The government has invited private organisations to invest in the Digital India scheme. The execution cost of this flagship project was 1 lac crore rupees. This money was invested to develop government services and digital platforms so that people living in rural areas can have easy access.

Aim of Digital India

The aim of Digital India is simple; digital transformation of the national economy. However, to support this national-level scheme, the government has launched several parallel projects or sub-schemes. These schemes are:

With a strong foundation of digital infrastructure and expanded digital access through Digital India Programme of the Government, India is now poised for the next phase of growth — creation of tremendous economic value and empowerment of citizens as new digital applications permeate sector after sector.

India can create up to $1 trillion of economic value from the digital economy in 2025, up from around $200 billion currently

  • India’s digital consumer base is the second largest in the world and growing at the second-fastest rate amongst major economies. India’s inclusive digital model is narrowing the digital divide within the country and bringing benefits of technology to all segments of people.
  • Half the potential economic value of $1 trillion in 2025 could come from new digital ecosystems in diverse sectors, including financial services, agriculture, healthcare, logistics, jobs and skills market, e-governance and other areas.

The Digital India program, launched in July 2015, is a flagship program of the Government of India that is transforming the country into a digitally empowered society and knowledge economy. Building on this foundation, India now has a massive opportunity to further scale up its digital economy.

Scope enhancement, Process Reengineering, use of integrated & interoperable systems and deployment of emerging technologies like Cloud & mobile would be undertaken to enhance delivery of Government services to citizens .
  • States would be given flexibility to identify for inclusion additional state-specific projects, which are relevant to their socio-economic needs.
  • e-Governance would be promoted through a centralised initiative to the extent necessary, to ensure citizen centric service orientation.
  • Successes would be identified and their replication promoted proactively.
  • Public Private Partnerships would be preferred wherever feasible.
  • Adoption of Unique ID would be promoted to facilitate identification, authentication and delivery of benefits.
  • Restructuring of NIC would be undertaken to strengthen the IT support to all government departments at the Centre and State levels.
  • The positions of Chief Information Officers (CIO) would be created in at least 10 key ministries so that various e-Governance projects could be designed, developed and implemented faster.
  • DeitY would create necessary senior positions within the department for managing the programme.
  • Central Ministries / Departments and State Governments would have the overall responsibility for implementation of various Mission Mode and other projects under this Programme. Considering the need for overall aggregation and integration at the national level, it is considered appropriate to implement Digital India as a programme with well defined roles and responsibilities of each agency involved.

Program Management Structures

A programme management structure would be established for monitoring implementation. Key components of the management structure would consist of the Cabinet Committee on Economic Affairs (CCEA) for according approval to projects, a Monitoring Committee headed by the Prime Minister - External website that opens in a new window , a Digital India Advisory Group chaired by the Minister of Communications and IT , an Apex Committee chaired by the Cabinet Secretary and the Expenditure Finance Committee (EFC) / Committee on Non Plan Expenditure (CNE).

  • India’s digital economy and the infrastructure sector has a total potential for $2.5 trillion

Advantages of a Digital Economy

  • Removal of Black Economy: By restricting cash-based transactions and using only digital payments, the government can efficiently expel the black economy.

  • Digilockers: it is a “digital locker” service operated by the Government of India that enables Indian citizens to store certain official documents on the cloud.

  • BHIM app —It is an app to enable digital payments.
  • Pradhan Mantri Gramin Digital Saksharta Abhiyan to make citizen digitally literate.
  • BharatNet Project: world’s largest rural broadband connectivity programme using Optical fibre
  • Lack of connectivity/infrastructure: Slow roll-out of Wi-Fi hotspots and the slow speed

It helps to reach out to the masses and encourages them to use technology in their daily lives. Prime Minister Mr. Narendra Modi launched the campaign on July 1, 2015. The initiative aims at connecting rural India with the help of high-speed internet connectivity. 

There are three components at the core of the “Digital India” campaign. 

Creation of Digital Infrastructure  

To be able to deploy various digital services across the country, it is necessary to create a strong digital infrastructure, especially in rural areas of the country. The interior regions of the country either have very little or mostly do not have any electronic network. This is the reason behind establishing a digital network across the country. Bharat Broadband Network Limited, the governmental body that is responsible for the execution of the National Optical Fiber Network project is responsible for the Digital India project as well. Bharat Net aims to connect 2,50,500 gram panchayats across the country to a high-speed internet network via an optical fiber network. 4,00,000 internet points will be established all across the country as part of the program, from which anybody will be able to access the internet. 

Delivery of Digital Service  

A major component of the Digital India campaign is to deliver government services and other essential services digitally. It is easier to change the way of delivering services from physical to digital. Many services of the Government of India were digitized under the Digital India Campaign. 

All ministries would be linked under this scheme, and all departments will be able to reach out to the people with fundamental services like health care, banking, education, scholarships, gas cylinders, water and electricity bills, and judicial services. The daily monetary transactions of people were also converted into digital mode. To ensure transparency in the transactions and curb corruption all the money transactions are being made online, and are supported by one-time passwords. 

Digital Literacy  

For full participation of the people of India, the competency that they need to have is called Digital Literacy. The basic behavior, knowledge, and skills required to effectively use digital devices are mandatory. Desktop PCs, laptops, tablets, and smartphones are the digital devices used for the purpose of communicating, expressing, collaborating, and advocating. The mission of Digital Literacy will be covering over six crore rural households. 

With the Digital India Programme, the Government of India is hoping to achieve all-around growth on multiple fronts collectively. The objective of the Government is to target the nine ‘Pillars of Digital India’ that are identified as follows.

The awareness of the importance of technology has been successfully created among the masses of India by the Digital India campaign. There has been a vast growth in the usage of the internet and technology in the past few years. The Panchkula district in Haryana was awarded the best and top performing district under the Digital India campaign on the 28 th of December 2015. 

So far, services such as digital lockers, my government website, e-education, scholarships, pensions, ration cards, PAN cards, Aadhar cards, e-insurance, and e-health have been made accessible under this plan. The goal has been established for the Digital India project to be completely implemented by 2019. 

Technology giants from all over the world paid attention to the Digital India campaign and are readily and happily supporting the initiative. Even Mark Zuckerberg, the CEO of Facebook, had changed his profile picture to support Digital India. He started a trend on Facebook and promised to get the WiFi Hotspots in rural India working. Google started on its commitment to providing broadband connectivity at 500 railway stations in India. Microsoft agreed on providing broadband connectivity to 5,00,000 villages in the country. Microsoft is also making India its cloud hub via the Indian data centers. Oracle planned on investing in 20 states to work on Smart City initiatives and payments.

Accessible India Campaign and Mobile App  - It is also known as Sugamya Bharat Abhiyan. Its principal goal is to make all services open to individuals with disabilities. 

Mygov.in  - This forum allows users to voice their thoughts on the government's administration strategy. It has been implemented so that locals may actively participate. 

Unified Mobile Application for New-age Governance (UMANG)  - This mobile platform can be used on any device. This software is available in a variety of Indian languages. This software allows users to access a variety of services. Education portals, a digital locker, Aadhar, tax, and train ticket purchasing are among the services available. 

Agri market App  - It was created to make agricultural prices known to farmers and discourage them from selling too soon. 

Beti Bachao Beti Padhao - Ensuring the welfare and nurturing of a girl child and also making sure that every girl child attends school. 

Bharat Interface for Money (BHIM) - It makes payments quickly, easily, and simply through the Unified Payment Interface (UPI). It also allows the bank to accept instant payments and money collections using mobile phone numbers. 

Crop Insurance Mobile App - Used to calculate crop insurance premiums depending on numerous characteristics such as area or loan amount, if a loan is taken out. 

E-Hospital - It's an HMIS (Hospital Management Information System) for hospitals' internal workflows and operations. 

E-Pathshala - The National Council of Educational Research and Training (NCERT) created it to make all educational resources, such as books and videos, available online. 

EPFO Web Portal and Mobile App - Allow workers to check the amount of their provident fund using an e-passbook, which is a virtual equivalent of a real passbook. 

Start-up India Portal and Mobile App - It is a government of India program to encourage entrepreneurs to develop businesses (start-ups) in the country to expand sustainably. 

Benefits of Digital India

It makes health care and literacy more accessible since one may use a hospital service to receive online registration, a doctor's appointment, payment of the charge, a diagnostic test, and a blood test, among other things. 

It allows consumers to submit their paperwork and certifications online from anywhere, reducing the amount of physical work required. 

Citizens can digitally sign their records online to sign the framework. 

It benefits the beneficiaries of the National Scholarship Portal by allowing them to submit applications, have them verified, and then be paid or disbursed. 

BSNL's next-generation network will replace 30-year-old telephone exchanges for improved administration of online services on mobile devices like voice, data, multimedia, etc. 

Flexible electronics will be promoted with the support of the National Center for Flexible Electronics. 

As all transactions are completed through the digital method, it also aids in the reduction of black marketing.

Free WiFi will be available in 2.4 lakh schools and institutions under this scheme so that students may work online without difficulty. A goal has been established for 1.7 lakh persons to be employed as part of this initiative.

A digitally connected India is aimed at the growth of the social and economic status of the masses in the country. The development of non-agricultural economic activities could pave the path for such an achievement, for providing access to financial services, health, and education. Information and Communication Technology alone cannot directly impact the overall development of a country. Basic digital infrastructure could help achieve overall development. 

Literacy and regulatory business environments also could help achieve the same. It will be a very profitable approach because it relieves the burden of spending time on paperwork and allows people to dedicate their time to other aspects of government. It is extremely efficient and beneficial for government employees who operate on a big scale.

India the fastest growing economy has internet access to only 20 crore people out of 130 crores. In rural India, only 9% of people have internet access. If we talk about high-speed internet it is less than one percent even in urban areas.

At the next level, digital illiteracy is a challenge that further makes inequality between the haves and the haves not. Rather than building social equality, it can pave the way for monopoly in the economy, which is why social inequality. At present, India has only 42 % of people have digital literacy, which is just about doing basic work on a computer or on other ICT devices. Big companies, which have deep pockets are using digital platforms with predatory pricing. For instance, Samsung dealers sell products on Flipkart and Amazon for less than cost making. These monopolistic trends can further disturb the social fabric of society.

Recently, digital currency like Bitcoin came into the picture to boost the digital economy. It has become an avenue for terrorist activities, which is again a threat to a peaceful society. Digital platforms have become a bane rather than a bone. Women trafficking through a digital platform and bidding across borders is growing day by day. CRY(Child Rights and You), a non-government organization, shows its concern in its annual report. Which, with the advent of the digitalization of the economy, child trafficking has increased from 4 children per day in metro cities to 16 children per day (a 400% increase).

The steps were taken toward Digital Economy in India

Apprehension related to trafficking and economic inequalities transcending to social inequalities is a wearing trend. But, we need to understand digitalization or ICT platforms are just a tool. For effective utilization, we need to work towards various measures. For instance, the Government of India plans “Bharat net” to connect all the village panchayats. Similarly, the government introduced free Wi-Fi in public places like Railways to improve internet access. Moreover, World Bank is funding projects across the world to improve internet accessibility.

Further, to empower people, the Government came up with “Adhar Pay” in which people can transact without an internet connection. It will not only boost the economy but also empower the most deprived section of society. In schools, computer education is made compulsory. Further, the “Skill India Program” is also Introduced.

To check monopolies, the government has also come up with a digital India program that not only provides a platform for selling goods and services but also makes farmers aware to improve their productivity.

To further strengthen the digital economy and check the misuse of the Cyber platform, WTO decided on various faults and form a committee with the collaboration of the representatives of different nations. Moreover, digital challenges are bound to come. So, we need to upgrade the capability of security forces to check the misuse of cyber technology. To fight all the corrupt practices and remove them from root and shoot, ethics and morality are panaceas to build a just society. Which is socially inclusive, economically inclusive, and environmentally sustainable. Indeed, the digital economy can benefit society in achieving these goals in the coming future.

People can get all services like banking, electricity bills, cylinders, healthcare, education, water and judicial services through digital India initiative. All the monetary transactions are converted into digital mode where people do not need to go in specific departments and spend their valuable time. To ensure transparency in digital mode payment and stop the corruption during transaction the whole system is completed by one time password. So, we all should adopt the developed measure as a sign of our own improvement and bring India one step ahead towards development through economy.

Oracle has also planned to invest in 20 states for working with smart city initiatives and payments. Various mobile apps and websites like mygov.in, UMANG, agri market app, BHIM, crop insurance, EPFO, start up India portal have been develop for increasing digital transactions, business and solving queries related to economic services. The government of India has converted UPI into all digital payments system through its significant technology interface for providing people complete assurance about digital payments. People can use one common UPI for paying through all digital transaction options. Banking sector has also upgraded all facilities like mobile banking, internet banking etc. for which customers now do not need to go their official bank branches. They can overview their all banking operations through online mode and can manage all operations via online mode only. We can easily book tickets, doctor’s appointments, bill payments, buy groceries, medicines, withdraw salary or pension, sell property through online mode. With the extensive structure of digital mode in overall economy of the country has given greater impact to develop it larger level over the past few years. Consumers can buy anything from online shopping portals whenever and wherever they need. They can pay through UPI and do not need to worry about having cash. All the financial transactions have become possible through digital payment modes where citizens do not need to worry about fraudulent and black marketing in services. The initiative digital economy has brought revolution of change in Indian economy over various cities, villages and even remote areas. Digital economy has been proved such a big initiative for transforming India into a digital empowered country. Various schemes like e-health, e-education, digital locker, internet banking, e-sign, and national scholarship portal have been started based upon digital economy. Digital India Campaign comprises various initiatives under a single program, each aimed at preparing India to become a knowledge economy and bringing good governance to the citizens through the synchronized engagement of the entire government.

The program includes plans to link rural areas to interim high-speed networks and to boost digital literacy. The campaign significantly increased the use of electronic services and products. The project is run by a Government body called Bharat Broadband Network Limited (BBNL). In the 2018 phase, this program was implemented.

This project, with active participation from the Ministry of Information Technology (IT), Ministry of Rural Development, Ministry of Human resource development and Ministry of Health, has been organized by the Information Technology Department (DITI). The program has received acclaim from various places from the day of its launch and played a significant role in transforming India’s digital infrastructure. It will catalyse investment in the IT field, thereby creating employment.

The program Digital India concentrates its main areas of vision, operation and value on the demand for digital technology empowerment, for every individual, administration and people. The massive campaign is divided into three parts, aiming for the following goals:

India is predicted to be the fastest-growing economy for the next decade. In a country like this, a whopping 83.3% of the population is not financially literate. Alternatively in one other survey, 83% of the American population feels that schools should teach high school students Financial Literacy Coursework.

The Finance Minister of India recently stated that Financial Literacy should be taught at the school level. If we don’t teach people financial literacy, they will not suddenly stop interacting with money. They’ll do it themselves, and the vast majority will lose money. Instead of applying financial reasoning, we’ll apply the logic from Reddit; instead of technical analysis, we’ll analyze tweets of financial influencers. We’ll invest in crypto because of a star-studded FTX Superbowl commercial, and the cost of financial illiteracy will rise. 32% of teens still don’t know the difference between a credit card and a debit card and 11% of Americans with bank accounts paid overdraft fees in 2021. Think of the 2008 financial crisis when people couldn’t engage in appropriate mortgages  — that had consequences beyond personal finances.

Financial literacy has devolved into a massive, generational game of telephone; if children don’t learn about budgeting, saving, credit, and investing from their parents, they never do. Financial literacy has become a double-edged sword for generational wealth: it benefits those with it and disproportionately hurts those without it.
