Dr. Keith Brawner is the Program Manager of the Institute for Creative Technologies University Affiliated Research Center (ICT UARC) for the Undersecretary of Defense for Research and Engineering , as managed by the US Army DEVCOM Soldier Center , where he is also the lead for AI initiatives. 

In 2011, I was working for the Army Research Laboratory and received a presentation from ICT on the new realistic graphics being developed within military training technologies. That was when the UARC (in affiliation with USC) first captured my imagination. It was (as now!) at the bleeding edge of technology, and had recently won its first Academy Award. It struck me as a one-of-a-kind place within the DoD. 

As a UARC for the Undersecretary of Defense for Research and Engineering (USD(R&E)), ICT must have unique Core Competencies which separate it from other UARCs, and it does. But it also maintains distinctiveness in all aspects. This makes it a joy to work with – and to utilize for national defense. ICT’s unique core competencies in the areas of realism, simulation, the behaviors within simulations, and the application of simulation technology into education, training, and operations make it world-class. 

In the area of realism ICT has won Academy Awards, which is certainly unique among the DoD, but it has also developed the HDR Shop used in many games and simulations. The visualization of these realistic technologies birthed the virtual and augmented reality industries directly through spin-out activities. At the individual level of simulation, ICT’s Virtual Human Toolkit has been utilized in dozens of military training tools, deployed in dozens of STEM-outreach applications, and has more commercial items than I can discuss. In fact, an industry is starting to rise around these technologies.

At the collective level of simulation, ICTs technologies have instructed key decision-makers on how to manage country-level peace-keeping. ICTs human behaviors within simulations are currently training many individuals on interpersonal communications, such as within the SHARP schoolhouses, and also doing research into how to better model OPFOR actions for training both large and small combat operations. 

Insofar as education, training, and operations – ICT has been unique in its works with the Army University on teaching AI, with the training injects into the Synthetic Training Environment program, and the operational deployment of counter-IED training semi-trucks training into Iraq and Afghanistan which trained tens of thousands of Warfighters. Within the research community, it is somewhat unique to deploy things downrange.

ICT is also unique in its business model as a DoD UARC partnered with a private university. The business model of the ICT for the DoD is to produce the research and results within its areas, and provide deep technological reach-back capability across all major scientific disciplines. In the coming years, ICT’s status as a unit within the Viterbi School of Engineering, alongside its sister institute, the Information Sciences Institute, will leverage USC talent in areas such as microelectronics and quantum computing to enhance DoD training and operations. 

ICT freely gives its technology back to the Government, but also maintains a robust commercial technology transition office, collaborating on numerous technologies with private industry for non-defense applications. The robustness and seamlessness of this utilization is unparalleled. 

ICT is unique in its service associated with the military, and can serve as trusted and unbiased advisors into Government. The DoD has utilized this directly in their development of the One World Terrain program, to name just one project deserving of the Army’s top civilian honor – the Distinguished Civilian Service Award. The ability of the UARC to provide technical expertise side-by-side with Government employees is unique to UARCs in their policy guidance allowing “close to inherently Governmental Functions.” 

By being headquartered in Los Angeles, ICT draws on the entertainment capital of the world, where one in eight jobs is related to the creative industries, and many of its residents are triple hyphenates, holding several concurrent roles within the industry. Many of ICT’s staff and freelance contributors are creatives, contributing professional-quality scripts and scenarios to Government projects, delivering exquisitely shot materials, featuring top notch acting talent. ICT’s collaborations with the entertainment industry have brought a new level of realism and

engagement to military training simulations. Imagine the excitement as a soldier dons a headset and steps into a fully immersive virtual battlefield, complete with Hollywood-caliber sound design, special effects, and even actors playing key roles. 

ICT is also unique in its contracting mechanisms and flexibility. The ICT UARC, for its areas of specialty, has the type of contracting only dreamt about within acquisition circles. The USD(R&E) authority allows my office to have ~1 week to the start of execution on critical projects, virtually unlimited ceiling, templated requirements, and guaranteed deliverables, Government rights, and functionally no fee. Simply put, we pay for work and we get it because of ICTs unique contractual relationship as a trusted DoD research center. 

The ICT itself is a hotbed of creativity and cutting-edge research, where interdisciplinary teams of military scientists, technologists, and artists come together to explore the vast potential of technology in military training and operations. This unique partnership has produced groundbreaking advancements in virtual and augmented reality, artificial intelligence, and machine learning, all with the goal of enhancing military readiness and capability. 

In running a research center on behalf of the Army on behalf of the DoD, the uniqueness of the ICT work, business, military service, creative enterprises, contracting, academic relationships, entertainment industry connections, and, most importantly, the assistance it has provided to the nation, are unparalleled within its charter. Each day I am proud and honored to serve as its Program Manager.

Alice Munro’s Daughter Andrea Skinner Shares “Terrible Secret” of Stepfather’s Sexual Abuse—and Munro’s Silence

Andrea Robin Skinner , daughter of the late Nobel Prize–winning author Alice Munro , revealed that her stepfather, Gerald Fremlin, sexually assaulted her as a 9-year-old, and that her mother knew about the abuse and chose to stay with him, in an essay for the Toronto Star published Sunday.

The news comes weeks after Munro’s death on May 13, following a flood of remembrances and praise for her incisive prose. Skinner, her two older sisters, and her stepbrother revealed the family secret that has been swept aside and concealed from the public during a nearly 50-year timeline of confessions, threats, estrangements, and trauma. Fremlin sexually assaulted Skinner in 1976, and Skinner told her mother in 1992, after which Munro remained married to Fremlin until his death in 2013.

In 2005, Skinner reported the past abuse to police, using Fremlin’s own threatening letters as evidence. Fremlin pleaded guilty on arraignment without trial to “indecently assaulting” Skinner. Fremlin, then 80, was sentenced to two years of probation, she wrote.

Alice Munro divorced her first husband and Skinner’s father, Jim Munro, in 1972, and Alice married Fremlin in 1976. She lived with Fremlin in Clinton, Ontario, where Skinner would spend summers, living in Victoria, BC with her father during the school year.

It was that first summer of 1976, Skinner wrote, on a night her mother was away, that Fremlin climbed into her bed and touched her and himself while she pretended to sleep. Other times, he’d make inappropriate comments to her, talk to her about his and her mother’s sexual activities, and ask her about her own.

Skinner said she told her stepbrother Andrew about the assault, as well as inappropriate comments and questions from Fremlin, when she returned to the Victoria home they shared with her father, “trying to make a joke of it.”

“He didn’t laugh,” she wrote. “He said I should tell his mother right away. I did, and she told my father, who decided to say nothing to my mother.” Her father never spoke directly to Skinner about it, and he told her two older sisters to not say anything to their mother either. Her older sister Sheila Munro said that she was sent along with Skinner to make sure she wasn’t left alone with Fremlin.

“I don’t remember the exact conversation, but my father told me that Andrea had been molested, or something to that effect,” Sheila said. “There wasn’t a lot of detail about what happened to her.”

Still, on those summer visits, Fremlin would make inappropriate comments and sexual advances. He didn’t touch her again, Skinner said, but he would expose himself when they were alone and sometimes masturbated.

“I thought I was doing a good job of preventing abuse by averting my eyes and ignoring his stories,” she wrote.

Through the years, Skinner suffered debilitating migraines—the first of which struck her the morning after Fremlin’s sexual assault, the one he said her mother couldn’t find out about because “it would kill her,” she wrote—and grappled with bulimia. When she told her mother she was struggling at the University of Toronto, Skinner said that Munro cried and told Skinner she was wasting her life. Finally, in 1992, a 25-year-old Skinner decided to tell her mother, in the form of a letter, what had happened all those years ago.

Initially, upon learning of the assault, Munro left Fremlin, fleeing to a condo in Comox, BC. In her wake, Fremlin found the letter. When Skinner spoke to her mother, she wrote, it seemed that Munro was “overwhelmed by her sense of injury to herself.”

“When I tried to tell her how her husband’s abuse had hurt me, she was incredulous,” Skinner wrote. “‘But you were such a happy child,’ she said.”

One of Skinner’s sisters, Jenny Munro, called the immediate aftermath “chaos and mayhem and hysterical actions all around…But the focus was not on Andrea.”

Instead, there was concern that Fremlin would follow through on threats to kill himself. Then, he sent a series of letters that described the abuse and directly compared Skinner to Vladimir Nabokov’s titular Lolita. He felt “dishonorable and deeply disgusted with myself,” he wrote, but not for assaulting his stepdaughter, which he detailed in the letter, but “for having been unfaithful to Alice after I had committed myself to her,” he wrote. He called Skinner a “home wrecker” and threatened to kill her if the police were contacted. Munro, too, was devastated, but according to Skinner, more focused on her own pain than her daughter’s.

“She reacted exactly as I had feared she would, as if she had learned of an infidelity,” Skinner wrote.

After a few months, Fremlin came to visit Munro, and when he returned to Clinton, Munro went with him.

“She said that she had been ‘told too late,’” Skinner wrote of Munro. “She loved [Fremlin] too much, and that our misogynistic culture was to blame if I expected her to deny her own needs, sacrifice for her children, and make up for the failings of men. She was adamant that whatever had happened was between me and my stepfather. It had nothing to do with her.”

The family continued to have a relationship with Munro and Fremlin, sidestepping the subject at least partly due to Munro’s public profile and what Jenny called “the fame factor. That was a big deal.”

In Skinner’s words, “We all went back to acting as if nothing had happened. It was what we did.”

In 1994, Munro granted a lengthy interview to The Paris Review for the publication’s “The Art of Fiction” series. She admitted to worrying about her children and acknowledged that she’d prioritized writing over motherhood.

“Some part of me was absent for those children, and children detect things like that." she said. "Not that I neglected them, but I wasn’t wholly absorbed. When my oldest daughter was about two, she’d come to where I was sitting at the typewriter, and I would bat her away with one hand and type with the other. I’ve told her that. This was bad because it made her the adversary to what was most important to me. I feel I’ve done everything backwards: this totally driven writer at the time when the kids were little and desperately needed me. And now, when they don’t need me at all, I love them so much. I moon around the house and think, There used to be a lot more family dinners.”

In 2002, however, something changed: Skinner became pregnant with twins, and told her mother that her stepfather could never be allowed to be around the children. A screaming match ensued, with Munro saying it would be “inconvenient,” since Munro didn’t drive. The next day, Munro called Skinner, she said, “to forgive me for talking to her like that ... and I realized that I was dealing with someone who had no clue who needed to be forgiven. And that was the end of our relationship.”

An October 2004 New York Times Magazine profile of Munro , in which she spoke glowingly and frequently of Fremlin, agreeing he was the love of her life, and described herself as having “no moral scruples,” admitted ambivalence as a parent, and said that she was close with her three daughters (including Skinner, no mention of their estrangement) who got together “mostly to discuss me,” was the next catalyst for Skinner: She reported Fremlin’s abuse to the Ontario Provincial Police and gave them the letters he had sent as supporting evidence. In March 2005, he pleaded guilty to one count of indecent assault and received a suspended sentence, and was ordered away from parks, playgrounds, and all contact with Skinner, as well as being ordered to submit a DNA sample for the Royal Canadian Mounted Police’s database.

Skinner remained estranged from Munro and the rest of her family of origin after the conviction, she wrote. In Munro’s sphere, despite Skinner’s hope that “this story, my story, [would] become part of the stories people tell about my mother,” the conviction didn’t make its way into the media or public eye, and the family danced around the topic.

“The family went back to socializing with the pedophile,” Jenny said. “My mother went on a book tour.”

Fremlin died in 2013, the same year Munro was selected for the Nobel Prize for literature. She was unable to travel to accept the award.

Skinner never reconciled with her mother.

“I made no demands on myself to mend things, or forgive her. I grieved the loss of her, and that was an important part of my healing,” she wrote.

By coming forward with her reality, Skinner is working toward the same goal she stated about reporting Fremlin’s abuse to the authorities in the first place: “I also wanted this story, my story, to become part of the stories people tell about my mother. I never wanted to see another interview, biography, or event that didn’t wrestle with the reality of what had happened to me, and with the fact that my mother, confronted with the truth of what had happened, chose to stay with, and protect, my abuser.”

Now, after Munro’s death, Skinner and her siblings have reconciled. Her children worry about the impact that this will have on her legacy, but the need to air the truth is greater. “I still feel she’s such a great writer—she deserved the Nobel,” Sheila Munro, that eldest daughter whom Munro recalled shooing away from her typewriter, said. “She devoted her life to it, and she manifested this amazing talent and imagination. And that’s all, really, she wanted to do in her life. Get those stories down and get them out.”

Which is also what Skinner wants to achieve now.

“I want so much for my personal story to focus on patterns of silencing, the tendency to do that in families and societies,” she said. “I just really hope that this story isn’t about celebrities behaving badly ... I hope that ... even if someone goes to this story for the entertainment value, they come away with something that applies to their own family.”

Opinion Supreme Court stakes are too high to continue with the Biden gamble

The risk of another Trump presidency appointing more justices, forces a reluctant conclusion.

“For all practical purposes, today’s decision almost certainly means that there are virtually no limits on what the president can do,” President Biden said Monday night of the Supreme Court’s 6-3 ruling granting former presidents broad immunity from criminal prosecution.

He’s right. And that raises the question: How should that grim assessment influence his decision about whether to remain in the race?

For Biden, the courts should be top of mind, in three ways:

First, during Donald Trump’s first term, the court served as a generally reliable bulwark against an out-of-control president. No longer. The lesson of Trump v. United States is that the courts will not shield us. They are enablers of presidential overreach, not brakes on it.

Trump and his lawyers insisted that presidents couldn’t function without the guarantee of immunity from prosecution after leaving office. The reality is that presidents functioned for more than two centuries with the understanding that the criminal law applied to their official acts and that they could be prosecuted after leaving office. The court’s ruling to the contrary doesn’t remove a chilling effect on responsible presidents; it enables rogue ones, like Trump.

Second, the ruling underscores the importance of who gets to wear the robes — and who has the power to appoint them. Trump named 234 judges out of the 890 authorized, including three justices who ruled in his favor Monday. Biden has named 201 —and, by the way, the Senate should make confirming pending nominees a priority.

As we have painfully learned over the past several years, it matters enormously who sits on the lower federal courts. Now more than ever, as the Supreme Court’s decisions — such as last week’s one eliminating deference to federal agencies — have increasingly shifted power to the judiciary.

A Trump presidency would reinforce and enhance that reality. On the Supreme Court, it would likely mean the retirements of Justices Clarence Thomas and Samuel A. Alito Jr. and their replacement by equally conservative but younger ideologues. That conservative majority would last for decades, well beyond Trump’s second term. The damage that the current supermajority has inflicted would be entrenched and expanded.

I set out a likely — and chilling — shortlist of possible Trump appointees a few months back, but it bears repeating in light of the term’s cataclysmic end and Biden’s similarly cataclysmic debate performance.

It includes three judges from the ultraconservative U.S. Court of Appeals for the 5th Circuit: James Ho, a former Thomas clerk; Andrew Oldham, who clerked for Alito; and Kyle Duncan, a target of student protests when he spoke at Stanford Law School. This is a court so conservative that it has been repeatedly slapped down by the Supreme Court, including in three out of 10 appeals from its rulings this term.

Others on the short list: Amul Thapar of the 6th Circuit, who wrote a book last year praising Thomas; Elizabeth Branch of the 11th Circuit, who joined Ho’s boycott of hiring clerks from Yale Law School after student protests of conservative speakers there; Lawrence VanDyke, who has been a strident dissenter on the liberal-leaning 9th Circuit; and Patrick Bumatay, also of the 9th Circuit.

As I wrote earlier, “These are not your George W. Bush-era Republican nominees. For the most part, they would make Trump’s first-term picks look mild by comparison.”

Finally, Biden should take to heart the tragic lesson of Justice Ruth Bader Ginsburg, who rebuffed entreaties to retire when a Democratic president could have named her replacement and thereby prevented the current supermajority.

Ginsburg’s self-centeredness is an indelible blot on her distinguished record. Biden needs to ask himself: Does he risk the same, except with even more dire consequences? Is that how he wants history to remember him?

Of course, to answer that question requires reaching a conclusion about whether Democrats’ chances of retaining the White House — more pointedly, of keeping Trump out of it — are better or worse with Biden on the ticket.

This is not an easy choice — though it may get slightly easier in the next several days, as additional polling emerges about the impact of Biden’s debate performance and as Biden embarks on a cleanup tour, including an interview with ABC’s George Stephanopoulos.

Democrats face two dangerous paths. Biden’s road to reelection was already treacherous before the debate disaster. Yet the alternate path presents the enormous peril of a party riven by divisions over the choice to replace him and perhaps producing a nominee who also can’t win in November. Perhaps, as I said, polling will help.

Absent more evidence, my reluctant conclusion is that Biden should step aside. Before the debate, I thought that the risks created by replacing him outweighed the potential benefit. Now that calculus has been reversed. Voters can’t be expected to unsee what they witnessed or chalk it up to one bad night and move on.

And now the Supreme Court has enormously upped the ante of a second Trump term. “The president is now a king above the law,” Biden said, quoting the dissenting justices.

His greatest service would be to do what is required to save us from King Trump.
