General Information

The California Department of Education (CDE) is part of the state civil service system. As such, a majority of CDE positions are filled with persons who have successfully competed in a civil service examination and are eligible (i.e., reachable) on an employment list for a specific classification.

How to Get a State Job

Step 1: create or login to your calcareer account, step 2: take examination/assessment.

Before you can work for the State, you need to take and pass an examination for the job type (classification) that you wish to be considered for employment. The assessment process can take many forms (i.e. self-assessments or written exams) and may be required to be completed in person, online, or by mailing in a qualification assessment questionnaire. Examination Bulletins list the minimum qualifications and the steps required to apply and/or complete the examination/assessment.

Building the Next Generation of Teachers Through Apprenticeship

Registered Apprenticeship is an effective "earn and learn" model with a long history of establishing career pathways in growing industries by providing structured, paid, on-the-job learning experiences with a mentor combined with job-related technical instruction that leads to a nationally recognized credential. Building on the Biden administration’s Good Jobs Initiative, we’re expanding Registered Apprenticeships for educators and investing in quality teacher preparation programs. These efforts started with a joint effort, leadership, and call to action from our departments through a Dear Colleague Letter for education and workforce leaders to address educator shortages, and investments to support developing, expanding and scaling high-quality and affordable pathways into teaching. This call to action aims to ensure teachers have access to increased pay and better working conditions across the early childhood, K-12 and higher education workforce.  

The Department of Labor’s Employment and Training Administration has continued to partner with the Department of Education to make significant investments to develop and scale teacher apprenticeship programs, including: 

We also recently announced the availability of nearly $200 million to support Registered Apprenticeship expansion, prioritizing projects that support the Investing in America agenda by increasing access to Registered Apprenticeships in high-demand sectors and occupations, including K-12 teacher occupations. Strategies to use Registered Apprenticeship to train a next generation of teachers continue to expand, with 37 states and territories now providing K-12 teacher apprenticeship programs, up from just two states in 2022. Today, over 100 K-12 teacher Registered Apprenticeship programs have been registered and over 3,000 K-12 teacher apprentices have been trained. That’s a lot of progress made in just two years! And this administration is committed to ensuring that progress continues. 

To support raising awareness around K-12 teacher Registered Apprenticeships, ETA industry intermediary partner RTI International published a Profile in Educator Registered Apprenticeship Programs report, which explores different program design models, varying target populations, modernized onramps to successful teacher pathways, innovative funding models, and opportunities for degree attainment. 

The report is the first in a series, which ETA will release in partnership with RTI to explore various strategies to expand the use of Registered Apprenticeship to train America’s educators. K-12 teacher Registered Apprenticeship programs will continue to play a key role in increasing pathways to rewarding careers in the education sector, filling vacant positions with high-quality, well-trained teachers, and a focus on diversifying the workforce.  For additional information on any of these programs, please visit Apprenticeship.gov.

Monitors commercially available electrical energy storage and generation-related training programs to assure technical adequacy for FAA personnel.

• Reviews and recommends approval of technical and scientific reports and papers based on the results of FAA sponsored research in the areas of electrical energy storage and generation technology. Promotes, encourages, and participates in the development and publication of technical/scientific papers intended to relate new technologies, service difficulties, and recommendations resulting from FAA sponsored as well as other R&D activities and experiences.

• Provides specialized training to FAA and foreign airworthiness certification authorities via on-the-job training during active participation in certification projects along with the presentation of formal courses, seminars, or workshops.

• Provides expert advice and assistance to type certification boards, airworthiness directive boards, maintenance review boards, flight operation evaluation boards, special certification review teams, accident investigation teams, and special condition standards review activities.

• Participates in specific segments of electrical energy storage and generation-related accident and incident investigations to assist in the determination of causal factors, to identify shortcomings in the technology, and to recommend remedial actions to prevent or reduce the probability of such accidents or incidents in the future.

• Evaluates the effectiveness of certification activities with respect to compliance findings for electrical energy storage and generation requirements to determine the adequacy and currency of requirements, policy, and guidance material. Reviews the adequacy and currency of FAA procedural and guidance material relating to electrical energy storage and generation technology. Assists in the development of appropriate revisions.

• Responds to congressional and public inquiries dealing with the subject of electric power systems on aircraft.

• Provides expert advice and assistance, both internally and externally on electrical aircraft energy storage and generation effects on aircraft operations, including effects on motors and aircraft systems. Provides recommendations, guidance, and industry leadership regarding energy depletion and contamination preventive measures.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:

  • Experience identifying, mitigating, and evaluating safety and security risks related to electrically stored and generated energy for vehicle integration of one or more battery technology areas.
  • Experience with principles of electrochemistry, known methods and standards for performance verification, environmental qualification, and reliability testing of battery and supporting equipment (battery electronics and battery thermal management).

Basic Requirements:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

TRENTON – The state’s unemployment rate declined by 0.1 percentage point to 4.7 percent in April, and the number of unemployed residents fell to an eight-month low, according to preliminary labor market estimates produced by the U.S. Bureau of Labor Statistics. The monthly report also shows total nonfarm employment in the state fell by 10,900 jobs to a seasonally adjusted level of 4,374,400.

Revised estimates of total nonfarm employment in March saw a downward revision of 1,300 for a February-to-March monthly gain of 12,500. The state’s unemployment rate for March remained unchanged at 4.8 percent.

In April, six out of nine private industries recorded losses for the month. They were: leisure and hospitality (-8,900), professional and business services (-2,600), manufacturing (-1,000), information (-700), financial activities (-700), and other services (-700). Sectors that added jobs for the month were trade, transportation, and utilities (+2,400), construction (+300), and private education and health services (+200). Public sector jobs increased by 800 in April.

Over the past 12 months, New Jersey has added 76,000 nonfarm jobs. Some 87 percent of those gains were in the private sector, with six out of nine private sector industries recording a gain between April 2023 and April 2024. These industries are: private education and health services (+40,300), trade, transportation, and utilities (+12,100), construction (+5,400), other services (+5,000), leisure and hospitality (+3,700), and professional and business services (+3,300). Sectors that recorded losses were information (-2,200), manufacturing (-800), and financial activities (-600). The public sector recorded a gain of 9,700 over the past 12 months.

Preliminary BLS data for May will be released on June 20.

Technical Notes:  Estimates of industry employment and unemployment levels are arrived at through the use of two different monthly surveys.  

Industry employment data are derived through the Current Employment Statistics (CES) survey, a monthly survey of approximately 4,000 business establishments conducted by the U.S. Bureau of Labor Statistics (BLS) of the U.S. Department of Labor, which provides estimates of employment, hours, and earnings data broken down by industry for the nation as a whole, all states and most major metropolitan areas (often referred to as the “establishment” survey). 

Resident employment and unemployment data are mainly derived from the New Jersey portion of the national Current Population Survey (CPS), a household survey conducted each month by the U.S. Census Bureau under contract with BLS, which provides input to the Local Area Unemployment Statistics (LAUS) program (often referred to as the “household” survey).  

Both industry and household estimates are revised each month based on additional information from updated survey reports compiled by the BLS. In addition, these estimates are benchmarked (revised) annually based on actual counts from New Jersey’s Unemployment Compensation Law administrative records and more complete data from all New Jersey employers.  

Effective with the release of January 2018 estimates, the Current Employment Statistics (CES) program has converted to concurrent seasonal adjustment, which uses all available estimates, including those for the current month, in developing seasonal factors. Previously, the CES program developed seasonal factors once a year during the annual benchmark process. Education Dept. Extends Deadline to Consolidate Loans for Forgiveness

More than two weeks after a deadline passed for federal loan borrowers seeking debt relief, the Education Department has extended the offer, giving millions of borrowers a fresh shot at aid.

The department said on Wednesday that borrowers would now have until June 30 to consolidate commercially held education debt under the Federal Family Education Loan Program — loans originally from private lenders — or Perkins loans into new direct loans, which are held by the Education Department. That consolidation is a required step for borrowers to receive relief through an expansive, but temporary, government waiver program intended to wipe out the remaining debt for borrowers who have been making payments for a term that’s typically at least 20 years.

“The department is working swiftly to ensure borrowers get credit for every month they’ve rightfully earned toward forgiveness,” said James Kvaal, the under secretary of education. The previous deadline to consolidate was April 30.

The move is part of the Biden administration’s effort to aggressively cancel education debts through longstanding relief programs and by easing bureaucratic barriers. One of the trickiest challenges has been reaching borrowers with loans through the Federal Family Education Loan Program, a lingering vestige of a previous federal student loan system.

Before 2010, many federal loans were insured by the government but issued by private lenders like banks and other financial institutions. That year, the government took over the system and began making loans directly; it now holds $1.4 trillion in debt for loans to nearly 38 million people.

But millions of people still have loans made under the Federal Family Education Loan system. As of the end of April, according to Education Department data, there were still 3.5 million federal student loans owned by private lenders.

Borrowers with those loans are ineligible for most federal student debt forgiveness programs. However, they can consolidate the loans into a new, federally owned direct student loan. People can see what kind of loan they have, and consolidate into a new one , at StudentAid.gov .

Consolidating commercially held loans into a direct loan makes those borrowers eligible to benefit from a temporary government program that counts many past payments — or lengthy periods of forbearance — as qualifying ones for income-driven repayment programs , even for people who never enrolled in those programs.

Nearly one million borrowers have had $49 billion of debt eliminated through that temporary program, the Education Department said. In total, the Biden administration’s changes have led to $160 billion in debt elimination for nearly 4.6 million borrowers.

Also on Wednesday, the department said it would need more time than it had anticipated to finish those income-driven repayment adjustments. The process, which began last summer and was previously scheduled to be finished by July, will now take until September to complete, the department said. The adjustments are done automatically by the department — borrowers do not need to apply to have their loans included in the program.

State Education Department Awards $34M in Universal Prekindergarten Expansion Grants

64 school districts to receive funding, grants will expand full-day prek opportunities for four-year-old students .

The New York State Education Department awarded $34 million in Universal Prekindergarten (UPK) Expansion Grants to 64 school districts across the state, Commissioner Betty A. Rosa announced today. The grants will enable districts to establish new full-day prekindergarten placements or to convert existing placements from half- to full-day.  

Regents Chancellor Lester W. Young, Jr. said, "When children enroll in high-quality and effective PreK programs, they gain a significant advantage in early skills that prepare them for success in elementary school. Expanding access to full-day PreK programs through these grants will help more of New York’s children succeed."

Commissioner Rosa said, “When we provide equitable opportunities for children in their early years, they reap the benefits throughout their lives. The Department is deeply committed to providing a strong educational foundation to every single child in New York – because that is what each of them deserves.”

All public-school districts in New York State were eligible to apply for this competitive grant opportunity. Grants were awarded based upon a district’s plan to serve a community’s highest need schools and students; the level of existing prekindergarten services; the extent to which a district planned to maximize the total number of eligible four-year-old children served in its programs; and other factors. Awarded school districts will be able to operate a 180-day program during the 2024-2025 school year.

California Gained 5,200 Nonfarm Payroll Jobs in April 2024

Unemployment Rate Remains Unchanged for Third Consecutive Month

SACRAMENTO – California’s employers added 5,200 nonfarm payroll jobs 1 in April 2024 and the unemployment rate remained unchanged for a third consecutive month holding steady at 5.3 percent 2 , according to data released by the Employment Development Department (EDD). April’s job gain follows a revised job gain of 18,200 for March 2024.

The California unemployment rate was 5.3 percent in April 2024, which is the same as the previous month.

California's Labor Market, by the Numbers...

  • The State’s jobs market expansion entered its 48 th month in April 2024. Since April 2020, California has gained 3,057,800 jobs, which averages out to 63,704 per month.
  • The state’s current job growth started in August 2023 and has amounted to a total gain of 200,300 jobs. This reflects a rebound from the slowdown during the prior 10 months as the state economy settled following its dramatic post-pandemic recovery.
  • Five of California's 11 industry sectors gained jobs in April with Private Education & Health Services (+11,900) posting the largest month-over gain for the fourth consecutive month.
  • Trade, Transportation, and Utilities (+5,100) also showed noticeable growth as above-average gains were seen in the Truck Transportation and the Couriers and Messengers industry groups.
  • Construction (-6,000) saw a small reduction in jobs due to lingering stormy weather conditions affecting construction projects across the state. The industry remains up 15,100 jobs over the year.

  • Month-over – Total nonfarm jobs in California’s 11 major industries amounted to 17,991,300 in April – a net gain of 5,200 from March. This followed a downward revised (-10,100) month-over gain of 18,200 jobs in March.
  • Year-over – Total nonfarm jobs increased by 206,500 (a 1.2 percent increase) from April 2023 to April 2024 compared to the U.S. annual gain of 2,802,000 jobs (a 1.8 percent increase)

California Industries Payroll Jobs by Biggest Month-Over Change

Total Farm Jobs – While the number of jobs in the agriculture industry decreased from by 11,700 from March to a total of 414,700 jobs in April, the agriculture industry did have 30,800 more farm jobs in April 2024 than it did in April a year ago.

Employment and Unemployment in California (Based on a monthly federal survey of 5,100 California households which focuses on workers in the economy)

  • Employed – The number of Californians employed in April was 18,319,100, an increase of 5,800 persons from March’s total of 18,313,300, but down 115,100 from the employment total in April 2023.
  • Unemployed – The number of unemployed Californians was 1,027,000 in April, a decrease of 5,900 over the month, and up 164,700 in comparison to April 2023. This is the second time in five months the total unemployed has declined.

This table summarizes data from the prior text and adds that the civilian labor force (which is the labor force by place of residence, including workers involved in trading disputes) totaling 19,346,100 in April 2024, down 100 from March but up 49,500 from April of last year.

Unemployment Insurance Claims (Not Seasonally Adjusted)

The following data is from a sample week that includes the 19 th of each month: In related data that figures into the State’s unemployment rate, there were 411,413 people certifying for Unemployment Insurance (UI) benefits during the April 2024 sample week. That compares to 446,130 people in March and 427,741 people in April 2023. Concurrently, 45,136 initial claims were processed in the April 2024 sample week, which was a month-over increase of 4,136 claims from March and a year-over increase of 2,799 claims from April 2023.

In April 2024, there were 411,413 people receiving unemployment insurance benefits, down 34,717 from March and down 16,328 from April of last year. Additionally, there were 45,316 new unemployment insurance claims in April 2024, up 4,136 from March and up 2,799 from April of last year.

FY24 Second Chance Act Improving Reentry Education and Employment Outcomes

With this solicitation, the Bureau of Justice Assistance seeks to fund reentry services and programs focused on strengthening education and employment outcomes for individuals returning to their communities after a period of incarceration.

The purpose of this program is to support fair chance opportunities to improve education and employment outcomes for individuals currently incarcerated with 2 years or less before release into the community. For this solicitation, fair chance opportunities refer to reentry services and programs designed to increase access to in-demand jobs and meaningful careers for justice-impacted people upon and following their release from incarceration. Program contents may be education or employment focused.

  • Special district governments
  • City or township governments
  • County governments
  • Native American tribal governments (federally recognized)

  • Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
