000.
  • If your business has been operational for over two years, it must have a minimum annual sales turnover of RM50,000 (preceding two consecutive years).

How to apply

  • Pick a service provider approved by the MDEC with a maximum of three initiatives. 
  • Fill out the form and submit it to any SME Bank or BSN branch.
  • Once approved, the bank will pay the service provider 50% or up to RM5,000 directly to the service provider based on the filed invoice, in whole or partial, at the bank's discretion.

RM900 million to assist SMEs in automating and digitalising

Business owners can approach commercial and Islamic banks or development financial institutions regulated by Bank Negara Malaysia (BNM) to finance up to RM3 million with a financing rate of up to 4% per annum, with a maximum tenure of ten years.

SME Automation and Digitalisation Facility 

Bank Negara Malaysia (BNM) continues to provide funds under the SME Automation and Digitalisation Facility (ADF) , which was initially introduced in 2021. The purpose of this fund is to allow Malaysian SMEs to purchase equipment, machinery, computer hardware and software, IT solutions services, technology support services and other intangible assets to enhance the productivity and efficiency of their business.

Your business must fulfil the following criteria to be eligible for the ADF: 

  • Your business must be registered with the Companies Commission of Malaysia (SSM) or authorities/district officers in Sabah and Sarawak, statutory bodies for professional service providers.
  • Shareholding by publicly listed companies or government-linked companies (if any) should not exceed 20%.
  • Malaysians residing in Malaysia must hold a minimum of 51% shareholding in the business.

Applications for the ADF should be submitted directly to the banks and financial institutions, with approval subject to their credit assessments. If you want to know more about what the banks offer. 

Strengthening the role of rural Digital Economy Centres (PEDIs).

In Malaysia, there are currently 911 Pusat Ekonomi Digital  or Digital Economy Centres (PEDIs) in the country hosting training sessions on how to venture into e-commerce, benefiting 18.9 million Malaysians with their usage.

An allocation of RM25 million will be used to strengthen the PEDI initiative in each State Legislative Assembly to support SMEs and entrepreneurs to sell products online, especially if you’re based in rural areas  

Initially launched to grant broadband access to rural Malaysians, these centres have since become digital economic centres, offering courses on e-commerce and digitalisation. These are provided by government agencies such as the Malaysia Digital Economy Corporation (MDEC), the Human Resource Development Fund (HRDF), the Ministry of Entrepreneur Development and Cooperatives (MEDAC) and SME Corp.  

Technology and innovation grants and funding

To further develop a Madani economic growth model led by research, development, commercialisation, and innovation (R&D&C&I) activities, you can claim grants and funding for research and innovation.

The Ministry of Science, Technology and Innovation (MOSTI) and the Ministry of Higher Education (MOHE) set aside RM510 million for research and development funding. Among the funds provided by the two ministries are:

  • Among these funds, RM50 million is specifically allocated as matching grants for public universities collaborating with businesses to enhance research and innovation activities that can be commercialised.
  • Another RM76 million has also been allocated to strengthen the R&D&C&I ecosystem by offering support funds for commercialising products created by business enterprises, non-government organisations (NGOs), government departments, and agencies.

You can also apply for sector-specific funds from related government agencies to fund your innovation. You can benefit from the total of RM10 million allocated from various agencies if you’re operating in the following sectors:

  • Electric and Electronic (E&E) technology sector from the Malaysian Institute of Microelectronic Systems (MIMOS), 
  • Aerospace sector under the Malaysian Space Agency (MYSA), 
  • Drone and robotics technology under the Malaysian Research Accelerator for Technology & Innovation (MRANTI).

Free courses provided by e-commerce platforms

Free courses are also provided by private companies such as Shopee and AEON on running an online business through e-commerce platforms, product marketability, branding strategies, marketing, packing and more. 

More importantly, PEDI centres have also encouraged rural SMEs to expand their business overseas through e-commerce. One example would be Naqik Cookies in Klebang Besar, Melaka, which has now ventured to Singapore and doubled its revenue . According to owner Nabihah Karim, PEDI provides a learning platform for online marketing and how to increase sales through free e-commerce courses and marketing webinars.

Another way to expand your business overseas through e-commerce is to look into the Lazada Global and Shopee International Platform programmes. These programmes could be your avenue to cater to a regional market through cross-border e-commerce to customers in countries like Taiwan, the Philippines and Singapore.

In an effort to expand educational horizons, Kulliyah of Dentistry, IIUM Kuantan is proud to announce that 10 students together with 5 lecturers take part in the Student Mobility Programme and Research in Jakarta. This program take place from 28th April to 4th May 2024, and is an important part of international class students’ obligations to gain international exposure.

This mobility program aims to provide valuable experience and broaden the horizons of students and lecturers in the fields of research and dentistry . Apart from that, this program is also a concrete step in promoting academic cooperation between countries and strengthening international higher education networks.

The collaboration between the Kulliyah of Dentistry, IIUM Kuantan Malaysia and Universitas Indonesia, Universitas Trisakti and Universitas Yarsi are a positive step in strengthening inter-institutional relations and promoting cultural exchange.

We hope that this mobility program will become the basis for closer cooperation between the various institutions, and enable students and lecturers to continue to contribute to advancing the world of dentistry and research.
